  • In Kenya, Oxfam works with others to alleviate poverty and inequality. We work with the most vulnerable communities in the dry and remote northern regions, and in the impoverished slums of the capital, Nairobi. In Kenya, the highest poverty levels are in the northern pastoralist districts - in some areas 95% of people fall below the poverty line. Like many developing countries, Kenya is undergoing rapid urbanisation. It’s estimated that by 2050 half the Kenyan population will be living in urban areas. This high presents a myriad of challenges. 34% of the 17 million poor Kenyans are urban poor and most of them live in informal urban settlements. Oxfam in Kenya Since starting work in Kenya in 1963, Oxfam has: provided long-term development aid and emergency relief, for example supporting refugees; promoted peace and managed conflicts between communities; campaigned for better governance and equitable access to services. We aim to help citizens stand up for their rights, and we work with others from government, civil society, communities, international development actors and the private sector. Working with dry-land communities In Turkana and Wajir we develop market-based alternative and complementary livelihoods, supporting fishermen and traders. Working with poor urban communities In the capital, Nairobi, we work with partners to run water kiosks, “bio-centers” that turn human waste into usable energy and improve sanitation, and recycling plants for unemployed youth. Our social protection programs provide cash to help poor families cope with rising costs of food and water and kickstart small businesses. Peace-building and conflict management We focus on enhancing communities’ capacity to resolve conflicts and co-exist peacefully. We also influence national policy through the National Steering Committee on Peace-Building and Conflict Management, under the Office of the President. Climate change We’re working closely with others, supporting local civil society to hold the Government accountable for its response to climate change. We’re also generating relevant climate change data to inform advocacy positions locally and internationally. Governance All of Oxfam’s work in Kenya is rooted in promoting better governance – at local, regional and national levels – by strengthening poor people’s ability to defend and demand their rights. We work to ensure that our partners and the communities we work with have their voices and concerns heard, and that the Government fulfils its responsibilities to poor Kenyans.
     

    Consultancy: Water Sampling, Testing and Analysis

     

    The purpose of the Consultancy:

    OXFAM is looking to hire an expert individual/firm for sampling of eight water sources in Wajir County. The targeted water points are:

    1. Arbajahan Borehole 1

    2. Arbajahan Borehole 2

    3. Bute Borehole

    4. Kutulo Borehole

    5. Darman Borehole

    6. Sabuli Borehole

    7. Dagahaley Borehole

    8. Admasajida Borehole

    The consultant will test water for physical, chemical and biological parameters. The sampling will be conducted using acceptable equipment and methodology (sampling/ water testing/ analysis) consumables keeping in view the sampling requirements.

    The Specific Objective(s) of the consultancy:

    1. To conduct water quality testing/analysis of physical, chemical and biological parameters in 8 boreholes in Wajir county.

    2. The consultant will primarily focus to collect water samples from the boreholes, storage tanks and access points (water kiosks/individual connections).

    3. The water quality test will be conducted on source, or in a laboratory based on the type of test being conducted.

    4. The consultant will arrange his/her own collection, packaging and transporting of samples as required.

    5. Submit final report with testing/analysis results.

    The Methodology:

    The methodology along with equipment used for water testing as well as the work plan will be developed by the selected consultant and should be presented in the bidding documents.

    The shortlisted consultant will be required to present the methodology to the technical team

    Guiding Principles and Values:

    Procedures that the evaluator(s) should follow include;

    · Shared work should be transparent, real and original work of the consultant/firm.

    · Use of standard equipment and consumables for water testing.

    · Final report along with analysis sheet will be the property of Oxfam and should not be replicated or used in any form or any other report.

    Professional Qualifications:

    The selected consultant/firm must have experience in relevant field of water quality testing and a proven track record of at least three water sampling, testing and analysis. The desired consultant/firm must have ultimate knowledge of Standard for Drinking Water Quality and WHO standards.

    Deliverables and Schedule:

    Consultant is expected to produce the following deliverables;

    i. Technical Proposal (Along with CV of the staff to conduct the test)

    ii. Cost Proposal (for the consultancy only, Oxfam will cater for Flights, Field Transport and Accommodation).

    iii. Timeline

    iv. Detailed presentation regarding sampling methodology and approaches for water quality testing.

    v. Presentation of final testing/analysis results of water sampling.
