Role description
The ICRC defines Economic Security as the status of an individual, household or community that is able to cover its life and livelihoods obligatory expenditures in a sustainable manner, consistent with its environment, culture and customs. Within its global Economic Security approach in conflict affected countries, the ICRC implements Relief, Livelihood and Rehabilitation Programs in order to improve, restore or maintain food and economic security at household level. To achieve this objective Economic Security uses a combination of different interventions, such as cash and voucher programs, microeconomic initiatives, agricultural and livestock programs, and relief items distributions.
The role of the Regional Economic Security Data and Analysis Specialist is to serve as the focal point and lead service provider for all matters related to data collection, management and analysis and reporting and content management needed for EcoSec assessments and programming in the delegations in the Africa Region. S/he is an expert in quantitative and qualitative data collection and analysis, with particular experience in humanitarian assessments, monitoring, evaluation and learning and strong in data management. S/he is expected to use a client-oriented approach, and coordinate and collaborate with all Departments/Units of the ICRC for cross-cutting projects and/or which their area expertise may be concerned as well as other organizations.
S/he does frequent mission in operational delegations and develops close collaboration with respective EcoSec Coordinators. S/he may also be required to cover other countries on request.
Main responsibilities
- Provides operational support to Delegations as a service as per their request including in assessments, monitoring and evaluation methods and tools, data collection and analysis, beneficiary data management and technical reviews;
- Supports and coaches EcoSec staff to help build their own awareness and capacities in data and analysis;
- Provides surge capacity for information management in emergencies, either at-a-distance or ready to deploy with short notice;
- Serves as focal point for all EcoSec data collection and analysis at the field-level within the Africa Region;
- Contributes to global/regional analysis of key indicators of concern to EcoSec such as macroeconomics, population movement, remittance trends, etc.;
- Maintains library of tools and templates and shares and archives best practices;
- In collaboration with the other members of the Data and Analysis Specialist team, develops and maintains guidance, tools and templates for field users;
- In collaboration with the other members of the Data and Analysis Specialist team and EcoSec Advanced Trainers, provides support to identify appropriate trainings for EcoSec staff;
- Actively participates in, and animates sessions at the annual data and analysis workshop;
- Maintains relationships with key internal and external stakeholders;
- Works closely with other ICRC departments to contribute to multi-disciplinary analysis for the Region;
- Scouts and tests new methods for EcoSec data collection, management and analysis;
- Supports in the elaboration of the Data and Analysis strategy;
- Participate in internal/external workshops and seminars, and EcoSec-related forums
- Promote the principles of the Red Cross and of international humanitarian law;
- As a representative of the ICRC, maintain contact and negotiate with government authorities – civilian and military – in order to carry out the work as effectively as possible.
Desired profile and skills
- Advanced university degree (Master-level or above) in a social science or in a technical domain related to information technology, data science or analysis; First-level degree in combination with 2 years relevant work experience may be considered;
- 5-7 years of practical field and hands-on experience in information management or assessments, monitoring and evaluation of relief and/or livelihood interventions in a humanitarian context, including experience in designing and management assessment and monitoring exercises;
- Solid understanding of assessment, monitoring and evaluation concepts and methods used in humanitarian emergencies, particularly armed conflict and other situations of violence, and humanitarian interventions;
- Knowledge of key indicators used in monitoring humanitarian situations and populations directly and indirectly affected by armed conflict and other situations of violence and humanitarian interventions;
- Demonstrated ability to collect and manipulate data and information from different sources (including primary and secondary) and in different formats and scales;
- Demonstrated experience in designing and overseeing data collection exercises including secondary data reviews and extraction and field surveys;
- Demonstrated ability to produce high quality analytical writing adapted to both technical and non-technical audiences;
- Advanced skills in probability and non-probability sampling;
- Advanced skills in descriptive and inferential statistics;
- Advanced skills in qualitative data analysis;
- Experience using mobile data collection;
- Experience using statistical software packages (e.g. SPSS, SAS, STATA, R, etc.) and qualitative data analysis software such as (e.g. Atlas.ti, NVivio);
- Awareness of latest techniques and technologies used for data analysis;
- Proven experience in conducting trainings for adult audiences at different levels of expertise;
- Experience of work with the Red Cross Red Crescent Movement is an asset;
- Experience in advocacy and policy work is an asset
- Sound understanding of the project cycle, establishing appropriate (SMART) objectives and indicators is required;
- Excellent written and oral communication skills; good presentation skills; ability to represent ICRC in international forum;
- Very good organisational, managerial, planning, reporting skills;
- Excellent command of English and French, another language (Arabic, Russian or Spanish) is desired;
- Advanced skills in word processing and spreadsheet software;
- Strongly motivated by humanitarian work;
- Ready to work in difficult contexts and spend time in the field, or to manage programs without direct access to the affected population;
- Possessing good capacity to analyse and summarise complex situations;
- Excellent ability to work under pressure in a potentially dangerous environment;
- Strong capacities to coach staff members;
- Ability to take relevant decisions within a given framework;
- Open-minded and adaptable, empathic and diplomatic;
- Readiness and capacity to work in a multidisciplinary team involving other sectors linked to the economic security, and collaborating with Red Cross and Red Crescent movement' members.
Our operational and field constraints
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up pior the departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (minimum 12 months each) or total of 24 months
