    Technical Advisor - Adult Hiv & Tb Treatment

    Overall Job Function

    Reporting to the Program Director, the technical advisor, adult HIV/TB treatment is a key member of the technical team in the region. S/he will be responsible for providing technical support in the implementation of clinical care in Adult HIV prevention, care and treatment activities. This will be in coordination with the Ministry of Health and CHS county staff specifically in Adult HIV care, under the SHINDA Project.

    Key Responsibilities

    • Providing technical support in development and implementation of work plans
    • Providing technical support in design and implementation of Adult HIV & TB programs
    • Providing technical support at national, regional and facility level and for the establishment and strengthening of TB/HIV activities at all CHS-supported facilities in coordination with the National Tuberculosis, Leprosy, and Lung Diseases Program (NTLDP),the National AIDS and STI Control Program (NASCOP), County Departments of Health and the Ministry of Health and capacity of health workers
    • Providing technical support to a team of implementing officers in the region and to MoH staff including training and mentorship
    • Development of job aids, tools and materials as needed including CMEs for use at facility level to support health care workers to provide HIV & TB treatment services
    • Build capacity of county teams to prioritise and provide Adult HIV & TB services
    • Strengthening referral linkages between TB Clinic and Comprehensive care clinics at CHS-supported facilities
    • Strengthening implementation of TB infection control at CHS-supported facilities
    • Strengthening implementation of IPT use at CHS-supported facilities
    • Strengthening implementation of surveillance and management of drug-resistant TB infection control at CHS-supported facilities
    • Provides technical support in the plans, budgets and report for the Adult health activities in the program
    • Take part in drafting CHS quarterly and annual reports and other written materials such as lessons learned, case studies and other materials as require
    • Assisting in program monitoring and evaluation and use of data to inform program planning and continuous improvement as well as research as required
    • Participate in TWGs and relevant meeting to strengthen and report on Adult HIV and TB-related activities and targets
    • Liaising with Ministry of Health officials and other stakeholders in the implementation of the program in line with Ministry of Health guidelines and priorities
    • Represent CHS in various forums including Adult HIV and TB technical working groups and report on the same

    Person specifications

    • Bachelor of Medicine and Surgery (MBChB) with Masters in Medicine or Public Health
    • Minimum of five years working experience in development programs with significant technical assistance experience in public health programs; HIV/AIDS program experience preferred
    • Working experience in donor funded public health program is an added advantage
    • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection
    • Ability to work well with others and to develop and maintain relationships with project staff, donors, sub-contractors and other partners
    • Ability to identify problems, design interventions and oversee their implementation
    • Must demonstrate excellent oral and written communication skills in both English and Kiswahili.

    Data Management Officer- ICT

    Overall Job Function

    Reporting to the data manager, the Data Management officer-ICT will be supporting data management and information technology activities within the project and in health facilities. The position is also expected to provide support to the ongoing roll out of the electronic medical records and other e-platforms in support of the program in the CHS-supported facilities.

    Key Responsibilities

    • Conduct Initial work of populating the project information system with project information and data.
    • Perform data quality control functions to ensure integrity and quality of data that is posted on the project database
    • Support the roll out of IQ Care EMR; patient level databases within the supported facilities
    • Overseeing the process of configuration of the information technology equipment for both program staff and supported facilities
    • Take proactive actions to ensure the smooth running of the network at both the program and health facilities. Troubleshoot, take corrective actions and resolve network issues. Monitor and maintain network switches. Perform network cabling extensions and drop installations including terminations.
    • Carrying out repairs and maintenance of ICT equipment within the project
    • Verifying, validating and certifying of ICT equipment
    • Administration of desktops and servers including backup systems and database upload management processes.
    • Provide Information Management services to support monitoring activities within CHs; in areas of information flows, dissemination, processing, analysis, and dissemination.
    • Preparing, deploying and maintaining mobile devices for data collection by ensuring the devices are deployed with required apps, optimized for maximum performance and meets the recommended specifications and security standards
    • Support program teams in different program areas to oversee data collection process and access to EMR platform backend for data retrieval.

    Person Specification

    • Degree in Information Technology or a related field.
    • Minimum of 3 years of relevant experience working in a busy IT related environment
    • Strong Data base management and Information Technology skills
    • General knowledge on database applications and practices (SQL).
    • Knowledge and experience in network CATS, 6 cabling and termination.
    • Good knowledge and experience of programming languages (PHP, HTML, JAVA, C++).
    • Good knowledge of desktop and business applications (MS Office, MS Dynamics).

    Technical Officer HIV Treatment & PMTCT

    Overall Job Function

    Reporting to the senior program officer, the technical officer HIV treatment/PMTCT is a key member of CHS program staff involved in the planning and execution of HIV Prevention, Care and Treatment services. The Program Officer is responsible for on-site mentoring and implementation of Prevention, Care and Treatment activities.

    Key Responsibilities

    • Provide technical advice and support to health workers (doctors, clinical officers, nurses, counsellors, laboratory and pharmacy staff) in all aspects of planning and implementation of HIV services (care and treatment, TB/HIV, and PMTCT) to ensure that patients receive the full complement of prevention, treatment and care in accordance to GoK/MoH and other applicable standards
    • Build the skills and knowledge of targeted clinical staff on HIV/AIDS prevention, care and treatment, and PMTCT through thematic trainings (off-site & on the job), mentorship, case reviews, CMEs
    • To provide on-going supervision of CHS-supported HIV prevention, care and treatment activities in assigned sites including scheduled joint supportive supervision with County and Sub-County level MoH staff
    • To assist in program monitoring and evaluation with reporting through national HMIS tools and other tools in use by CHS and its funding partners
    • Routinely monitor program quality through QI approaches as well as elements of operations research including identification and documentation of ‘best practices’ to ensure high quality HIV/AIDS service provision
    • Oversee follow-up care of PMTCT clients and HIV exposed infants in CHS supported facilities
    • Timely preparation and submission of activity budgets, work plans, reports and other technical papers

    Person Specification

    • A Bachelor’s degree in Clinical medicine, Nursing health systems management, Public health or other health related course
    • A diploma/high national diploma in clinical medicine and surgery or nursing from a recognized institution
    • Training in HIV/AIDS, TB comprehensive care and support
    • Trainer of trainers in HIV management
    • Advanced training in antiretroviral management is an added advantage
    • Good knowledge of practical delivery of HIV/AIDS clinical care and ART including patient centred management and family support

    Technical Officer Identification and Longitudinal Care

    Overall Job Function

    Reporting to the Senior Program Officer, the Technical Officer Identification and longitudinal care will strengthen the implementation of HIV testing services (HTS), linkage, adherence and retention in CHS-supported health facilities in collaboration with county, Sub-County and hospital management teams at the facilities.

    Key Responsibilities

    • To oversee the planning and implementation of HIV Testing and Counselling strategies at selected CHS -supported facilities
    • Overseeing planning, initiation and implementation of the CHS Adherence Psychosocial Support minimum package at CHS supported facilities
    • To ensure the rapid scale up of assisted partner notification services (aPNS) in the CHS-supported facilities
    • To set systems that ensure optimization of HIV testing services through Provider-initiated HIV Testing and Counselling at all service points (in-patient, outpatient and clinics) at selected facilities.
    • To set systems and oversee the longitudinal follow up of persons diagnosed with HIV; from identification, linkage to treatment, adherence and retention on antiretroviral therapy
    • To provide training, mentorship and supervision of HIV Testing services to the HTS providers at the selected facilities
    • To oversee the planning and implementation of Quality assurance for HIV testing services
    • Supporting planning, implementation and evaluation of defaulter identification and tracking systems at supported health facilities
    • To implement strategies for referrals and linkages of newly diagnosed HIV infected clients between HTS points and the HIV clinics (CCC), at selected health facilities
    • To implement internal and external quality assurance measures for HIV testing services, at selected health facilities
    • Providing technical assistance in psychosocial activities targeting health care workers living with HIV

    Person Specification

    • Degree in Social Sciences, or nursing, clinical medicine, public health or health-related field equivalent
    • At least three years’ experience in implementing a HIV program, especially HIV testing services and adherence/retention

    • Proficiency in Microsoft Office packages for report writing and presentation

    Technical Advisor - Paediatric/adolescent HIV Management & PMTCT

    Overall Job Function

    Reporting to the Program Director, this role is responsible for providing technical support in the implementation of clinical care in paediatric HIV prevention, care and treatment activities in coordination with the Ministry of Health (MoH) and CHS staff, especially in adolescent and paediatric HIV care including care for HIV exposed infants and paediatric TB, under the SHINDA Project.

    Key Responsibilities

    • Providing technical support in development and implementation of work plans
    • Providing technical support in design and implementation of paediatric and adolescent HIV programs
    • Provide on-going technical support and supervision for the PMTCT program
    • Oversee the training of program staff and MOH health care workers at CHS-supported facilities on national PMTCT guidelines and protocols.
    • Providing technical support to a team of implementing officers in CHS and to MOH staff including training and mentorship
    • Capacity building of clinical team on paediatric matters through CMEs, mentorship and dissemination of new knowledge
    • Liaising with Ministry of Health officials and other stakeholders in the implementation of the program in line with Ministry of Health guidelines and priorities

    Person Specification

    • Working experience in donor funded public health program is an added advantage
