    Manager, Supply Chain

    Academic Qualifications

    • Master’s in Procurement, Supplies, Logistics, Business Administration or Business Management, Strategic Management or any other relevant equivalent disciplines from a recognized Institution
    • Bachelors degree in Procurement, Supplies, Logistics, Business Administration or Business Management, Commerce, Social Sciences Strategic Management or any other relevant equivalent disciplines

    Professional Qualifications / Membership to professional bodies

    • Leadership Course lasting not less than 6 weeks
    • Certificate in Computer Proficiency
    • Member of relevant Professional Body
    • Meets the provision of chapter Six of the constitution

    Previous relevant work experience required.

    • Have nine (9) years’ experience with three (3) years served in the position of Assistant Manager, Supply Chain Management

    Responsibilities

    • Managerial / Supervisory Responsibilities
    • Develop the Department’s Work plan and budget
    • Prepare monthly, quarterly, annual departmental and statutory reports
    • Develop the draft procurement plan of the Authority
    • Oversee the execution of the Authority’s approved procurement plan
    • Prepare draft Board management papers for approval
    • Mentor and coach departmental staff
    • Coordinate performance management in the department
    • Provide advisory services to the CEO, Board and Heads of Directorate/Departments on Procurement related issues
    • Participate in the determining staffing requirements and recruitment of staff for the department
    • Chair departmental meetings
    • Determine the training and development needs in the Department
    • Identify procurement needs of the Department
    • Participate in committees meetings as appropriate
    • Operational Responsibilities / Tasks
    • Coordinate the development and implementation of procurement plans and budgets outlining key activities to be undertaken, resource requirements, performance measures and indicators as well as expected outcomes
    • Determine Procurement management information system requirements for monitoring, tracking and controlling operating costs as well as maintaining up-to-date inventory of goods and services
    • Coordinate the development of detailed tender specifications and performance standards to facilitate procurement of capital equipment, goods and services in strict compliance to both government and donor procedures and regulations
    • Coordinate and participate in procurement negotiations with suppliers and vendors to consider tender applications against approved technical specifications and with due regard to market price, cost, quality and speed of delivery as well as economy of operations
    • Coordinate cost-effective disposal of obsolete machinery, equipment, furniture and other salvage goods in accordance with government and donor supplies policies and procedure f) Ensure effective Procurement management including driving optimal and cost effective supply of goods and services in the organization;
    • Develop procedures and manuals to guide procurement process in the Authority.
    • Participate in the development of procurement and contracting requirements;
    • Continuously monitor requisitions to ensure that proper procedures are followed and policies enforced;

    General Manager, Investments And Corporate Communications

    Managerial / Supervisory Responsibilities

    • Oversee the execution of the approved Directorate work plans and budgets
    • Oversee performance management in the Directorate
    • Prepare and submit all monthly, quarterly and annual reports for the directorate

    • Budget for and coordinate investment promotion and Corporate Communications functions for the Authority;
    • Initiate revenue generating projects that will ensure financial sustainability of the Authority;
    • Design and executive marketing and promotion strategy and programs;
    • Formulate and implement sales and promotion, project appraisal, product and linkages policies and procedures;
    • Maintain business relations with investors, government agencies and other stakeholders working arrangements, MOUs and other agreements;
    • Establishment and application of appropriate systems to monitor and respond to investor enquiries;
    • Establishment and application of project screening and appraisal systems;
    • Establish support for market access and promotion of EPZ companies’ products and services in various markets;
    • Work on EPZ capital projects such as the Leather Industrial Park from conception to planning and pre-construction stage;
    • Generate ideas, problem solving, and advising on issues related to the EPZ program, as well as serving as a resource of information about the program;

    Chief Executive Officer

    Requirement

    1. Have a Masters degree in any of the following disciplines: Business Administration, Economics, Marketing, Strategic Management, Law or relevant social and physical sciences from a recognized Institution;
    2. Have a Bachelors degree in any of the following disciplines: Business Administration, Economics, Marketing, Strategic Management, Law or relevant social and physical sciences from a recognized Institution;
    3. Have at least fifteen (15) years relevant experience in the Public Service or in a large and reputable organization in the private sector, ten (10) of which should be in a senior management position; and ten (10) in post qualifications serving experience;
    4. Strong resource mobilization skills with local and international development partners.

    Key Competences

     Leadership skills for strategic transformation. Must have undertaken a leadership course lasting not less than four (4) weeks from a recognized institution;

    1. Have undertaken a Corporate Governance Course from a recognized Institution;
    2. Possess good oral and written communication skills, including report writing;
    3. Have a good understanding of the mandate of the Authority and its role in the realization of the national development agenda;
    4. Be a member of a relevant professional body;
    5. Be IT proficient;
    6. Have good interpersonal, negotiation and computer application skills; and
    7. Be compliant with chapter six of the Constitution of Kenya.

     

    Responsibilities

    Leadership

    1. Provide Strategic Leadership, general supervision, and management of the Authority on a day-to-day basis in accordance with

    the plans and policies approved by the Board to ensure achievement of EPZA strategic objectives.

    2. Provide organizational leadership and Vision in developing and recommending to the Board the strategy and annual business

    plans for EPZA; providing regular, thorough and prompt communication to the Board on key technical, financial and administrative matters;

    3. Serving as a link between the Board and the management;

    Strategic and corporate planning and reporting

    1. Managing emerging issues, risks and opportunities to ensure that the Authority continues to deliver strong results and achieves desired outcomes
    2. Ensuring that EPZA has an effective management structure, build capabilities of EPZA management and staff to ensure that the Authority is properly capacitated to deliver on is mandate and objectives and that staff are empowered and mentored;
    3. Advise the Board on matters of policy, planning and priorities and other issues that are fundamental to the mission and direction of the Authority, including implementation of proposed new initiatives and potential impacts for government, clients, partners, and other stakeholders.
    4. Ensuring continuous improvement in the quality and value of services and products provided by the Authority;
    5. Be responsible for stakeholder management and the enhancement of the corporate image of the EPZ Authority;

    Human Resources

    1. Ensure continuity of Board policy and acts as the primary point of contact between the Board and the management and staff of the organization
    2. Fostering a good working relationship with and under guidance/consultation with Authority’s parent Ministry;
    3. Ensuring compliance with national, regional and international laws as may be applicable; and
    4. Provide strategic leadership in developing and implementing effective human resource management, administrative policies and systems and maintaining a conducive working environment suitable for attracting, developing and retaining an efficient workforce;
    5. Ensuring that EPZA has effective management structure, build capabilities of EPZA management and staff to ensure that the Authority is properly capacity to deliver on is mandate and objectives and that staff are empowered and mentored;
    6. Establishes organization and staffing plans and appropriate delegation and decision-making frameworks to support the accomplishment of corporate goals and objectives
    7. Provides direction to the Executive and staff to ensure overall effectiveness in meeting policy and program objectives, and ensures the organization conducts its operations and financial activities with integrity and in accordance with applicable legislative, regulatory and policy requirements
    8. Leads the establishment of progressive management and human resources policies and practices to ensure a motivated workforce and a sound and supportive employee relations climate
    9. Establishes and maintains a Board-approved plan for senior management development and succession.

    Financial

    1. Provide strategic Leadership and ensure that the institution grows to become financially independent by generating its own resources
    2. Ensuring preparation of the annual budgets and establishing proper internal controls;
    3. Spearheading the development and implementation of efficient systems that support the effective use of the Authority’s resources
    4. Effectively and efficiently lead the deployment of available resources for the best value to the Authority and public interest while assuring financial capability to continuously deliver on the mandate of the Authority;
    5. Identifying and sourcing for favorable development partners and ensuring that the annual financial audit is conducted and recommendations addressed;

    Communications

    • Communicating the Board’s strategies, decisions and policies to senior management and staff;
    • Act as a primary spokesperson of the Authority through an integrated public relations and investor education strategy through multiple medial platform and oversee
