    Senior Grants Officer

    Job Description

    Reporting to the Senior Grants and Contracts Manager; The Senior Grants & Contracts Officer, will be responsible for administering and monitoring subrecipients to ensure full compliance with donor rules and regulations, involved in developing grant agreements.

    Duties & Responsibilities

    1. Conduct the pre-award review assessments of new implementation agencies and other new partners to identify areas of improvement, develop capacity and track progress against capacity improvement indicators.
    2. Ensure compliance with donor requirements in the implementation of grants and sub-award SOPs and supporting documents, templates, and systems.
    3. Review partners monthly financial progress reports and provide feedback in timely manner. This includes review of financial supporting documents and invoices from partner and provide accurate documents for process of payment to finance.
    4. Frequently conduct financial monitoring: desk and onsite reviews and share any concerns with partner representative, her/his supervisor, and CIHEB-Kenya leadership.
    5. Assist in preparation and amendment of subaward agreement and modification for in timely manner.
    6. Serve as a knowledge resource to staff and sub-recipients on all aspects of Sub-award management, use of contractual mechanisms and donor requirements.
    7. Responsible for documentation and updating sub-award files; both physical and electronically.
    8. Prepare and maintain the appropriate sub-award tracking reports as well as summary information sheet on all sub-recipients. Monitor/identify potential issues with spending patterns, give guidance and report on periodic spending for sub-recipients in compliance with donor requirements.
    9. Responsible to make necessary reallocation of costs (shift of budget) to process close out of grants and contracts or extend current contracts.
    10. Assist with partnership close-outs, including ensuring that all requirements of the subagreement have been met to facilitate the final sign off by CIHEB-Kenya Senior Management.

    Education, Experience & Certifications

    1. A Bachelor’s degree in Business Administration, Accounting, Finance, Economics, or relevant field; advanced degree preferred.
    2. Professional accounting certification CPA(K).
    3. At least five (5) years of demonstrated professional experience in non-profit organizations with specific experience in managing grants, subrecipients, and compliance with donor regulations.
    4. Must be knowledgeable about financial management principles, grants management policies and procedures, and accounting rules and regulations.
    5. Experience in supervising grants management processes and providing technical support to program staff is needed.

    Knowledge, Skills and Abilities

    1. Excellent verbal and interpersonal skills.
    2. Extensive knowledge of USG rules and regulations.
    3. Ability to give attention to detail.
    4. Ability to plan, organize, prioritize activities and to work under pressure.
    5. Ability to work under minimum supervision.

    Information Technology Officers

    Job Description

    The IT Officer will be responsible for providing assistance to staff on IT issues and acting as a liaison between staff and the technical escalation team. The post holder will be responsible for supporting ICT needs such as network administration; system security, development and maintenance of related information systems; user support training; inventory management and help desk support system among other roles.

    Duties and Responsibilities

    1. Provide first line response for users requiring assistance with IT issues and respond to requests for technical assistance by phone, email and/or using a help desk management system;
    2. Track issues to resolution updating the internal knowledge base and/or communicating learning’s with relevant business units;
    3. Act as a liaison between staff and technical escalation teams;
    4. Manage corporate accounts for services and contracts obtained from IT service providers;
    5. Perform IT inventory management;
    6. Planning and scheduling clean-up jobs on Performance Maintenance contracts and in addition performing performance maintenance of all computers;
    7. Support health facilities supported by university of CIHEB-K in IT related issues including training of staff on IT issues; troubleshooting of computers and related peripheries; handling networking issues; basic repairs for site computers, printers and related peripherals
    8. Carry-out analysis of ICT requirements, assist in preparing system specification by the users and recommend solutions to address user
    9. Enhance existing systems by analyzing business requirements, preparing an action plan and identifying areas for modification and improvement.
    10. Monitor the performance of the ICT systems in and troubleshoot operational issues for corrective action
    11. Document all user requests and challenges, Investigate, determine possible solutions and implement them.
    12. Provide help desk support on ICT and coordinate resolution on the same.
    13. Maintain and track software licenses compliance for the application or system. Includes licenses for application as well as operating system, database, client, etc.
    14. Ensure that networks, systems and services are available to users and that information is processed and transferred correctly, preserving its integrity.

    Qualifications

    The ideal candidate should have:

    1. Bachelor Degree in Information Communication Technology (ICT) or equivalent.
    2. At least four (4) years’ experience in the ICT field.
    3. Experience in management of data bases and websites.
    4. Hands-on experience with computer networks, network administration and network installation.
    5. In-depth understanding and experience in application and system development.
    6. Excellent communication, interpersonal and report writing skills

    Procurement Officer

    Job Description

    Reviewing, recording and prioritizing purchasing requests and obtaining additional information/documentation as required; providing assistance to requisitions in preparing scope of work and specifications of goods and services; proposing product substitutions consistent with requirements to achieve cost savings; determining the availability of funding sources. Oversee the procurement function to ensure that all procurement is undertaken as per laid down laws, rules and regulations, while enforcing transparency and accountability in the procurement process to ensure value for money.
     

    Duties & Responsibilities

    1. Provide technical leadership to drive the implementation of procurement and supplies policies and plans aimed at cost effective acquisition of high quality, materials, goods and services.
    2. Prepare procurement plans and budget outlining key activities to be undertaken, the projected cost, funding sources as well as expected outcomes
    3. Develop and implement flexible and responsive procurement and stores management system for monitoring and tracking costs as well as maintaining up-to-date inventory of goods and services.
    4. Develop detailed tender specifications and performance standards to facilitate procurement of capital equipment,
    5. Goods and services in strict compliance with the organizations approved policy as well as donor requirements
    6. Develop and implement MGIC’s Procurement strategies and policies
    7. Provide oversight to sourcing in support of project activities and conduct training on procurement, sourcing, contracting responsibilities, ethics and general guidelines on property management.
    8. Examine and re-evaluate existing contracts in line with performance.
    9. Perform risk analysis regarding supply contracts and agreements.
    10. Ensures project procurements are conducted within the stipulated timelines (timely project procurements)
    11. Review, up-date, interpret and implement existing procurement regulations, procedures and systems; prepare and ensure implementation of the procurement manual.
    12. Ensure timely and efficient implementation of procurement strategy and ensure that departmental performance targets are set and achieved.
    13. Oversee the maintenance and safeguarding of procurement records and documents.
    14. Monitor contract management by user departments to ensure implementation of contracts in accordance with terms and conditions of the contract.

    Qualifications

    1. Bachelor’s degree in Purchasing and Supplies Management plus membership to a professionally recognized body.
    2. A minimum of four (4) years’ work experience in experience in purchasing and supplies management gained from a large organization.
    3. Demonstrated knowledge of procurement / contracts principles, contracts administration and finance or accounting.
    4. Experience working under USG funded projects preferred.
    5. Applicants must exhibit a flexible work attitude with the ability to work productively in a team environment.
    6. They must also be able to work well independently to meet unexpected demands.
    7. CIPS.
