    Project Officer – Livestock Value Chain

    The role will ensure that all the project activities outcome are aligned to realizing Inades Formation Kenya 2021-2025 Strategic plan.

    The responsibilities also include the implementation of the project design, monitoring and reporting on the progress of the project activities.

    The incumbent will be accountable for monitoring and management of the project budget.

    The Project Officer will report to the Programs Manager and will ensure that project outcomes are realized through providing effective, timely and coordinated project management.

    S/he will provide direct technical input in accordance to donor/Organizations guidelines and standards.

    Qualifications

    Interested candidates should have the following qualifications and competencies:

    1. A university degree in Livestock production or related.
    2. At least five years working experience for non-profit organization/s.
    3. Experience in Livestock value chain Management
    4. Demonstrated experience in working with local implementing partners.
    5. Excellent oral and written communication skills
    6. Proven track record on fundraising skills.
    7. Excellent Monitoring and evaluation skills.
    8. Ability to work under minimum supervision
    9. Ability to work under tight deadlines
    10. Effective team management experience
    11. Relevant computer skills
    12. Valid driving license

    Roles and Responsibilities

     

    The successful candidate will work closely with other projects to promote synergy and complementarity in the following:

    Implementation of livestock production and management activities:

    • Map and identify the existing livestock production groups (Goats, chicken and donkey) in the project area.
    • Form producer and marketing groups in areas where they do not exist and train them on livestock husbandly practices and efficient marketing approaches.
    • Enhance community participation in the project planning, implementation and monitoring
    • Profile the agricultural practices and technologies used in livestock production by the groups and identify the training gaps and needs within the groups.
    • Build the capacity of the target community in order to promote a positive attitude towards the donkeys amongst other animals to realize the benefit they bring to their livelihoods.
    • Identify the appropriate agricultural production techniques and technologies that can be applied to enhance livestock improvement and increased productivity.
    • With support from programmes manager, develop training manuals and materials with respect to the training needs identified that will enhance the achievement of desired outcomes and impact
    • Identify and train Lead Farmers (men, women and youth) per producer groups who will serve as the group/ cluster -based farmer resource persons (FRP’s)technical expert.
    • Promote compliance with donor requirements and regulations in project implementation.
    • Promote the realization of quality outcomes from the set targets.
    • Develop monthly work plans and budget plans to be implemented as per approved Annual work plan and that all activities are on track with appropriate scheduling, quality and timelines
    • Build relationship with relevant staff to ensure all logistics and procurement processes are in conformity with Inades Formation Kenya policies, procedures and standards
    • Conduct regular and periodic Follow-up, monitoring and evaluation of the project performance and up-scaling of the appropriate technologies.
    • Documentation and sharing of best practices and lessons

    Support livestock value addition processes:

    • Link producer groups with BDS providers and commercially oriented producer association or cooperatives with established management systems and structures.
    • Establish and support value addition and marketing strategies.

    Develop and support marketing strategies for improved income among target beneficiaries:

    • Capacity assessment and strengthening of producer groups / Cooperatives
    • Define their business objectives, initiate business activities, and establish governance and management systems and business plans.
    • Support peer-to-peer learning between producer and marketing groups.

    Ensuring upscaling, out scaling and sustainability of the project.

    • Support building of partnerships between producers, buyers & BSPs
    • Develop new concepts and proposals aimed at expanding the livestock value project into a programme.

    Project Officer – Self-Help Group Approach

    The Project Officer is responsible for the conceptualization, development and execution of the project activities in line with the approved grant targeting Lower eastern counties of Machakos, Makueni and Kitui within specified project areas.

    The role will ensure that all the project activities outcome are aligned to realizing Inades Formation Kenya 2021-2025 Strategic plan.

    The responsibilities also include the implementation of the project design, monitoring and reporting on the progress of the project activities.

    The incumbent will be accountable for monitoring and management of the project budget. Additionally, the role will require to improve financial access among the poor of the poorest women in rural settings through the self-help group approach

    The Project Officer will report to the Programs Manager and will ensure that project outcomes are realized through providing effective, timely and coordinated project management.

    S/he will provide direct technical input in accordance to donor/Organizations guidelines and standards.

    Responsibilities

    Project design and Implementation – 60%

    • Support project team to develop quality project design and ensure that the project is in line with the approved project document and builds up to Inades Formation Kenya strategic plan
    • Promote compliance with donor requirements and regulations in project implementation.
    • Promote the realization of quality outcomes from the set targets.
    • Identify and manage project risks
    • Enhance community participation in the project planning, implementation and monitoring
    • Develop monthly activities and budget plans to be implemented as per approved work plan and that all activities are on track with appropriate scheduling, quality and timelines
    • Build relationship with relevant staff to ensure all logistics and procurement processes are in conformity with Inades Formation Kenya policies, procedures and standards
    • Facilitate access to relevant and accurate information on the project to stakeholders including the government officers, target beneficiaries and funding agency.

    Self-Help Group Approach (SHGA)

    • To orient all stakeholders in the identified Self-Help Group Approach area prior to implementation.
    • To provide /coordinate /organize training for Community Facilitators (CFs), Self Help Groups, Cluster Level Associations, Federations according to the training modules.
    • To understand and internalize the concept so that they are able to guide the CFs breathe life into the concepts and enrich them through experience.
    • To work out the overall implementation plan in consultation with Inades Formation Kenya and National Coordinator.
    • To facilitate the CFs planning of activities so that the overall implementation plan is achieved in terms of quantity and quality.
    • To monitor the work of the CFs in the terms of quantity and quality.
    • To mentor and nurture the CFs so that they can do their work well in spite of difficulties and hardships in the field.
    • To keep Inades Formation Kenya informed of the implementation in the field and get them involved.
    • To provide SHGs, CLAs, and the Federation with relevant information for establishing linkages and getting project support. Providing information should lead the groups to access information on their own and not be dependent on the Project Officer.
    • To actively link the groups with relevant development resources. For example: appropriate technology, sustainable agriculture, livelihood options etc.
    • To provide periodic reports to Inades Formation Kenya as well as to the National Coordinator.
    • Apart from the above roles and responsibilities, the attitude of the PO is very important s/he needs to believe in the potential of the women, motivate them to realize this and unleash the same. Inputs provided to the PO and even CFs to develop and reinforce this attitude could prove beneficial.

    Manage Project budget – 10%

    • Develop and regularly update annual and quarterly project implementation plans and budgets.
    • Monitor expenditures to promote prudent budget management and adherence to approved budget.
    • Promote compliance with relevant donor policies, contracts, and agreements.
    • In liaison with finance department, prepare and submit accurate and timely financial reports according to donor regulations

    Project Evaluation, Monitoring, Learning and Documentation – 10%

    • Establish proper data management systems in accordance with the donor reporting requirements.
    • Monitor the progress of project implementation and undertake corrective actions where necessary.
    • Promote evidence -based programming.
    • Develop quality and timely reports in accordance with donor guidelines and procedures. This includes (activity reports, monthly and quarterly, six months reports and annual reports) in line with the laid down requirements and Inades Formation Kenya standards
    • Enhance learning and knowledge management through documentation and profiling of Inades Formation Kenya work.
    • Contribute to documentation and sharing of best practices with all stakeholders for learning and sustainability beyond the project phase.

    Fundraising / Resource Mobilization – 15%

    • Participate in responding to call for proposals
    • Responsible for the project expansion

    Others – 5%

    As assigned by the supervisor

    Essential

    • At least a Bachelor degree in Economics, Cooperative Management, Social Sciences or Micro finance management or their equivalent; or/and compensatory experience and course work
    • Good knowledge and experience of community development and rural finance management.
    • Knowledge of women economic empowerment and gender integration best practices
    • Knowledge and experience on sustainable livelihoods
    • At least 5 years’ experience in project management/coordination.
    • Understanding of integrated development issues and rights-based programming.
    • Knowledge and experience of working with community groups, youth groups and women groups
    • Excellent oral and written communication skills in English and Kiswahili.
    • Excellent Coordination and organizational skills
    • Ability to work under minimum supervision
    • Ability to work under tight deadlines
    • Effective team management experience
    • Experience riding a motorcycle is an added advantage
