    Duties and Responsibilities

    3. Checking and enforcing the cashless payment system;

    Requirements for appointment

    3. Kenya Certificate of Secondary Education, mean grade C (Plain) or its approved equivalent;

    DUTIES AND RESPONSIBILITIES

    An officer at this level will be reporting to the Director of Early Childhood Development Education. Specific duties and responsibilities will entail: –

    1. Supervise, coordinate, promote and implement ECDE programmes, projects, policies, general Education programmes in the Sub–County;
    2. Prepare and implement ECDE strategic Plan, annual work plans and periodic reports in the Sub–County;
    3. Provide technical and coordination support to the stakeholders and partners in mainstreaming ECDE in Sub–County;
    4. Promote awareness on Early Childhood needs and demands to ECDE Teachers and parents;
    5. Carry out capacity building courses for ECDE teachers and other stakeholders;
    6. Develop and provide prototypes of appropriate resource materials to local communities and parents;
    7. Compile reports and disseminate them for technical review;
    8. Organize and sharing/ distribute reports for improvements in project quality and partner support;
    9. Act as the link to the National Government, local agencies, Non–Governmental Organization (NGOs) and Communities on ECDE Policy interpretation and implementation;
    10. Develop a Sub–County Resource Centre for ECDE Programme; and
    11. Ensure prompt submission of monthly performance reports of the sub county in the following
    12. areas; Staff returns, Enrolments levels, capitation to ECDE, Financial and expenditure reports.

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must:

    1. Have served as in the grade CPSB 08 (Job Group ‘L’) position in the Civil Service or in a comparable position in the private sector for a minimum period of three (3) years;
    2. Have a Bachelor’s degree in Education or in Early Childhood & Development Education (ECDE) from a recognized institution;
    3. Diploma in Early Childhood from a recognized institution will be an added advantage; iv. Be conversant with the Competency Base Curriculum (CBC).

    Senior Deputy Chief Health Administrative Officer

    Specific responsibilities will include: –

    1. Provide administrative support services to health related projects;
    2. Prepare annual infrastructural development plan for the Department in liaison with other key stakeholders;
    3. Coordinate Government Health Programmes and Non–Governmental Organizations (NGOs) involved in the delivery of health care services or in health related services;
    4. Review, formulate and implement health and administrative policies, procedures and programmes;
    5. Supervise deploy, discipline, train and develop staff in the health administrative service;
    6. Manage the transport services in the Health Department or Hospital;
    7. Supervise maintenance of Health Facilities;
    8. Responsible for welfare of staff and patients;
    9. Coordinate revenue collection through NHIF and Cash collections;
    10. Coordinate maintenance of plants and equipment; and

    Requirements for Appointment

    For appointment to this grade, a candidate must: –

    1. Have served in the grade of Senior Deputy Chief Health Administrative Officer, Job Group CPSB 05 (“P”) or in a comparable position for a minimum period of three (3) years;
    2. Have a Bachelors’ degree in any of the following Social Sciences: – Government, Anthropology, Sociology, Business Administration, Public Administration, Commerce, Economics, Law or recognized equivalent qualification from a recognized Institution;
    3. Have a Masters’ degree in any of the following fields; Health Management, Hospital Administration, Health Planning, Public Health, Health Economics, Business Administration or its equivalent qualification from a recognized Institution;
    4. Demonstrated outstanding professional competence and administrative ability in the management of health services in a large health institution;
    5. Possession of a Certificate of Senior Management Course not less than four (4) weeks from a recognized institution will be an added advantage.

    1. Provide leadership in service delivery in the following areas; Public Health, Reproductive Health, New–born, Child, and Adolescent Health, Vaccines and Immunization, Nutrition and Dietetics, Community Strategy, Disease Surveillance among others.
    2. Ensure the Implementation and Compliance of Cap 242 Laws of Kenya and any other Legislations on Public Health;
    3. Develop and implement policies, guidelines, Budgetary plans, strategies, programs, standards and procedures in the area of promotive, preventive and environmental health programmes.
    4. Lead in the development and implementation of Strategic Plans as linked to Vision 2030 and Health Sector goals;

    7. Coordinate Public Health Research and Innovations;

    11. Monitoring and evaluation of public health projects and programmes to ensure that their delivery is within the required public health standard;
    12. Provide technical advice on Public Health matters to both CECM and Chief Officer Health  Services; and
    13. Supervise the Development and management of public and private mortuaries, cemeteries and crematoria.

    Requirements for Appointment

    For appointment to this grade, a candidate must: –

    1. Have served in the grade of Deputy Director, Public Health, Job Group CPSB 04 (“Q”) for a minimum period of three (3) years;
    2. Have a Bachelor’s degree in either Environmental Health or Public Health or an equivalent
    3. qualification from a recognized institution;
    4. Possess a Master’s degree in any of the following disciplines: Environmental Health, Public Health, Epidemiology, Food Safety and Quality, Food Science and Technology, Community Health, Occupational Health and Safety, Health Promotion and Education, Solid Waste Management or Disaster Management from a recognized institution;
    5. Must be registered and have a valid practicing license from Public Health and Technicians Council (PHOTC);

    Duties and Responsibilities

    The Overall duties will be to oversee service delivery in the following areas among others; Diagnostic Services, Clinical Services, Nursing Services, Pharmaceutical Services, Blood Safety, Rehabilitative services and Referral Services.

    Specific duties and responsibilities will include: –

    1. Provide leadership in the implementation of a strategic plan which is linked to the Department of Health and National Health Plans;
    2. Lead the development of Annual Work Plans;
    3. Supervise the implementation of the existing quality assurance systems provided to monitor the quality of service, investigating of incidents/complaints in the hospitals and health facilities
    4. Lead the management of clinical audits, promoting and quality assurance issues including multidisciplinary audit and quality initiatives;
    5. Coordinate the training, coaching and mentoring of health personnel;
    6. Ensure that staff comply with the clinical and rehabilitative quality assurance guidelines;
    7. Develop and implement medical Standard Operating Procedures (SOPs) and protocols;
    8. Coordinate emergency response and clinical care; and
    9. Monitor and Evaluate activities against quality standards and respond.

    Requirements for the appointment

    For appointment to this grade, a candidate must: –

    1. Have served in the grade of Deputy Director of Medical Services/Medical Specialist I, Job Group, CPSB 04 (“Q”) for a minimum period of three (3) years;
    2. Have a Bachelor of Medicine and Bachelor of Surgery from a university recognized in Kenya;
    3. Masters’ degree in the relevant medical field from a university recognized in Kenya;
    4. Be registered with the Kenya Medical Practitioners and Dentists Board and possess a valid practicing license;
    5. Have capacity to undertake multiple tasks within strict timelines;
    6. Possess strategic and analytical skills with a deep understanding of the strategic and operational challenges of the health sector at County and National levels;
