Management Sciences for Health (MSH) is seeking a Human Resources for Health (HRH) Management Senior Advisor for a five-year program, to improve health outcomes for all Kenyans in Baringo and Nakuru Counties. The purpose of the program is to enhance access to and utilization of quality family planning, reproductive, maternal, newborn, child, and adolescent health services in selected counties and sub-counties in Kenya. Afya Uzazi activities will contribute to Kenya’s goals of ending preventable deaths among children and mothers, meeting demand for family planning services, and achieving good nutrition for optimal health of all Kenyans.
The HRH Management Advisor will provide strategic direction and technical oversight for the planning and implementation of interventions and mechanisms required for effective management of HRH systems in the focus Counties and sub-counties. This will include: evidence-based human resource planning; development and management including recruitment, deployment, and retention; and health education and health workforce regulation. The Management Advisor is expected to strengthen human resource directorates in the focus Counties and provide training in HRM to selected staff so they can become effective HR managers. S/he will contribute to HRM program learning and research.
S/he is responsible for achieving required project results through effective project planning and management, technical assistance, administration and oversight, monitoring and evaluation. S/he ensures a comprehensive approach to workforce capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support, in close collaboration with USAID funded HRH Kenya Project.
The ideal candidate will have technical expertise and prior experience in HRH program implementation, and more specifically HRM, and experience networking with Ministry of Health and other key stakeholders. Previous USAID experience is a plus.
