    Jasiri Program Economic Empowerment Officer

    JOB PURPOSE

    The primary role of the Economic Empowerment Officer is to implement interventions that enhance the economic capabilities of  young women survivors of gender-based violence (GBV) and those at risk,ensuring they have the necessary skills, knowledge, and resources to effectively utilize financial services as a pathway to dignified and fulfilling work and to enable them contribute to the economy.

    SCOPE OF WORK.

    The Economic Empowerment Officer will directly report to the Jasiri Fund Manager at CREAW. They will be responsible for:

    Design and Implementation of program interventions:

    • Contributing to the development and implementation of economic empowerment strategies and activities tailored to the needs of women entrepreneurs.
    • Continuously engaging with diverse program stakeholders to identify key barriers to women’s economic participation and developing interventions to address these barriers.

    Capacity Building

    • Supporting the organizing and facilitation of financial literacy training sessions, workshops for program participants.
    • Providing one-on-one mentorship and coaching to program participants to enhance their business skills and confidence.

    Monitoring and Evaluation

    • Supporting monitoring and evaluation processes to assess the impact of the Jasiri Fund economic empowerment activities.
    • Supporting the collecting and analyzing of data to measure the success of the program and identify areas for improvement.
    • Preparing regular reports on economic empowerment activities and their progress and outcomes.

    Stakeholder Engagement

    • Building and maintaining relationships with key stakeholders, including financial institutions, government agencies, NGOs, and community organizations on women’s economic empowerment.
    • Supporting the advocating for policies and practices that support women’s economic empowerment and financial inclusion.

    Community Outreach and Awareness

    • Conducting outreach activities with diverse stakeholder ( Media, government, private sector, communities etc ) to raise awareness about the program.
    • Supporting the recruitment of young women survivors of gender-based violence (GBV) and those at risk to the Jasiri Fund.
    • Ensure diversity and inclusion in the program interventions specifically for persons with disability and refugees.

    Safeguarding

    • Ensure compliance to the Jasiri program safeguarding strategy.
    • Ensure adherence to the Jasiri program Data privacy, protection and management strategy.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in economics, business administration, development studies, or a related field. A master’s degree is an added advantage.
    • At least 3 years of experience in designing and implementing women’s economic empowerment programs, preferably focusing on vulnerable and marginalized populations in far to reach areas.
    • Strong program management skills
    • Good understanding of economic empowerment, entrepreneurship, financial inclusion, and gender equality issues.
    • Proven experience in providing training, mentorship, and support to women entrepreneurs and small business owners.
    • Excellent project management, monitoring and evaluation, and reporting skills.
    • Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.
    • Knowledge of the Kenyan economic landscape, financial systems, and business environment.
    • Experience in fundraising, proposal writing, and donor reporting is desirable.

    Jasiri Fund Loans Officer

    JOB PURPOSE

    CREAW is seeking a dedicated and results-driven Loans Officer to join the team and play a key role in implementing the Jasiri Program. The primary role of the Loans Officer is to manage the loan application process, evaluate loan applicants, monitor loan portfolios, and provide financial guidance to program participants to ensure successful loan application, utilization and repayment.

    SCOPE OF WORK

    The Jasiri Fund Loans Officer will be responsible for:

    Outreach and Promotion:

    • Conducting outreach activities to promote the Jasiri loans to women entrepreneurs.
    • Assist in organizing informational sessions and workshops on financial literacy and loan application processes.

    Safeguarding

    • Ensure compliance to the Jasiri program safeguarding strategy.
    • Ensure adherence to the Jasiri program Data privacy, protection and management strategy.

    Loan Processing

    • Assisting applicants in completing loan applications and ensuring all necessary documentation is provided.
    • conduct due diligence, and make recommendations for loan considerations
    • Evaluating loan applications.
    • Presenting loan applications to the loan committee and making recommendations for approval.

    Loan Disbursement and Monitoring:

    • Following up on loan disbursements to approved borrowers.
    • Monitoring the use of loan funds to ensure they are used for the intended purposes.
    • Conducting regular site visits and follow-ups with loan recipients to track progress and provide support.
    • Support program evaluation and learning activities to assess the effectiveness and impact of the Jasiri Program.

    Reporting and Record-Keeping:

    • Maintaining accurate records of all loan applications, disbursements, repayments, and follow-up activities.
    • Preparing regular reports on the status of the loan portfolio and program impact.

    Capacity Building:

    • Providing financial literacy education and training to women entrepreneurs.
    • Offering guidance and support to loan recipients to help them achieve their business goals.

    Diversity and inclusion:

    • Ensure diversity and inclusion in the program interventions specifically for persons with disability and refugees.

    QUALIFICATIONS AND EXPERIENCE

    • Bachelor’s degree in finance, economics, business administration, or a related field.
    • At least 5 years of experience in financial services, micro-finance, or economic empowerment programs.
    • Strong understanding of loan management, credit risk assessment, and financial analysis.
    • Experience working with women entrepreneurs, small and medium enterprises, or marginalized and vulnerable communities.
    • Excellent communication and interpersonal skills, with the ability to build relationships and provide mentorship and support to program participants.
    • Proficiency in MS Office applications and experience with loan management software is desirable.
    • Knowledge of gender issues, women’s empowerment, and social entrepreneurship is an advantage.
    • Experience working with vulnerable populations, particularly women and youth, is preferred
    • Experience in fundraising, proposal writing, and donor reporting is desirable.

    Jasiri Program Skilling Lead

    POSITION SUMMARY

    The Jasiri program skilling lead provides technical guidance and expertise on skilling interventions and approaches for the Jasiri program. The skilling lead shall ensure that the interventions are evidence-based, align with best practices and contribute to the goals of the Jasiri Program and the Young Africa Works Strategy.

    The Jasiri program skilling lead will oversee the implementation of all skilling interventions ensuring adherence to project goals, objectives, and timelines.

    The program skilling lead will directly report to CREAW with dotted reporting lines to the Jasiri Consortium Program Steering Committee.

    The program skilling lead will carry out the following roles:

    Program Management:

    • Coordinate the implementation of the skilling interventions and ensure effective communication and collaboration between consortium members, program participants and all skilling partners.
    • Ensuring that all skilling interventions are implemented according to the program workplans, budgets, and timeline.
    • Oversee activity deliverables, including ensuring report preparation and high-quality timely submission, and ensuring cross-cutting issues are effectively integrated into activity implementation.
    • Oversee preparation of work plans, consolidate activity updates, and other skilling activity-related communication materials.
    • Oversee efficient and accountable use of program resources that support skilling interventions.
    • Ensure diversity and inclusion in the program interventions specifically for persons with disability and refugees.
    • Leadership and Team Management: Lead program skilling teams to ensure activity tasks, deliverables, and responsibilities are met in a timely manner.
    • Stakeholder Engagement: Oversee the building and maintaining of strong relationships with relevant stakeholders in the skilling ecosystem, including government agencies, NGOs, community organisations, and other key actors relevant to the program. Foster collaboration and partnerships to enhance program outcomes.
    • Compliance: Ensure all skilling interventions are compliant with the Jasiri consortium partners values and the Mastercard Foundation charitable purposes, rules and regulations, as per specific contractual requirements. Ensuring adherence to ethical and legal standards, including safeguarding policies, gender equity, and anti-fraud and anti-corruption policies.
    • Program Learning and knowledge Management: Oversee learning and adaptation, monitoring and evaluation of program      performance on skilling, using data and feedback from diverse stakeholders to inform strategic decisions and adjustments to program implementation.
    • Risk Management: Oversee Identification risks that may impact implementation of skilling interventions and lead development of mitigation measures towards ensuring the program’s success.
    • Capacity Building: Oversee implementation of capacity strengthening plans within the consortium program skilling teams and partner organizations.

    QUALIFICATIONS

    The program skilling lead must have a combination of relevant education, experience, and skills.

    • Education: A degree in gender and development studies social sciences, or a related field is required. A combination of relevant education and extensive experience is required.
    • Experience: A minimum of 5 years of progressive experience in project planning and managing skilling programs targeting marginalized and vulnerable young women and girls. Proven experience in managing and implementing skilling programs and demonstrated experience working in diverse environments is highly desirable. Must have some experience in working with master craftsmen and private sectors players in the Informal economy.
    • Project Management Skills: Strong project management skills, including communication, planning, coordination, budgeting, monitoring, and reporting. Familiarity with project management tools and methodologies.
    • Leadership Abilities: Excellent leadership and interpersonal skills, with the ability to effectively manage a diverse team and foster collaboration and teamwork. Have great engagement and negotiation skills.
    • Technical Expertise: Experience in implementing skilling programs preferably targeting marginalized and vulnerable young women and girls. Practical knowledge of gender and women rights, women and girls empowerment, including understanding of best practices, evidence-based skilling interventions is highly desired.

    Jasiri Consortium Program Manager

    POSITION SUMMARY

    The Jasiri program manager provides technical guidance on the program intervention and strategies and ensures the planned interventions are evidence-based, align with best practices and contribute to the goals of the Jasiri Program and the Young Africa Works Strategy.

    The Jasiri program manager will manage the day-to-day running of project activities, ensuring adherence to project goals, objectives, and timelines and will be the secretary to the Jasiri Program PSC. They will directly report to CREAW with dotted reporting lines to the Jasiri Consortium Program Steering Committee.

    The Program manager will carry out the following roles:

    • Program Coordination and management: Coordinate the implementation of the program interventions and ensure effective collaboration, communication, and coordination between CREAW, the Mastercard Foundation, all sub-awardees and program stakeholders.
    • Provide oversight of the consortium program management, ensuring that activities are implemented according to the project plan, budget, and timeline.
    • Oversee activity deliverables, including ensuring report preparation and high-quality timely submission, and ensuring cross-cutting issues are effectively integrated into activity implementation.
    • Provide oversight of program finances, including budget development, expenditure tracking, and financial reporting. Ensure efficient and accountable use of program resources.
    • Lead preparation and consolidation of annual work plans, activity updates, activity-related communication materials and consolidate partner progress reports.
    • Leadership and Team Management: Provide leadership to Jasiri consortium technical teams (program, finance, and operational staff) in the implementation of the program.
    • Stakeholder Engagement: Oversee building and maintaining of strong relationships with relevant stakeholders, including government agencies, NGOs, community organisations, and other key actors relevant to the program. Foster collaboration and partnerships to enhance program outcomes.
    • Compliance: Oversee Jasiri consortium compliance with the Mastercard Foundation charitable purposes, rules and regulations, as per specific contractual requirements. Ensuring adherence to ethical and legal standards, including safeguarding policies, gender equity, and anti-fraud and anti-corruption policies.
    • Program Learning and Knowledge Management: Oversee learning and adaptation, monitoring and evaluation of program performance, consolidate data and feedback from consortium partners and diverse stakeholders (program participants, partner organizations, government agencies etc.) to inform the learning agenda and guide strategic decisions and adjustments to program implementation.
    • Risk Management and Mitigation: Oversee and coordinate mitigation of identified, emerging and potential risks that may impact implementation.
    • Capacity Building: Oversee implementation of capacity strengthening plans within the consortium program teams and partner organizations.

    QUALIFICATIONS

    The Program Manager must have a combination of relevant education, experience, and skills.

    • Education: Master’s degree in gender and development studies, social sciences, project management or a related field) is required. A combination of relevant education and extensive experience is desired.
    • Experience: A minimum of 5 years of progressive experience in managing and implementing development programs, including commitment and experience in addressing gender- based violence, women’s rights, or related areas. Demonstrated experience in working with young people and managing consortiums is highly desirable.
    • Project Management Skills: Strong project management skills, including communication, planning, coordination, budgeting, monitoring, and reporting. Familiarity with project management tools and methodologies.
    • Leadership Abilities: Excellent leadership and interpersonal skills, with the ability to effectively manage a diverse team and foster collaboration and teamwork.
    • Technical Expertise: In-depth knowledge and expertise in gender and women rights, women and girls empowerment, GBV prevention and response strategies, including understanding of best practices, evidence-based interventions and working with diverse stakeholders (Government, community based organizations, private sector etc. )
