    This role is responsible for the development and implementation of a framework for monitoring, evaluation, and reporting as per the law

    Key Responsibilities/ Duties / Tasks

    Managerial / Supervisory Responsibilities

    • Develops the framework for monitoring and evaluation as per the COB Act, 2016.
    • Guides the planning and implementation of monitoring and evaluation activities inline with the office of the Controller of Budget mandate.
    • Coordinates monitoring and evaluation exercises for the office of the Controller ofBudget as required by law
    • Collaborates and partners with key stakeholders in monitoring and evaluationactivities.
    • Coordinates the implementation of the risk management framework in thedepartment.
    • Reviews budget planning documents including Budget Policy Statement, Budget
    • Estimates, County Fiscal Strategy Papers and make recommendations.
    • Monitors the preparation and implementation of the sectorial work plan 

    Operational Responsibilities / Tasks

    • Develops project specific monitoring and indicator tracking tools in consultationwith ICT department.
    • Carries out monitoring and evaluation activities and prepares reports as per thelaw.
    • Develops and maintains a project database for monitoring and evaluationactivities.
    • Prepares concept papers to undertake monitoring and evaluation as per the officeof the Controller of Budget mandate.
    • Prepares monitoring and evaluation reports.
    • Partners and collaborates with key institutions to undertake monitoring activities.
    • Develops and implements a monitoring and evaluation plan for the office of the Controller of Budget.
    • Prepares departmental work plans and budgets for the monitoring and evaluationdepartment.

    4. Drafts service level agreements and operational guidelines for internal andexternal service providers.
    5. Produces guidelines for county offices based on OCOB standards and industrybest practices.
    6. Designs ICT activities and workflow tools required for IT services management,maintenance, monitoring and performance measurement.
    7. Evaluates business processes and provides advice on applicable solutions.h) Develops functional specifications, standards, and requirements for hardware andsoftware purchase.
