    Translation of a CSO Guide on Engaging with (ACERWC)

    Background

    The African Human Rights system has undergone a number of significant changes since the publication of the second edition of the Guide in 2010. The membership of the African Committee of Experts on the Rights and Welfare of the Child has experienced several changes in membership, with the ending of the tenure of members who served their term of office. The Committee has developed General Comments, issued findings in response to communications received, and strengthened its partnership with civil society through the African Children's Charter Project (ACCP). At the broader AU level, the Human Rights Strategy for Africa, the African Governance architecture, the AU Agenda 2063 and the declaration of 2016 as the Year of Human Rights in Africa are amongst the significant developments which have had an impact on the work of the ACERWC. These changes have necessitated a revision of this Guide into the 3rd edition which was published in 2016. Save The Children International thus engaged the author to update the 2nd edition with these and other new developments in the Committee's work as well as in relation to the advancement of children's rights in Africa. The 3rd edition is currently available only in the English version, and will need to be translated into French for purposes of use within the French-speaking countries in the Continent.

    With this Terms of Reference, Save the Children Regional and Multi-Country Programming Unit is sourcing for Translation services of the Guide (Fully Titled: Advancing Children's Rights: A Civil Society Guide on How to Engage with the African Committee on the Rights and Welfare of the Child)

    Outcome

    Final French Version of the Guide (Fully Titled: Advancing Children's Rights: A Civil Society Guide on How to engage with the African Committee on the Rights and Welfare of the Child)

    Methodology & Expected Standard

    • All text, including text contained in figures, boxes, captions, sources and covers requires translation and proofreading into French;
    • The translator will ensure French language excellence and proofreading, including excellent French vocabulary, syntax, expression and grammar as well as all relevant terminology;
    • The translator is expected to perform terminology research to ensure accuracy and appropriateness of translation.
    • The translator is also responsible for ensuring quality and accuracy of the entire document before submitting it back to the Save the Children Programme Manager in charge of the project.
    • The translator should maintain the overall context into which the document is originally written. This means, the original intended contextual meaning of the sentences/phrases should not be altered or changed into something else;
    • The translator will have to use the original word document and only replace text in it since it will make it easier for layout;
    • The translator will submit to save the Children the first version of the translated document, where upon receipt of this document, Save the Children will make comments and communicate back to the translator any necessary feedback for amendments;
    • The translator will work on the comments; proof read the translated document before the final French translated version is submitted to Save the Children;
    • The translator will develop and share with Save the Children her or his work plan detailing the workflow, timelines and milestones;

    The translator is obligated to work within the required deadlines and be available to Save the Children for comments and corrections.

     

    Consultant profile

    • Minimum of 5 years' experience in English/French translation.
    • Demonstrated knowledge in translating professional documents into working language of the African Union
    • Outstanding translation and editing skills in French and English
    • Experience in translating issues related to Child Rights and or Human Rights in the region
    • Samples of previous work will be requested
    • Demonstrate effective organizational skills and ability to handle work in an efficient and timely manner
    • Fully proficient in computer skills.
    • Qualifications and experience in International Human Rights Law and Child Rights

    Remuneration

    The consultancy will be paid according to SCI scales for regional/ international consultants.

    A cover letter introducing the consultant and how the skills and competencies above are met, with concrete examples as appropriate.
    An expression of interest including interpretation of the TOR, proposed methodology, time schedule and work plan for carrying out the consultancy.
    A CV detailing relevant skills and experience, including 3 contactable referees
    Reasonable budget breakdown and cost consideration commensurate to expected deliverables.
