    Monitoring & Evaluation Officer

    Department Programs

    Location Bondo, Siaya and/or Migori, Migori County

    Reports to Regional Monitoring & Evaluation Manager

    POSITION SUMMARY: Under the direction of the Regional Monitoring & Evaluation Manager, the Monitoring & Evaluation (M&E) Officer will be the county/s level M&E lead on the DREAMS (Determined, Resilient, Empowered, AIDS‐free, Mentored, and Safe) project. As the county/s‐level M&E lead, s/he will work closely with the Data Officer, Data Clerks and county‐level Programs staff to ensure compliance to project implementation guidelines and M&E reporting requirements. The M&E Officer will be responsible for coordinating, collecting and reviewing data submitted by field staff to ensure quality assurance and monitor the impact of the DREAMS Initiative.

    ESSENTIAL ROLES AND RESPONSIBILITIES:

    • Ensure that AIHA/Kenya is compliant with all PEPFAR/OGAC reporting requirements for the
    • DREAMS project for MERS, DATIM, SIMS, special initiatives, etc.
    • Review, analyze, and compile monthly, quarterly, annual activity reports to comply with
    • PEPFAR and AIHA reporting requirements.
    • Review all weekly and monthly reports from the field staff and provide feedback prior to forwarding onto the county‐level Project Coordinators and data team.
    • Ensure that quality data is received from field‐level staff and partners and handed over to the data team to be entered in the DREAMS database as approved and per required time frames.
    • Provide quality control of the reports submitted to the program management team and data team.
    • Train staff, partners, and lay workers on guidelines, surveys and other data collection tools per donor indicators and requirements.
    • Conduct regular site‐level support supervision, spot checks and mentorship to ensure that interventions are being implemented per project requirements.
    • Conduct monthly reviews of achievements against annual targets and conduct gap analyses to address issues as they arise. Update the internal program dashboard based off from approved reports with monthly results.
    • In collaboration with the Regional M&E Manager, provide updates to the project team on new guidance from PEPFAR, county MOH and other stakeholders.
    • Support the Regional M&E Manager in the preparation of the required PEPFAR M&E reports
    • (MERS, SAPR, APR).
    • Provide support to the implementation of the “Site Improvement through Monitoring Systems” (SIMS) tools in the supported sites. Conduct quarterly mock SIMS to assess program implementation data in preparation for site visits.
    • Support in data cleaning through identification of data quality gaps.
    • Lead the preparation of support supervision plans for project interventions.
    • Spearhead performance improvement through data quality assessments and performance reviews.
    • Take a lead role in the project continuous quality improvement (CQI) team.
    • Compile county workplans & calendar of events.
    • Other duties as required and applicable.

    REQUIRED QUALIFICATIONS:

    • Bachelor’s Degree in Health Records and Information Management, Computer Science, Public Health, Social science, Applied Mathematics, Statistics or related courses desired. M&E training from a recognized institution is an added advantage.
    • Three to five years specific M&E related work experience in the health sector, experience with HIV/AIDS, youth, and DREAMS programming preferred.
    • Familiarity with principles & current approaches to M&E using both quantitative and qualitative methods
    • Demonstrated understanding of PEPFAR expectations and DATIM, MERS, SIMS and other PEPFAR M&E reporting requirements
    • Ability to transfer knowledge to diverse audiences through on‐the‐job mentoring, supportive supervision, and other methods
    • Willingness to work additional hours in order to meet tight deadlines.
    • Ability to handle multiple tasks simultaneously in a fast‐paced environment, set priorities, work independently and in a team environment
    • Flexible, able to deal with ambiguity and changes in designing and monitoring M&E systems and standards
    • English and Swahili fluency is essential, Luo fluency preferred
    • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Access) and the Internet
    • Must be willing to travel in‐country and provide on‐side leadership
    • Self‐motivated and able to work without close supervision
    • Excellent organization and planning skills; detail oriented
