    Chief Executive Officer

    Job Summary

    Requirements

    • A Bachelor Degree in Natural Sciences, Social Sciences, Humanities and Arts, Business, Finance, Economics, Commerce or any other related field from a Recognized University.
    • A Master’s Degree from a recognized University in any field in (i) above or any other related field.
    • Have knowledge and work experience of not less than ten (10) years in the Public Service, Private Sector or Non-Governmental Organization (NGO), regional or International Organization; five (5) of which must have been at Senior Management level.
    • Demonstrate a clear understanding of Leadership and Strategic Management.
    • Have attended and successfully completed a Strategic Leadership Development Programme (SLDP) from Kenya School of Government or its equivalent from a recognized institution.
    • Have good Information Communication Technology, networking and collaborative skills.
    • Have knowledge and a clear understanding of the Natural Resource Management Sector.
    • Demonstrate a clear understanding of local, national and international conventions and treaties governing Natural Resource Management.
    • Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity;
    • PhD will be an added advantage
    • A postgraduate Diploma, Certificate or training in either law enforcement or security Management will be an added advantage.

    Person Specifications

    The applicant must:

    • Be a Kenyan citizen.
    • Be a Transformative Leader and demonstrate the ability to enhance the visibility of the Agency.
    • Demonstrate understanding of corporate governance for state corporations.
    • Demonstrate a thorough understanding and knowledge of Government policies and priorities.
    • Should be willing to partner with; and effectively co-ordinate law enforcement agencies involved in the protection and safeguarding of water towers; and have ability to oversee joint activities undertaken with other Government agencies and other relevant stakeholders
    • Demonstrate ability to lead in resource mobilization and to efficiently and prudently manage and account for use of public resources.
    • Demonstrate integrity, accountability and professionalism.
    • Demonstrate capacity to appreciate and adapt to local, national and international conventions and treaties governing natural resources.
    • Be capable of initiating strategies aimed at effectively achieving core mandate of the organization.

    OTHER MANDATORY REQUIREMENTS:

    In additional to academic qualifications, experience and person specifications referred to herein above, all interested applicants must have
    valid certified copies of the following:

    • Certificate of Good Conduct issued by the National Police Service, Directorate of Criminal Investigations.
    • Tax Compliance Certificate issued by the Kenya Revenue Authority.
    • Certificate of clearance form a registered Credit Reference Bureau showing that Applicant has no negative listing
    • Clearance from the Ethics and Anti-Corruption Commission
    • Clearance from the Higher Education’s Loans Board (HELB)

    Responsibilities

    • Be responsible in the implementation of the decisions of the Board;
    • iProvide overall leadership in the day-to-day administration of the Agency and work towards enhancing the visibility of the Agency’s operations.
    • Guide in the development of relevant national policies and legislation in regard to protection, rehabilitation, conservation and sustainable management of water towers
    • Facilitate the preparation and implementation of the Board’s strategic and annual work plans;
    • Oversee the implementation of KWTA’s policies and plans in liaison with the Board and other relevant authorities;
    • Co-ordinate and oversee the programmes intended for the successful rehabilitation, conservation, protection and sustainable management of water towers in consultation with relevant stakeholders;
    • Assess and monitor rehabilitation, conservation and management activities in the water towers;
    • Facilitate and ensure the timely and regular preparation and submission of the statutory reports required to be submitted by the Agency
    • Facilitate and provide leadership in mobilization of resources from the Government, development partners and other stakeholders to enhance water towers conservation;
    • Ensure implementation of sustainable community livelihood programmes as an incentive for water towers conservation;
    • Foster relationships with development partners and stakeholders for the benefit of water towers conservation;
    • Ensure prudent management of all available resources;
    • Initiate training programmes on manpower development for conservation of water towers;
    • Implement relevant national and international conventions and treaties;
    • Foster conducive corporate culture that promotes ethical practices and good governance in line with the Constitution of Kenya;
    • Create a corporate environment that attracts, retains and motivates employees to perform.
