    Monitoring, Evaluation, and Learning (MEL) Officer

     

    Responsibilities:

    • Lead the development of the project’s results framework in Kenya. Identify and design project indicators and support target setting for each indicator.
    • Manage the development and implementation of a robust MEL system across all project sites, including data management and data quality assurance activities.
    • Develop reporting templates that facilitate the acquisition and aggregation of information.
    • Manage and participate in data collection processes and subsequent data management and analysis.
    • Acquire and analyze routine county, sub-county, and facility level data from various sources for analysis, recording, and dissemination.
    • Update project dashboards, present information routinely to internal PATH team, and package project data in a format that can be shared externally.
    • Support documentation of project results and report writing.
    • Collaborate with team members, government officials, and partner organizations in work planning and program implementation.
    • Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other research outputs of the program.
    • Support any dedicated research activities—e.g., protocol and tool development, putting together institutional review board applications, and data analysis.
    • Support project field staff to support strengthening of their overall MEL capacity
    • Work closely with Siaya County officials to strengthen county M&E systems and staff to build overall capacity – with emphasis on improving data collection, management and analysis of incoming ECD related indicators.
    • Coordination with partners included in the county-wide nurturing care consortium to ensure alignment on measurement activities across the implementing partners.
    • Share project data, best practices, and lessons learned with ECD team colleagues in Mozambique, Zambia, and the USA.

    Required Experience

    • A three-year Degree/Diploma in public health, epidemiology, statistics, social sciences, or related field areas is required, with some postgraduate training in M&E and/or certification, a Master’s degree in is an advantage, but not required.
    • A minimum of five or more years of relevant experience is required, with at least two years of experience in: monitoring and evaluation of complex health and development programs and data processing and analysis. 
    • Some experience with data collection and management of research studies is preferred. 
    • Experience working within the Kenyan health system is necessary. 
    • Demonstrated ability and skills in developing indicators, creating and maintaining databases, data analysis and synthesis, and report writing.
    • Knowledge of health-related indicators and/or prior MEL experience on a health project is a must.
    • Proven ability to collaborate and work effectively with colleagues, donors, nurses and other service providers, and government at all levels.
    • Proficiency in Microsoft Office suite including Word, Excel, Access, PowerPoint, and SharePoint.
    • Experience using a statistical software package (SPSS, EPI-INFO, STATA, SAS, R or similar), while not required, is an advantage.
    • Interest in learning to use new tools—e.g., data visualization tools such as Tableau).
    • Experience dealing with the challenges of keeping large quantities of data from various sources well-organized.
    • Strong critical analysis and report writing skills.
    • Excellent oral and written communications and presentation skills.
    • Strong time management skills, attention to detail, and ability to prioritize competing tasks.
    • Proven ability to work in a dynamic team environment with minimal supervision, anticipating needs and requests.
    • Written and oral proficiency in English.
    • Ability to communicate in Dholuo is an added advantage.
    • Demonstrated capacity to provide MEL support for large, complex donor-funded projects that involved collection and analysis of large amounts of data from facility- and community-based health programming.
