    Overall Purpose of the Job: The Senior M&E Officer is responsible for implementing a sound monitoring and evaluation system in line with the programme objectives and approach and compliant with IFAD’s Results and Impact Management Systems (RIMS) and the GoK National Integrated Monitoring and Evaluation System (NIMES). The Officer will also be in charge of learning and knowledge management.

    Duties / activities / deliverables:

    1. Review and updating of the programme’s M&E framework (including targets and indicators), in consultation with implementing partners and programme technical staff;
    2. Liaising with implementing partners and programme technical staff;
    3. Ensuring timely and quality reporting from all implementing partners, technical service providers as well as partner financial institutions;
    4. Responsible for the consolidation and analysis of reports and data submitted under all subcomponents by the implementing partners, technical service providers and partner financial institutions;
    5. In consultation with the Programme Coordinator, will be responsible for compiling and distributing the Programme’s periodic progress reports;
    6. In consultation with the Programme Coordinator, will be responsible for organizing and facilitating the Annual Review Workshops, AWPB Workshops, supervision missions and other technical backstopping missions;
    7. In collaboration with the implementing partners and programme technical staff, will coordinate PROFIT’s Poverty Scorecard exercise and any special studies, as may be deemed necessary;
    8. Liaison with the Nairobi based IFAD Knowledge Management Officer and the management of the different implementing partners for effective linkages and information exchange;
    9. Providing technical backstopping to implementing partners when preparing, reviewing and revising the activity-based annual work plans and budgets and ensuring compliance with the Programme’s implementation approach and objectives;
    10. Providing technical input for the recruitment of external technical assistance (i.e. consultants, civil society and private sector) and ensuring their outputs comply with contractual arrangements;
    11. Compilation of Programme Completion Report.
    12. Undertaking any other assignment as may be assigned by the Programme Coordinator.

    Requirements / Qualifications:

    • Masters degree in a relevant social science field from a recognised university. A post graduate diploma/certificate in MIS or M&E would be an advantage;
    • A minimum of seven years’ experience of working in the field of Rural Finance and M&E, three of which should be in a senior position;
    • A sound knowledge of participatory M&E approaches and techniques;
    • Sound knowledge in the development of performance indicators;
    • Demonstrated knowledge and experience in monitoring rural finance programmes/projects;
    • Knowledge of agriculture value chains (cereals, dairy, livestock and horticulture) an added advantage;
    • Knowledge of public service sector and working experience with international donor projects an added advantage;

    Reporting: This position reports to the Programme Coordinator, PROFIT.
