    GBV Case Management Training Consultant

    Background to the Assignment

    Trόcaire has been operational in Gedo region of Southern Somalia since 1992 responding to both humanitarian and development needs in the region. The size and scope of the programme has expanded over the years and currently consists of Health, Nutrition, WaSH, Protection and Resilience Work across five districts of Gedo region.

    Protection of women and girls is a niche area for Trocaire globally. In Somalia, Trócaire has developed health responses to gender-based violence, including clinical management of rape services (CMR) in four districts of Gedo, Somalia. The clinical team composed of medical doctors and midwifes have received training on clinical management of rape and intimate partner violence survivors (WHO, 2019) and offer medical response to GBV survivors.

    Context

    Violence against women and girls is the most prevalent form of rights violations and abuses globally; it is estimated that 1 in 3 women experience violence during their lifetime. Women and girls in Somalia face a myriad of protection risks and experience different forms of violence including sexual violence, Female Genital Mutilation, early and forced marriage, intimate partner violence (IPV), physical violence and emotional abuse. GBV is exacerbated by periods of conflict and other emergencies, which erode the protective environment for women and girls. GBV service seeking is influenced largely by accessibility of services and by involvement of community traditional justice mechanisms, which often hinder access to GBV services. Community attitudes towards survivors is largely negative, survivors face blame, discrimination and isolation. In light of these factors, GBV survivors’ psychosocial wellbeing is gravely affected. Appropriate psychosocial interventions are crucial to promote wellbeing of survivors and prevent more severe mental health conditions.

    Local and international NGOs provide GBV services in Somalia; however, there are limited quality mental health and psychosocial interventions in Gedo. To address this gap, Trocaire will build the capacity of frontline staff to provide quality, culturally appropriate and survivor centred GBV case management services in Gedo.

    Assignment Objectives

    The objective of the assignment is to conduct a training in GBV case management based on the Inter-Agency GBV Case Management Guidelines (2017) for 5 days and a subsequent 2 facilitation and supervision training for selected staff

    Key tasks:

    • Conduct a 5 day Training on GBV Case Management, using the standard training modules associated with the Inter-Agency GBV Case Management Guidelines, available from: https://gbvresponders.org/response/gbv-case-management/
    • Ensure training is adapted and appropriate for the Gedo context, and share adapted training materials for future use by Trocaire staff
    • Conduct a 2-day Facilitator and Supervisor Training session for a smaller number of selected staff after the initial 5 day training.

    Assignment details

    Date: 12th-16th, 19th -20th October 2020

    Location: Nairobi, Kenya or Gedo, Somalia

    Participants: GBV Service Providers – Supervisory level

    Duration: 7 days

    Methodology

    • Preparation of training material, adapted from the standard 19 module Inter-Agency GBV Case Management training materials, and submission to Trocaire
    • Conduct 5-day GBV case management training and 2-day Supervisor training ensuring participants are equipped to provide GBV case management services and supervise quality implementation of case management activities.
    • Provide relevant training content and handouts to participants

    Expected Outputs

    The consultant will:

    • Provide GBV Case Management training outline, plans and content
    • Provide GBV Case Management Facilitator and Supervisor training outline, plans and content
    • Train case workers, case manager and case coordinators to successfully implement case management model and referral system – tools and context sensitive approaches
    • Conduct training for facilitators and supervisors to support staff to provide ongoing technical and staff care support to case workers
    • Produce a written training report including pre- and post-test assessments and training evaluations for both trainings.

    Timeframe

    The proposed training dates are 12th-16th, 19th -20th October 2020. The consultant will need to prepare the training material in advance and submit a training report on conclusion of the training.

    Consultant Profile

    Education

    • A degree in gender, social sciences, psychology or related subjects

    Experience

    • Strong knowledge of Gender Based Violence in Emergencies (GBViE)
    • At least 4 years’ experience in GBV Case Management in emergency contexts, particularly providing direct services to survivors as a case worker/ case manager
    • Substantive experience of implementing GBV programming in conflict /protracted crisis contexts
    • Relevant experience in developing and delivering training modules and materials on GBV case management

    Other competencies

    • Excellent language skills in English, knowledge of Somali will be considered an advantage
    • Culturally-sensitive approach required
    • Knowledge of the context and culture in Somalia is desirable

    Application and selection process

After the deadline of the application period, Trocaire will do a shortlist from the applicants and commence the interview process that leads to engagement of the consultant for the above services.

    Terms of Consultancy

    The consultancy shall be undertaken through a standard agreement to be signed between the Trocaire Somalia and the Consultant which will stipulate the nature of services and the contractual obligations of parties involved.

    Status of the Consultant

    The Consultant shall be considered as having the legal status of an independent consultant.

    Nature of services

    The Consultant shall perform the tasks as described above

    Duration of services

    This agreement shall commence as per terms in the contract signed and conclude upon satisfactory completion of the services described in the terms of reference. It is envisaged that this consultancy will require not more than 8 hours of the consultants time per day.

    Professionalism and Confidentiality

    This is a professional service, which calls for a high level of integrity, honesty and reliability in accordance with professional codes of ethics. The consultant is obliged to follow and adhere to Trocaire Somalia’s staff rules and regulations throughout the consultancy period especially those related to security. All materials and communications developed, collected or produced as a result of this consultancy remain subject to Trocaire Somalia’s rules of professional confidentiality and may not be shared with any party without the permission of the country Director.

    Safeguarding

    All Trócaire representatives working under a contractual arrangement with or on behalf of Trócaire, e.g., consultants and other third parties travelling and working in Trócaire’s programme locations and offices are expected to adhere to Trocaire Safeguarding Policies. The consultant will be provided with safeguarding policies as part of the contract to be signed.

    Liability

    The Consultant will be liable for any action which is proved to be in contravention to the professional codes of ethics and which may lead to any loss or damage to Trocaire Somalia

    NB: Trocaire Somalia is not responsible or liable for the Consultant’s health or life insurance under this contract and the Consultant should therefore ensure that he/she is adequately covered.

    Travel and Accommodation

    The consultant is responsible for his or her own transport, accommodation and other logistical aspects related to the consultancy. Trocaire will provide venue for training and refreshments.

    All other costs should be included in the consultant’s proposed budget.
