    Humanitarian Programme Support Officer

    Background to the Role:

    Trócaire’s work in Kenya develops sustainable livelihoods, supports victims of gender based violence and those living with HIV/AIDS, promotes democracy and peaceful co-existence, and helps communities prepare for and respond to natural disasters.

    In response to severe drought in 2017, Trocaire is now scaling up with a new emergency response that builds on its existing livelihoods programme. Trocaire is seeking a programme support officer that will support this response and work with the livelihoods team to ensure a needs-based, appropriate response is delivered.

    Contract Type: Fixed

    Contract Duration:12 months

    Location of[1] Position: Nairobi with regular travel to project sites in Kenya

    Scope of the Role:

    • The primary function of this role is to support the delivery of Trócaire’s Humanitarian interventions in Kenya in response to drought
    • The role will support and advise local partners in the delivery of humanitarian response in line with key international standards
    • In addition, the role will provide administrative support to the allocation and documentation related to humanitarian funds within Trocaire

    Key Duties & Responsibilities

    Programme Support for Kenya Humanitarian response (70%)

    • Supporting the smooth implementation of Trócaire’s Emergency Response in Kenya
    • Supporting the management of the Kenya humanitarian budget, ensuring spend is on track with timeline objectives
    • Preparing and submitting programme documentation, including situation reports, programme updates and reports, presentations and communication pieces.
    • Maintaining relationships with key staff in partner organisations in the Kenya humanitarian programme
    • Reviewing partner proposals and budgets
    • Supporting partners to meet their reporting schedules (financial and narrative), reviewing narrative reports to ensure that all reports respond to the relevant programme indicators and are in line with requirements
    • Mentor and guide partners in meeting key international humanitarian standards in their response
    • Conducting preliminary review of partner’s financial project reports ahead of review from finance team
    • Maintaining relationships with other key stakeholders (Caritas International agencies in particular).
    • Monitoring of events in the Kenya (conflict/ disasters/ political discord) to ensure Trócaire is prepared and has all information relevant to the effective implementation of this emergency response.
    • Attend and represent Trocaire at cluster meetings or other networks as directed by the programme manager
    • Preparing partner grant agreements, ensuring correct bank details are received and signed copies are filed.
    • Keeping track of grant agreements, organising extensions or addendums if necessary.
    • Ensuring approved funds to the partner are transferred in a timely manner in line with the organization’s policies and procedures
    • Maintaining the programme and project documents through the Trócaire’s online system

    Administrative Support (20%)

    • Preparing partner grant agreements, ensuring correct bank details are received and signed copies are filed.
    • Keeping track of grant agreements, organising extensions or addendums if necessary.
    • Ensuring approved funds to the partner are transferred in a timely manner in line with the organization’s policies and procedures
    • Maintaining the programme and project documents through the Trócaire’s online system

    Communications (10% )

    • Gather and prepare material for internal and external humanitarian communications work, including case studies
    • Support Visibility of Humanitarian Work within Trócaire

    Qualification

    Third level qualification in relevant discipline i.e. humanitarian

    Experience

    Emergency Programme Manager

     

    Reporting to the Country Director for Somalia and Kenya, this is a 12 month contract and is based in Nairobi.

    The successful applicant will be expected to sign up to and adhere to Trócaire’s Safeguarding Policy.

    Key Duties & Responsibilities

    Management, Strategy and Coordination

    • Deliver on strategic objectives for the emergency response in line with the Trocaire Humanitarian Strategy for Somalia and Humanitarian Operational Plan
    • Ensure that Trócaire’s Accountability Commitments, including commitments to Safeguarding Programme Participants, are understood and prioritised in the emergency response, placing the links between Protection, Safeguarding and Accountability at the core of programme planning, design and implementation.
    • Work with the Programme Development and Funding Officer and the Trocaire Institutional Funding unit to ensure the response is adequately funded to meet strategic objectives
    • Manage a funding portfolio for the emergency response with multiple donors and work with the programme development and funding officer to ensure high quality proposals are developed, and reports are delivered on time.
    • Network and coordinate with potential donors and communicate effectively with existing donors in response to requests and in the submission of timely information as required.
    • Coordinate closely with the CMT on strategic humanitarian operational and technical issues in the implementation of the strategy
    • Ensure the effective planning, management, identification and utilisation of operational / technical resources, ensuring that the emergency response is resourced and managed, meet minimum quality standards and are delivered in a timely and accountable manner.
    • Ensure the Country Director is provided with strategic and relevant information and knowledge to facilitate timely and accountable decision-making in relation to operational/technical dimensions of the response
    • Facilitate and participate in coordination mechanisms and networks, in order to guide strategy and define and lead Trócaire’s operational and technical response to the emergency
    • Provide backstopping to the Programme Manager and/or Country Director as required and deputise for the Programme Manager in his/her absence.

    Operational and Technical Management

    • Ensure efficient and accountable internal Trocaire systems, processes, and procedures are followed for the delivery of the emergency response. Liaise with Trocaire Humanitarian HQ in the delivery of this
    • Ensure the response meets key quality standards and Trócaire’s own internal humanitarian standards and guidelines. Liaise with the regional Trocaire humanitarian advisor in the delivery of this and the Trocaire Humanitarian technical team.
    • Provide on the ground support to the Somalia team in Gedo in the implementation of the response, supporting and guiding staff on operational and technical issues as they arise
    • Work closely with the logistics officer to ensure timely and efficient responses are delivered
    • Ensure Trócaire is positioned to engage effectively with innovative and accountable practice in the emergency response (e.g. digital) through the piloting and testing of innovative approaches

    Fund and Donor management

    Coordinate with key external donors and agencies in Nairobi to work towards improved programmatic quality and effectiveness in line with sectoral norms and standards.

     

    REQUIREMENTS

    At least 3rd level degree in area related to humanitarian response or international development

    (E) Experience

    • At least three years’ experience in the design and management of humanitarian response programmes
    • At least three years’ experience of leading and managing teams as well as strong team-working skills and experience
    • Experience of responding to humanitarian crises through local partners
    • Experience in strategic planning and project management
    • Experience of Humanitarian Accountability initiatives
    • Excellent communication skills, including the ability to relate across different organisational functions, structures and levels
    • Experience of working in insecure environments
