    Programme Advisor, Judicial Affairs

    Background Information - Job-specific

    The Somalia Security and Justice Programme is a DFID funded programme which objectives are aligned to provide technical support to the police and the justice system in Somalia.

    Under the supervision of the Senior Programme Manager, the Project Advisor, Judicial Affairs will contribute to the delivery of results towards the justice objectives of the Programme, contributing to develop and implement justice programmes, contributing to research and knowledge management and coordinating relevant stakeholders.

    Functional Responsibilities

    Stakeholder Management:

    • Participate in the development and implementation of the SSJP strategies and programmes related to e development/reform of the justice and legal systems.
    • Contribute to the management of SSJP justice projects, providing technical advice to Implementing Partners and contributing to implement the overall SSJP Programme. (Provide expert advice on justice areas).
    • Plan, coordinate and supervise all activities in assigned area; ensure an integrated and harmonized approach within the programmes, the government and other stakeholders.
    • Contribute to the learning agenda regarding the Justice approach of SSJP.
    • Participate in research reports and the preparation of written outputs; perform extensive legal research and analysis on highly complex or novel legal issues/questions and prepare reports, studies, briefs, reports, and other written material; participate in legislative reviews and prepare commentaries.
    • Coordinate/perform programmatic and administrative tasks necessary for the functioning of the SSJP, including contributing to the preparation of budgets, reporting on performance and results.
    • Perform other related duties as required.

    Delivery and Performance:

    • Develop and maintain project plans
    • Implement approved project plans (including the establishment of milestones) within tolerances set by the project board
    • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
    • Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
    • Liaise with any external suppliers or account managers
    • Identify and manage risks so that maximum benefit to client and stakeholders is achieved
    • Monitor and evaluate performance of Implementing Partners

    Knowledge Management:

    • Act as a SSJP focal point for community of practices and for the Informal Somalia Justice Network (ISJN) .
    • Actively participate in the implementation of the PDIA and learning agenda of SSJP.

    i. The project management processes are designed to deliver maximum accountability, transparency and results. If a project or processes is not in line with this, it is the responsibility of the PM to raise the issue to a supervisor

    General:

    Ensure that the project(s) produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Programme advisor is also responsible for the programme producing a result capable of achieving the benefits defined in the Business Case. Contribute to the overall business targets and needs.

    Education

    • Masters degree in International Law, criminal law, International Relations, Political/Security/Development Studies or other relevant discipline is required.
    • Bachelors degree with a combination of 2 additional years of relevant professional experience in International Law, International Relations, Political/Security/Development Studies, or other relevant discipline may be accepted in lieu of the Masters degree.

    Experience

    • A minimum of 7 years of experience in security sector and/or justice reform or related field is required.
    • Experience working in a conflict or post-conflict environment is required.
    • Experience working in Somalia is required.
    • Some experience in UN system organizations preferably in a conflict or post-conflict country is desirable.

    Certifications

    • PRINCE2® Foundation desired.

    Languages

    • Full working knowledge of English is essential.
    • Knowledge of Somali or Arabic is an asset
