    Senior Performance Management Analyst, Kenya

    Technical leadership on performance management

    • Provide technical oversight and guidance on the performance management workstream in counties, ensuring alignment with project objectives and strategies
    • Collaborate with Senior/Program Analysts in counties to develop County Performance Management frameworks that guide the overall approach to improving service readiness in PHC facilities
    • Work closely with the Senior Technical Advisor - Learning and Strategic Information and other team members to design fit-for-use tools for performance management in counties
    • Support the roll-out of new performance management tools as necessary, working with Program Analysts and County Health Management Teams (CHMTs)

    Monitoring, evaluation, and learning

    • Ensure quality reporting within stipulated timeframes for the performance management workstream, including monthly, quarterly, semi-annual, and annual reports
    • Perform thorough evaluations for primary healthcare systems, data infrastructure, and accountability structures in selected counties
    • Work closely with the STA - learning and Strategic Information to conduct rapid performance management landscaping exercise to inform strategic interventions for each county. This will include decisions space analysis, managerial capacity, accountability structures, performance incentives and different stakeholders responsible for performance management at all levels, among other domains of performance management
    • Collaborate with the STA Learning and SI to ensure data accuracy and utilization for performance management across all counties
    • Provide technical support to strengthen data demand, analysis and use within counties

    Organizational leadership and development

    • Actively engage key stakeholders and cultivate new partnerships on performance management in Kenya - cultivating a culture of knowledge sharing to improve practice
    • Contribute to new business development in collaboration with the Country Manager, Regional Director, Design Lab and program managers
    • Participate in the company initiatives and teams to build intellectual and human capital in performance management, health financing and strategic purchasing

    Requirements

    • Master's degree in public health, health management, health economics, or related field
    • Minimum of 7 years of experience in performance management, health systems strengthening, or health program management, preferably in low-resource settings
    • Strong technical expertise in developing and implementing performance management frameworks, tools, and processes
    • Demonstrated proficiency in data analysis, interpretation, and reporting, with experience in using data for decision-making
    • Excellent communication, leadership, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders
    • Familiarity with the Kenyan health system and experience working in the country is desirable. Experience and use of various data analysis tools (STATA, Tableau, power B.I etc.)
    • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
    • Proficiency with Microsoft Office applications is required. Proficiency in Word, Excel and PowerPoint is desirable
    • Demonstrated poise and professionalism in supporting engagements with external partners, donors, and stakeholders
    • Excellent analytical skills
    • Ability and willingness to travel up to 50%

    Junior Data Analyst

    • The Data Officer reports to the Senior Program Analyst in their respective Counties. This is a full-time position based in Makueni or Isiolo counties in Kenya.

    Roles And Responsibilities

    • Coordinate the collection, compilation, and entry of facility-level data related to service readiness, in collaboration with Program Analysts, County departments of health, local Social Health Authority officers, and other stakeholders as necessary
    • Ensure the accuracy, completeness, and timeliness of data entry into designated databases or information systems, including the County Monitoring tool and PM-related tools, as part of routine data collection activities
    • Contribute to the development and review of data collection tools, templates, and protocols in collaboration with the Senior Program analysts, other team members and relevant stakeholders to streamline data collection processes and ensure consistency in data capture
    • Implement corrective measures and validation procedures to improve data accuracy and reliability, ensuring that data collected is fit-for-use for performance management purposes
    • Collaborate with Senior Program Analysts and data analyst to conduct regular data quality assessments to identify discrepancies, errors, or inconsistencies for recourse and continuous improvement

    • Support the preparation and dissemination of periodic reports to stakeholders, including county leadership and donor agencies, highlighting key insights and recommendations derived from data analysis
    • Provide technical assistance and training to county health staff on data collection methodologies, tools, and systems, reinforcing best practices for data management and utilization
    • Participate in relevant meetings, workshops, or working groups to contribute to the development and implementation of performance management strategies, leveraging insights from data analysis
    • Coordinate with other project staff to ensure alignment of data collection efforts with project objectives and timelines, fostering synergy across different components of the project

    Requirements

    • Bachelor's degree in public health, statistics, health informatics, or related field
    • Minimum of 3 years of experience in data management, analysis, or monitoring and evaluation, preferably in the health sector
    • Proficiency in data management software and statistical analysis tools (e.g., Excel, SPSS, STATA, R)
    • Strong analytical skills and attention to detail, with the ability to identify patterns, trends, and anomalies in data
    • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders
    • Familiarity with health information systems, data visualization techniques, and performance monitoring frameworks
    • Proficiency with Microsoft Office applications is required. Proficiency in Word, Excel and PowerPoint is desirable
    • Demonstrated poise and professionalism in supporting engagements with external partners, donors, and stakeholders
    • Excellent analytical skills
    • Ability and willingness to travel up to 50%
