    Senior Technical Advisor for Resilience, East Africa

    Job Description

    SCOPE OF RESPONSIBILITIES

    • Provide technical assistance for resilience in the East Africa region and to the global Ag/L team when requested.
    • Promote the application of Agency Program Quality standards for resilience in the programs in the region.
    • Participate in project reviews and support proposal development, acquisition of funding and monitoring and evaluation.
    • Actively explore cross-sectoral linkages between Ag/L programming and microfinance, conflict resolution, nutrition and agriculture.
    • Work with A&L and HRD to develop a resilience framework which considers donor approaches (USAID and DfID in particular), SenseMaker and CRS IHD framework.
    • Liaise closely with STAs for Climate Change, Food Security, Water and Senior Policy Advisor for Food Security and Climate Change to ensure coherency and complementarity and resilience approaches.

    Specific Responsibilities

    KEY WORKING RELATIONSHIPS

    INTERNAL: EARO - Regional Director, DRD-PQ, Regional TAs, Country Representatives, Heads of Programs, Chiefs of Party, Program Managers. CRS HQ - Director Program Impact & Quality Assurance, Director Agricultural Livelihoods, Senior Technical Advisors.

    EXTERNAL: USAID (OFDA, FTF, FFP), World Bank, Rockefeller Foundation, AGRA, BMGF, CGIAR members (International Agriculture Research Centers), IGAD, FAO, regional government institutions, local universities, and other international research institutions.

    Qualifications

    • Master's degree and/or Ph.D. in related field
    • Minimum 10 years of experience in international development either as a technical advisor or program manager/director, preferably in Africa.
    • Experience in program design/management, program quality and performance assessment as part of ongoing efforts to improve aid effectiveness.
    • Experience in community participation in development projects. Experience with adult learning methods and tools.
    • Experience in the design, management and implementation of policy oriented assessments and research.
    • Interest and capacity to learn about new areas.
    • Developed monitoring, evaluation, accountability and learning skills.
    • Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality policy materials and advice for development implementation.
    • High level English oral and written communication skills, including representation and liaison skills.
    • Excellent communication, interpersonal, networking and negotiation skills, including in a cross-cultural context as a team player.
    • Experience collaborating with local NGOs preferred.
    • Excellent coordination and facilitation skills.
    • Willingness to travel up to 50% of the time.
