    INSO KENYA MONITORING project:

    INSO Monitoring is a new ‘INSO-lite’ concept intended to support humanitarian preparedness and response in Medium Risk contexts like Kenya. The service will activate on March 2018.

    While operating with the same rigorous quality standards of a regular INSO mission, INSO Monitoring will offer a pared down service menu initially limited to:

    • Flash alerts and reports on all conflict and criminal incidents affecting our NGO community and on major conflict incidents and serious armed crime. We will no longer report routine crime or tribal violence unless it involves an NGO.
    • A monthly analytical report including data trends and mapping.

    As with all INSO services, INSO Monitoring is only available to non-profit humanitarian & development NGOs (local and international) working to assist the people of Kenya.

    Job Summary:

    The Chief Monitoring Officer (CMO) is the head of office for INSO Monitoring in Kenya. (S)he oversees all aspects of project management, ensuring that INSO provides the best support possible to NGOs. (S)he provides leadership, coordination, representation, supervision and management in relation to all staff and services.

    The CMO shall be an experienced and emotionally mature individual with advanced understanding of humanitarian operations at leadership level. (S)he must possess solid program and human resource management skills and will be a natural and confident communicator, consensus-builder and networker. Successful candidates will combine keen intellect and analytical skills with pragmatism, patience, proficiency in spoken and written English, and a good sense of humour. They will enjoy the challenge of translating strategic concepts in to workable practices in difficult environments.

    Ideal candidates will come from an NGO/humanitarian background (senior management and programs), with deep knowledge and experience on the Kenya context.

    Reports to:

    INSO Section Director, Section 2 (Kenya, Somalia, South Sudan, Lake Chad Basin)

    Location:

    Nairobi, with occasional trips within Kenya and to INSO HQ.

    Major Responsibilities:

    • Program management, including annual funding strategy, budget management, and contractual compliance.
    • Compliance with INSO’s global policy in operational and administrative areas.
    • Coordination of all staff and resources in the delivery of INSO services, including information and analysis products, high-level engagement, briefings, and emergency support as needed.
    • Staff management, including (but not limited to) recruitment, mentoring and professional development of INSO staff.
    • Ensuring quality, relevance, and value of INSO’s services, making changes when necessary.
    • Building and maintaining a strong network of relevant contacts.

    Mandatory Requirements:**

    • Kenyan national.
    • Fluency in English both written and spoken.
    • Proven writing, editing, and analytical skills and the keenest eye for detail. *Please note that during the course of the recruitment process, o**ne relevant and substantive writing sample in English that demonstrates your analytical and report writing abilities (10 pages maximum) will be required.*
    • Demonstrable and significant operational NGO safety experience.
    • Personal and professional resilience in a fast moving, high output, quality-driven programme.
    • Experience in the humanitarian, and/or risk management and/or humanitarian access sectors.
    • Well-developed personal, organisational and team management skills and standards.
    • Demonstrable understanding of humanitarian safety practices and principles.
    • Commitment to humanitarian principles and values.
    • Graduate level education in a relevant field or equivalent work experience.
    • Minimum 8-years relevant work experience in East Africa.

    Preferred Characteristics:

    • Relevant (recent) experience working in Somalia - ideally in an NGO safety management role or equivalent - and demonstrable understanding of the context.
    • Prior experience in an inter-agency role.
    • Employment history that reflects experience in both security and civilian fields.
    • Experience in staff capacity development and training.
    • Experience with NGO safety & security and project management, including donor relations.
    • Existing information networks and/or local language skills.
    • Minimum 2 years spent in insecure/conflict-affected environments with progressive seniority.

    Terms & Conditions:

    12-month contract with expected start date of 01 April 2018; 500,000 KES per month gross salary; *2**4 working days annual leave per annum,* *medical coverage for the employee and up to 4 dependents.*
