    Project Officer - HIV Testing Services

    Job Description

    Project Officer – HIV Testing Services – Turkana

     

    • Objective : Increase Access to HTS services

    Key Roles & Responsibilities

      • Monitor implementation and progress of HTS at OPD, IPD, MCH / CWC, special clinics, identification of HIV+ clients, linkage to care, in line with the projects targets for the allocated facilities.
      • Provide technical support to allocated sites to ensure optimum OPD and IPD coverage as well as optimum testing of paediatrics and adolescents in the respective sub – county.
      • Work closely with the HTS supervisors, HTSPs and Linkage Officers to ensure that all persons identified as HIV positive are linked and enrolled into care within two (2) weeks of knowing their status.
      • Provide technical support to the field HTS team to enable surpassing program HTS, identification and new ART enrolment targets. (linkage)
      • Jointly plan with respective HTS Supervisors and facility HTS Coordinators on cost - effective facility and community based HTS activities and strategies targeting children, adolescents, pregnant and lactating women, with aims to accelerate testing, identification and linkage outputs and outcomes.
      • Offer technical support to field based HTS teams and Linkage Officers on the strategies to employ in execution of their tasks so as to achieve overall project goals and objectives.
      • With the support of the Technical Advisor – HTS, other Project Management team members and respective SCHMT members, continually align implementation of HTS activities to the Revised 2015 HTS and 2016 ART Guidelines.
      • Identify material, technical and staff capacity gaps in supported facilities and recommend appropriate mitigation measures.
      • Offer technical support in the planning and implementation of nationally driven HTS and linkage initiatives such as RRI’s geared towards increasing testing, identification and linkage of PLWHA’s, adolescents and paediatrics.

     

    Objective: All HTS services meet required National Quality Assurance (QA) Standards

    Key Roles & Responsibilities

      • Ensure all testing points and HTS Counsellors have and are fully conversant with the nationally approved algorithms, protocols, SOP’s and job aids for conducting quality testing and effective referrals and linkage services.
      • Conduct regular quality checks during routine field support supervision, identify HTS quality gaps, recommend and pursue appropriate measures to address the gaps.
      • Jointly plan with the TA – HTS and the HTS Supervisors on cross - cutting QA activities to be conducted at the allocated sub – county / facilities e.g. Counsellor Support Supervision and Direct Observed sessions.
      • Mentor HTS Supervisors and Service Providers for quality HTS services provision and targets achievement.
      • Provide technical support to allocated facilities to ensure continuous quality improvement in HTS components.
      • Work closely with the Laboratory Project Officer and the SCMLC to ensure consistent supply of RTK’s and quality assurance in all testing points.
      • Work closely with the Laboratory Officer and SCMLC to coordinate the collection, receipt, conduction and administration of PT panels in the supported sites as well as the ultimate dissemination of the results and the conduction of the corrective actions for those HTS Providers who receive unsatisfactory results.
      • Regularly review HTC Registers and other data / quality management tools to identify HTS quality gaps and address these with the Facility HTC Coordinator or HTC Supervisor.
      • Link closely with the Operations teams to follow through with the procurement of HTS supplies aimed at improving quality of HTS services.
      • Participate in HTS Data Quality Assessment (DQA’s) exercises spearheaded by the SI teams.
      • Participate in the weekly HTC data review meetings as well as review minutes and reports of these meetings for HTC gaps identification and appropriate support.

     

    Objective: To closely monitor HTC Performance to ensure achievement of targets

    Key Roles & Responsibilities

      • Monitor the daily performance of all HTS service providers in testing, identification and linkage and share feedback regularly to the HTSPs with and through the support of the HTS Supervisor and the TA – HTS, and address noted gaps.
      • Identify Linkage gaps and support Linkage Officers to bridge the gaps effectively through targeted tracing of un - linked clients.
      • Work closely with the sub - county SI / M&E focal points to ensure all facilities are provided with their HTS targets and ensure that the HTC performance dash boards are updated on a monthly basis.
      • Work closely with the HTS Supervisors to develop and regularly review Key Performance Indicators (KPI’s) for HTSPs and Linkage Officers.
      • Ensure proper documentation of HTS activities conducted at the site level through adherent use of the recommended MOH and SOC reporting tools.
      • Prepare Monthly Reports covering all key HTS areas as per the recommended HTS Reporting Template.
      • Closely link with sub county SI / M&E focal point to ensure that the necessary monitoring and reporting tools are available, staff capacity on understanding and use of the tools is high and tools are in use.
      • Support facilities in effective documentation, data quality and use of data for decision making.

    Other General / Cross - Cutting Roles & Responsibilities

    • Contribute / participate in the development of the annual, quarterly or monthly costed work plans (CWPs) and regularly / continually refer to it in implementation of program activities.
    • With the support of the TA’s, Deputy Program Manager and Program Manager, link closely with the SCHMT to address HTS issues that may arise / those that require the attention of the SCHMT.
    • Participate in SC or county level meetings and forums on HIV prevention as may be requested by line Manager or other Senior Program Management team member.
    • Support, respect and uphold EGPAFs relationships with sub - grantees and the County Government
    • Ensure compliance with EGPAF policies and regulations as well as those of the MOH.
    • Document innovations, success stories, milestones as well as best practises and lessons learnt for magnification in National and International journals and forums.
    • Any other roles assigned by your supervisor / limn e manager.

    Knowledge, Skills and Abilities:

    • Diploma in Nursing, Clinical Medicine & Surgery, Public health Community health or a Social / health related field. Degree is an added advantage.
    • At last 3 years’ experience in HIV programs targeting identification, linkage and HIV care, treatment and support services. Experience in programs targeting children/ adolescents is an added advantage
    • HIV/AIDS related trainings; specifically in HIV Testing services
    • Experience in managing USG funded programs and reporting requirements
    • Demonstrated understanding of national policies, strategies and guidelines especially for HIV testing and treatment for children and adolescents
    • Proven track record of implementing programs requiring participation of government and community stakeholders
    • Strong interpersonal skills; ability to build partnerships and consensus, within teams and with other stakeholder
    • Good interpersonal, organizational and written / verbal communication skills
