    A. Introduction

    VSF Germany is an international Non-Governmental Organization (NGO), providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Southern Sudan, Sudan, Kenya, Somalia, and Ethiopia. We Focus on Livestock, food security and Livelihoods, Natural Resources Management, Peace and Conflict, Good governance, Disasters & Emergency, and Agriculture.

    VSF Germany through EU funding kitty of strengthening the Horn of Africa’s Resilience (SHARE KENYA) is implementing a project titled as ‘Community Action for Improved Drought Response and Resilience-CAIDRR’ with an Overarching objective ‘To contribute towards improving food security in ASAL livelihoods through enhanced response and resilience to drought’. As part of the project components, VSF Germany and its partners are implementing project components organized around five main thematic areas namely economic and livelihood resource improvement; alternative livelihoods, household food security and attitude change; social and educational services; improved livestock production and early warning in livestock disease surveillance; and increased socio-ecological resilience and drought response. The CAIDRR process targets over 15 communities in Saku and Laisamis sub-counties with VSFG, CIFA and WRF implementing various activities under the highlighted thematic areas through participatory processes. A team of communication experts with relevant experience is required to document evidence of change in activities within the identified thematic areas. These activities are broadly listed as follows;

    1. Economic and livelihood resource improvement:

    · Livestock marketing,

    · Support to fisheries activities and fish value chain,

    · Village Community Banking (VICOBA)– improved access to financial services and savings at village level.

    1. Alternative livelihoods, household food security and attitude change:

    · Agroforestry/ Afforestation,

    · Poultry production,

    · Dry land farming,

    · Tree nursery and vegetable production,

    · Pastoral Field Schools (PFS) Approach.

    1. Social and Educational services:

    · WASH activities in schools,

    · Water access to communities in Loiyangalani,

    1. Improved livestock production and early warning in livestock disease surveillance:

    · Participatory Disease Surveillance, disease investigations and linkage to pastoral communities through Community Disease Reporters.

    Increased socio-ecological resilience and improved drought response:

    · Community Based Disaster Risk Reduction (CMDRR),

    · Holistic Natural Resource Management through Environmental Management Committees (HNRM),

    · Early Warning Systems (EWS) through school ambassadors clubs,

    · Loiyangalani Oasis reconstruction.

    B. Scope of work:

    B.1: Review project documents

    The consultant is expected to review available documents on the project to get back ground information and deep understanding of the project.

    B2. Methodology of carrying out the task .

    The consultant will be required to develop clear methodology and tools that will be used to carry out the task. Such methodologies should clearly show how various stakeholders will be involved as well as the tools to be used in generating the evidence of change sought by the study.

    B3. Collection and documentation of evidence of change:

    The lead consultant will take charge of the exercise by a team of experts in the six thematic components of the project. The work will be done in collaboration with VSFG, CIFA and WRF field staff, government authorities and departments, community groups and community leaders to collect and document evidence of change attributed to the project and stories of change in the project areas.

    · With help from VSFG and CIFA field staff, conduct field visits to project locations and collect evidence of change for each of the key activities listed under the five thematic areas of focus.

    · Document stories of change from the evidence collected from the thematic activities.

    · Present the first initial draft of documented stories to VSF Germany, CIFA and WRF.

    B4. Publication of innovative approaches.

    The consultant will use the achievements of the project and evidence of change to publicize the project outcome.

    Such publications will be inform of newsletters, brochure and soft copies that can be shared with stakeholders to show case on the project.

    B.5: Validation workshop with project partners.

    The team of consultants makes a presentation of their findings on evidence of change due to the project implementation to project partners and stakeholders at a joint workshop. The purpose will be to enable the partners have opportunity validate the evidence and stories of change documented by the consultants.

    · The work shop will be organized by VSFG and partners in the project area..

    · Finalize the validated stories and present the final product to VSF Germany, CIFA, and WRF.

    C. Qualifications, Skills and experience

    · At least Bachelors Degree in Natural Resources Management, Animal Production, Veterinary Medicine, Agriculture, Education ,Disaster Risk Management, Social Science and /or Food Security or relevant course.

    · At least 5 years’ experience in assessing and documenting evidence of change in an integrated resilience building programme.

    · At least 5 years’ experience in assessing and documenting evidence of change in ASAL ecosystems particularly in Northern Kenya.

    · Proven experience assessing outcomes of programmes in rural areas focusing on disaster risk reduction, education, livestock production and natural resource management.

    · Excellent interpersonal skills and ability to work well in a team with minimum supervision.

    · Good oral and written reporting skills are essential with good command of English language.

    · Ability to work in remote rural locations and travel extensively within project areas.

    · Experience of undertaking similar assignments under an INGO will be an added advantage

    D. Deliverables

    i. A draft of documented comprehensive evidence of change (both positive and/or negative) and innovative approaches in six key thematic components of the project within 15 days of the assignment. The draft will be submitted in ONE soft copy only.

    ii. Documented at least 12 stories from beneficiaries, stakeholders and project staff obtained through interviews, observations, photos and reviews of project reports.

    iii. A final report in form of a booklet containing comprehensive changes with evidence and innovative approaches in the 6 thematic components of the project.

    iv. A folder of photos taken during the assessemnt of evidence of change in electronic form (CD).

    v. Three (3) hard copies of the report bound in booklet form printed in colour of high resolution and 3 soft copies of the report.

    vi. A final copy of A4 sized brochure highlighting achievements and results from each of the project thematic components (not more than 2 pages).

    E. Work environment:

    · Within Marsabit county (Saku and Laisamis),

    · Travel required to activity Locations: 100% field based.

    G. Time schedule:

    The task will be carried out for 25 days and submission of final report must be not later than 30 days from date of signing the contract.

    Any changes the proposed time frame should be mutually agreed between the contracting authority and consultant. However, any adjustments should ensure that the work is completed within the stipulated period of time and shall not give rise to increase in the fee to be paid for the agreed task as per this ToR.

    H. Assistance to the consultants by the contracting authority.

    VSF Germany, CIFA and WRF will make available the following information and facilities to the Consultants:

    i. Share any relevant reports, documents, maps, existing designs data that may be required by the consultants and is at their disposal;

    ii. Allow use of office space in the field and /or Nairobi as necessary;

    iii. Provide transport to the consultant to and from the field and while working in the field;

    iv. Arrange for various meetings in the field with stakeholders (Consultants to make advance request);

    v. Provide field staff to guide the consultant to the target communities and support community meetings.

    vi. Consortium partners will provide transport, meals and accommodation to the consultants based on individual partners’ policies and donor guidelines. Where possible, the consultants will be accommodated at partners’ field bases.

    vii. Consultant will be required to organize his/her own medical cover during this assignment; computer and soft wares, Camera that will enable him/her effectively and efficiently perform tasks..

    I. Payment to the consultant.

    · First: installment: the Consultant will be paid 40% of the quoted amount after submission of the interim report.

    · Final installment: 60% of the amount agreed in the contract shall be paid upon completion of work and the acceptance of the final report and any other documents pertaining to this assignment.

    · Consultant shall be required to provide original invoice to facilitate processing of payment.

    · The payments will be made in A/C payee in form of cheques/or direct bank transfer in the name of the consultant or firm named in the contract. VSF Germany will deduct with-holding tax at source as per the rules of taxation governing VSFG operations and it will be deposited directly to custodian of such tax.

    · No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in VSF Germany.

    J. What the consultant will provide:

    Disaster Risk Reduction Policy & Governance Expert

    A. Introduction

Through PDRA exercise, the target communities have come up with their DRR plans to mitigate impact of drought on their livelihoods. In line with the objective of CMDRR to enhance disaster resilience through community level action planning, VSFG working with the National Drought Management Authority, partners, National Government through the office of the County Commissioner, and the County Government through ward administrators have supported communities to develop their community DRR Plans (Consisting of Development Plans and Drought Contingency Plans).

    Each of the 12 communities supported by VSFG and CIFA through a participatory process led by their Community Disaster Management Committees developed DRR Plans in 2015 which were again reviewed by the committees in April 2017. These activities contribute towards one of the key results of the CAIDRR project which is to ensure that ‘capacities and systems for local preparedness, response to asset protection and management actions are improved’. Under this result, one of the key expected outcomes is review, consolidation and inclusion of community contingency plans into Marsabit County disaster management plans.

    Mainstreaming of community drought contingency plans into the county drought management planning framework has been identified as a significant step towards strengthening CMDRR strategies and institutions in Marsabit County. The following targeted communities form part of the process;-

    B. Scope of work:

    B.1: Review project documents

    The consultant will be required to develop clear methodology and tools that will be used to carry out the task. Such methodologies should clearly show how various stakeholders will be involved as well as the tools to be used in conducting review of the DRR Contingency plans, stakeholder workshop and consolidation of the CMDRR contingency plans and their inclusion into county DRM plans.

    B.1 Review of Community DRR Contingency Plans:

    The consultant will collaborate with VSFG field staff, CIFA, NDMA, Community Disaster Management Committees (CDMCs) and affiliated community committees to carry out review of CMDRR contingency plans in all the 12 communities listed above.

    · Assess overall effectiveness of the plans including feasibility and scale in relation to budget.

    · Identify key planned actions and gaps in the contingency plans.

    · Identify cross-cutting actions in the contingency plans that can be scaled up across the ward, sub-county and county.

    · Outline improvements needed to make the plans more effective both at community land at county levels.

    B.2 Consolidation of CMDRR Contingency Plans and presentation to the development partners

    The consultants through collaboration with VSFG field staff, CIFA, and NDMA Marsabit, will consolidate community actions contained in the contingency plans assessed in activity B.1.These should be developed into disaster contingency plan proposals to be implemented at sub-county level in Saku and Laisamis. Such proposed plans should give rationale for inclusion of key cross-cutting actions in county-level disaster management plans with clear recommendations on how to achieve this.

    · Develop consolidated contingency plans for Saku and Laisamis sub-counties putting into consideration socio-economic and socio-ecologic actions compliant with local contexts.

    · The consultant will through a workshop at the county-level organized with support from VSF-G, obtain views from stakeholders on consolidated contingency plans and their inclusion in the County disaster management plans.

    · Produce a report outlining the outcomes of the workshop; stakeholder contributions and key contingency actions relevant for disaster management planning at County level..

    B.3 Presentation of the consolidated contingency plans to the Drought Response County Steering Group.

    The consultant(s) will make a presentation of their findings on reviewed Community DRR contingency plans. The purpose will be to enable the partners have opportunity to validate the findings of the study and make any further inputs.

    · The work shop will be organized by VSFG and partners in the project area.

    · Present the outputs and documents produced from activity B.3 to VSF Germany, CIFA and NDMA

    · Facilitate finalization of the contingency plans to be submitted to VSF Germany.

    · With support from VSF Germany and CIFA, present the outputs and recommendations from the process to the Marsabit County CSG for adoption.

    C. Qualifications, Skills and experience:

    · At least Bachelors Degree in Natural Resources Management, Disaster Risk Management, Rural Development, Agriculture, Social Science, or Animal Science.

    · Deep experience in Community Managed Disaster Risk Reduction programmes.

    · At least FIVE years’ practical experience of working in Disaster Risk Reduction projects in ASAL

    · Analytical and planning skills with ability to translate the analysis into practical actions.

    · Good communication and interpersonal skills and ability to perform under minimum supervision.

    · Diplomacy to be able to liaise, negotiate and plan with state and non-state actors, private businesses and community representatives.

    · Good oral and written reporting skills are essential.

    · Ability to work in remote rural locations and travel extensively within project areas.

    · Experience of performing similar tasks under INGO engagement preferably in Northern Kenya.

    D. Deliverables

    i. A draft report of reviewed contingency DRR plans within 15 days of the assignment; ONE soft copy only.

    ii. A draft of consolidated contingency plans for Saku and Laisamis sub-counties in ONE soft copy only within 20 days of the assignment.

    iii. A report of or a working document from the workshop held at county level with stakeholders not later 25th day of the assignment.

    iv. Final documents of i, ii and iii within 35 days of the assignment in 3 hard and 3 soft copies of each.

    v. A folder of photos in printable resolution (Min of about 3MBs) taken during the field work in electronic form (CD).

    NOTE: The documents of i and ii should clearly outline recommendations on integration of key community and sub-county contingency actions in County disaster risk management planning processes.

    Terms Of Reference For The Publication Of Case Studies And Stories From Beneficiaries Of Caidrr Project

    1. Background

    2. Community Action for Improved Drought Response Resilience (CAIDRR) Project

    As the lead agency, VSF Germany is implementing a project titled ‘Community Action for Improved Drought Response Resilience (CAIDRR)’ in consortium which brings together two (2) other NGOs, namely: Community Initiatives Facilitation and Assistance (CIFA) as well as Water Right Foundation (WRF). With funding support from the European Union’s (EU) Strengthening the Horn of Africa’s Resilience Programme—SHARE Kenya, the project is being implemented over a period of 36 months (1st October 2014- September 30th, 2017). One of the key aspects of the project is knowledge management and evidence-based programming in resilience building is through documenting success stories, and tangible results inform of brochures and booklets to conveniently distribute to stakeholders and current and potential donors.

    3. Objective

    To conduct case studies and document achievements from beneficiaries/stakeholders as a result implementation of interventions under SHARE consortium from October 2014 to September 2017.

    4. Job Summary

    Under the general guidance of the Consortium Coordinator/ Project Manager, the consultant will collect, collate, edit and document the stories from the beneficiaries and stakeholders.

    The consultant shall print the final documents and also provide soft copies to the SHARE consortium partners. The services are to be rendered according to the specifications provided under deliverables.

    5. Deliverables

    1) A copy of A4 sized newsletter containing documented case studies and success stories and agreed upon content,

    2) The newsletter provided in high resolution and also made available in editable and printable format.

    3) Develop a copy of A4 sized brochure highlighting achievements and results from each of the project thematic component areas as documented and agreed upon by VSF Germany. This will also be made available in editable and printable format.

    4) High quality printed copies of the deliverables in 1) and 2) above in quantities to be specified.

    Terms Of Reference For Conducting Baseline Survey

    Briefly about Turkana Project

    VSF Germany has been awarded a 7 Months (1st July 2017- January 31st 2018) project from the Germany Government Foreign Office. The title of the project is Supporting Livelihood Assets for pastoralists in Northern Kenya and Covers Turkana West and North Sub Cunties. The overall objective of the project is *“protection of livelihood assets, improved food security and water access as well as enhanced conflict mitigation in Northern Kenya”* while the project goal is “to reinforce recovery from negative effects of drought on the livelihoods and wellbeing of people living in Turkana West and Turkana North sub-counties”

    Expected results

    Result 1: Key livelihood assets are protected and food security improved for 28,000 pastoralists;

    Result 2: Improved quantity and quality of water for both human and animal consumption are available for over 17,500 direct beneficiaries and their livestock

    Result 3: Enhanced peaceful sharing of pasture and water resources

    Project activities

    Activity 1.1: Training of 40 Community Disease Reporters (CDRs) and conducting Participatory Disease Surveillance (PDS) in the 2 sub-counties

    VSF Germany is therefore looking for a consultant (individual/Agency) to conduct baseline survey in the project locations/beneficiaries in Turkana West and Turkana North Sub-counties. The consultant will work closely with project officers while conducting the study to specific activities under Result 1Result 2 and Result 3 frequently reports the progress to the project Manager.

    Who is it for and how will they use the results**

    The baseline information is primarily aimed at VSF German staff and stakeholders who will use it for tracking and measuring progress over time as a result of the planned interventions.

    Purpose of the task

    The purpose of the consultancy is to clearly identify, articulate, and document the existing situation of the livelihood assets such as livestock, and water sources and main causes of community conflicts in the project target locations. The products of the assessment will provide the benchmarks on which any changes resulting from the interventions and achievements could be measured. The outcome will also inform any modifications that may be made in the course of project implementation in order to realize optimum achievements of results.

    Specific objective of Tasks are as follows:

    The main purpose of the consultancy is to carry out a baseline survey to assess the baseline situation of:

    • Livestock in terms of health, household livestock ownership, common livestock diseases and availability of Community Disease Reporters (CDRs) and assess training needs of the CDRs
    • Assessment of water access and availability, quality and quantity for human and livestock consumption
    • Identification of 13 No. existing hand pumps protected wells, 12 No. traditional wells and 4 No. existing underground tanks
    • Feasibility assessment for the 13 existing protected wells, 12 traditional wells and 4 underground water tanks to be rehabilitated under the project including (but not limited to) the following for each water point:- technical viability (catchment size, rainfall, soil conditions, site conditions, design considerations etc.); environmental impacts; social-economic impacts; potential for conflicts; and local institutional & management capacities for the rehabilitation works, and management of the water facility after completion. Mitigation measures should be proposed as appropriate to minimize negative impacts;

    • Technical designs and cost estimates for rehabilitation of the identified water sources

    Methodology and Process**

    • In the assessment, VSF Germany expects the consultant will employ both quantitative and qualitative methods for collection of data/information. The consultant/agency is expected to use Participatory Tools and Techniques for data collection, which may include but not be limited to In-depth interview, Key informant interview, Focus group discussion etc.
    • Comprehensive desk review of all relevant documents i.e. reviews related literature, Project proposal, reports and related Government Policy documents as deemed necessary.
    • The consulting firm/bidder will have to fully engage project stakeholders (i.e. Local leaders, Pastoralists, Community Disease Reporters (CDRs), Water Users Associations, Village Peace Committees and Natural Resource Management committees
    • The baseline information will be collected from two sub-counties (Turkana West and Turkana North). The sample size of this survey will be determined by the consultant from a total of 35,500 target beneficiaries. For qualitative survey the participants should be community people, civil society, policy actors of different departments, different government service providing organizations at local and national level, NGOs, etc.

    Indicative Time frame

    § The duration of the assignment is 15 working days, which could also be discussed between both parties. It is expected that the whole task should be finished within two weeks from the starting date.

    Reporting and Presentation /Outputs expected

    Output 1: The consulting firm/bidder will submit a summary of preliminary report of the baseline survey in both electronic version one ONE (1) week after the field work.The document should be very precise and address each specific objective. The preliminary report should include: Executive summary (1-2); Methodology; Limitations of the assignment; and Way forward for the assessment.

    The aim of the preliminary report is to give a picture of the situation on the ground which may require modification in the planned itinerary of the consultant for effective capture of data and information.

    The consulting firm/bidder will submit the following

    1. Share questionnaires before finalizing the questionnaire

    2. Inception report on the execution of the assignment within ONE (1) week of commencement of the consultancy.

    Output 2: The consulting firm/bidder will make a draft report and have Power-Point presentation of the findings of the whole study to VSF-Germany after 7 days of the assignment for feedback before finalizing the report.

    The draft and /or final report should comprise of, but not limited to:

    i. Executive summary (2-3 pages)

    ii. Introduction

    iii. Methodology

    iv. Rational of the assessment

    v. Limitations/challenges of the methodology

    vi. Findings

    vii. Conclusion

    viii. Recommendations

    ix. Annexes.

    Output 3: The consultant will produce a systematic baseline database and deliver with final report.

    Key contacts and report:**

    § Monitoring, Evaluation and Accountability (MEA) unit under VSF Germany’s Regional Programme/ Country Programme Manager will be the contact point. The consultant should report to the Country Programmes Manager. At the Field level, the consulting firm/bidder will work closely under supervision of the project Manager.

    Mode of payment:**

    The payment will be done according to the following time frame/arrangement:

    After satisfactory completion of the task and acceptance of final report.

    The payments will be made in A/C payee cheques/ or direct bank transfer in the name of the consultant/firm. VSF Germany will deduct income tax at source as per the rules of GoK and it will be deposited to treasury of GoK. Besides no other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in VSF Germany.

    Copyright and ownership of data:

    Copy right of all information, findings and the final version lie with

    General considerations

    a) Required logistics support will be provided by VSF Germany as prescribed in the contract.

    b) All documents prepared during the assignment will be property of VSF Germany.

    c) Assignment will not be sub-contracted to a third party by the consultant.

    d) In the event that, additional time is required to complete the assignment, over and above that previously agreed to, without changing the scope of work, then it has to be agreed by VSF Germany in writing.

    e) In case of any change made, in the scope of work by VSF Germany because of an increase or decrease in the cost or time required for performance or any part of the work under the contract, equitable adjustment in the contract price, delivery schedule, or both will be amended in writing.

    f) Confidentiality of all the assignment will be assured at all times.

    Expiry of agreement and negotiable flexibility

    • Considering the initiative as proactive and responsive, activities can be amended and elaborated based on the properly documented negotiation between the two parties.
    • The Agreement will be invalidated after expiry of duration of the contract unless an extension is made by VSF Germany.
    • The work schedule may be staggered due to compelling reasons which both parties must assent to, in which case the number of working days will remain the same but actual work done on dates/days different from those indicated in the work plan. Such flexibility will not give rise to additional cost of the assignment on the side of VSFG.
    • VSF Germany also reserves the right to amend or change or cancel the Agreement at any time if there are compelling reasons to do so.

    Preparation of the Proposal

    The consulting firm/bidder shall bear all costs associated with the preparation and submission of the proposal. The consultant shall submit two (2) copies of technical and two (2) copies of financial proposal in a single envelope. The technical and financial proposals should be marked properly and should include the name and detailed contact address of the consultant /firm.

    1. Validation of the Proposal

    All cost should be quoted in KES and will remain valid up to fifty days (50) from the day of proposal submission.

    2. Withdrawal/Termination

    This agreement shall be effective between dates mentioned in agreement, unless otherwise earlier terminated or extended based on agreed compelling reasons.

    VSF Germany may terminate this agreement with immediate effect on occurrence of any irregularities, anomalies relating to non-compliance by the consultant with any terms and conditions as agreed upon in the contract of service.

    In the event of a Force majour (major natural disaster, war or major civil or political unrest) this agreement will automatically come to an end. In this case the consultant will only be paid for the work done up to the date of stoppage and will not make any claim for remaining period of the assignment.

    3. Outline of the Technical Proposal

    It is mandatory that the proposal should maintain the following format:

    Topic

    Title of the survey

    Understanding of the Task

    Technical aspect of the proposal

    Methodology (sampling design and strategy, data collection methods, Data Processing & Analysis, Data quality control measures)

    Operational plan

    Proposed team with names and curriculum vitae

    Submitted by: (with contact details)

    Detailed CV’s of the team members should be included in the annexure of the technical proposal.

    4. Outline of the Financial Proposal

    The budget of the task should be broken down in details as like the following format:

    Consultancy fees

    Questionnaire development cost

    Data collection cost

    Communication and transportation cost

    Data processing & analyzing cost

    Reporting cost

    Miscellaneous (stationeries, printing, etc)

    All the pages of the financial proposal should be signed by the respective person of the firm/bidder.

    For firms, the company profile must be submitted with technical proposal.

    NB: The costs of long meetings such as focus group discussions will be borne by the VSF Germany partners directly (venue, food if required, etc).

    5. Competence Required:

    Qualification and Experiences

    · At least a Degree qualification in any of the following areas Water, Veterinary Medicine, Social Sciences, Natural Resource Management, Disaster Management or any other relevant degree from recognized institutions.

    · Must have minimum of 5 years’ of overall experience conducting baseline assessment for livelihoods and resilience building initiatives.

    · Demonstrated experience of working in donor funded projects under public sector and /or NGOs.

    · Must demonstrate a minimum of 3 years’ experience of conducting baseline surveys in the Greater Horn of Africa particularly in pastoral areas.

    · Must have good understanding on livestock, livelihoods, and DRR programmes.

    · Experience in Northern Kenya is a plus.

    Knowledge and skills.

    · Excellent analytical, interpersonal, communication and reporting skills.

    · Excellent technical knowledge on Food security and Resilience issues in Northern Kenya

    · Should have knowledge and experience in gender and women’s rights issues.

    · Mastery of written and spoken English and Kiswahili.

    Note:** The Consultant must submit the necessary documentation to substantiate above eligibility criteria. Applicants who do not meet the minimum eligibility criteria shall not be considered.

    6. Confidentiality:

    All the outputs - baseline reports, data base, etc produced by this assignment will not be disseminated in part or whole without express authority from VSF-Germany. Thus the consultant shall not produce in these materials in any form (electronic, hard copies, etc) to a third party without a written permission from VSF Germany.
