    Project Development and Donor Relations Officer - Nairobi, Kenya

    Context: The main focus of the IOM JPO programme is achieving IOM’s Global Mandate on Migration which includes emphasis on the Global Compact on Migration, IOM’s leading role in the UN Network on Migration and the migration related activities of the Sustainable Development Goals (SDG’s.).
    Under the overall supervision of the Head of Kenya Country Office (KCO) and in close coordination with the relevant units in IOM KCO, the successful candidate will assist and contribute to the development and design of new projects, donor liaison,  private sector engagement and donor liaison, reporting of programmes and advocacy for the operations of IOM in Kenya.

    The Junior Professional Officer (JPO) will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges.

    Core Functions / Responsibilities:

    • Assess potential programme opportunities and projects, draft project proposals and concept notes in the areas of interest to the IOM KCO, compile and review project reports, fact sheets and other documents in coordination with relevant program units.
    • Maintain strong and regular contacts with donors and private sector entities in Kenya to mobilize resources for IOM’s humanitarian and development portfolios, under the guidance of senior management.
    • Provide inputs and regularly update and share tools that allow the Country Office (CO) to keep track and speed up project development, endorsement, project code issuance etc. in close coordination with Regional Office (RO) and relevant units of Headquarters (HQs).
    • Assist the Programme Managers (PM) in maintaining continuous liaison with donors, project partners, other IOM missions, RO and Headquarters (HQs) to facilitate a coordinated approach to project implementation, identify synergies with IOM's programmes and make recommendations on donor/partner engagement.
    • Review migration trends in the Country and Region and prepare briefing notes whenever requested.
    • Provide support in coordinating and publishing press releases, press briefing notes, situation reports, brochures, communication materials, public information, and monitoring and evaluation reports, targeted fund-raising products and visibility materials, including the mission’s website and public events whenever necessary.
    • In collaboration with HQ / Donor Relations Division and other relevant Units carry out extensive prospecting and due diligence screenings of potential private sector partners for Kenya programmes.
    • Conduct desk research and prepare background information to support programme and project proposals, draft donor profiles and develop an extensive contact list of all relevant stakeholders to ensure a positive outreach, develop guidance notes on donor priorities; assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends.
    • Organize seminars, donor outreach events, donor briefings, field visits, and presentations for stakeholders in the Country.
    • Undertake field travel related to programme assessment, liaison with counterparts and donor capital visits, as required, and conduct   other duties as may be assigned.
    • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    Master’s degree in Political or Social Sciences, Development Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Proven expertise in the area of migrants’ protection, including regional consultative processes, migration data and policy development, counter trafficking and other protection issues;
    • Minimum of two to three years’ work experience either on project development, project management, database management, project monitoring and evaluation relevant to Migrant Protection and Assistance Division (MPA);
    • Experience in liaising with regional bodies, governmental authorities, other international/national institutions;
    • Working experience in direct assistance, project development and implementation, writing and editing technical documents;
    • Experience in working on East and Horn of Africa region an advantage.

    Skills

    • Proficient in Microsoft Office and knowledge of advanced publishing programmes
    • Advanced English writing, communication and negotiation skills
    • Computer/software literate, preferably knowledgeable in Microsoft Office, knowledge of advanced publishing programmes.
    • Adobe Acrobat and Photoshop with experience of maintaining a website
    • Experience of working in a multi-cultural setting

    Languages

    For this position, fluency in English is required (oral and written). Working knowledge in Swahili is an advantage.

The maximum age limit for those who served in the military will be extended* in accordance with the Support for Discharged Soldiers Act and the military service law. * Age limit for male candidates who have completed the service: - less than one year will be extended for one year; - one year above and two years under will be extended for two years; - two years or more will be extended for three years.
    Only for low-income applicants: A scanned copy of applicant’s certificate of National Basic Livelihood Security Recipients issued in Korean and its unofficial English translation. - International Organizations will check the unofficial English translation, and MOFA will review the certificate issued in Korean.
