    Associate Director - Measurements, Learning and Accountability (MLA)

    Job Description

    This position will support the measurement and learning needs of Palladium’s Data, Informatics and Analytical Solutions practice. Specifically, the position will support County Measurement, Learning and Accountability (CMLAP) project. The goal of the CMLAP project is to improve leadership and governance, health information systems (HIS) and the monitoring and evaluation (M&E) of health, accountability systems and use of data for decision making in nine counties in Kenya; Turkana, Uasin Gishu, Trans-Nzoia, Samburu, Nakuru, Baringo, Narok, Kitui and Kiambu counties.

    The MLA Advisor, must have applied skills in designing and implementing performance measurement, learning and accountability activities, strong data analysis background especially in analysing large and complex datasets. S/he must have a firm command of outcome monitoring and evaluation issues related to health systems strengthening that includes health informatics, an d human and institutional capacity strengthening. The MLA Advisor must have demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by Activity. The MLA advisor must demonstrate knowledge in HIV and AIDS and PEPFAR indicator tracking with a focus on the 90:90:90 cascade. Additionally, s/he must have strong writing and organizational skills for reporting on health systems strengthening outcomes.

    Key responsibilities

    • Support counties to develop and implement measurement, learning and accountability frameworks
    • Facilitate counties to develop and implement Collaborating Learning and Adapting (CLA) plans
    • Lead data demand, analytics, and use activities at county level
    • Lead the design and implementation of capacity building strategies, providing training, and other technical assistance as requested by the counties
    • Lead outcomes measurement and impact analyses, and development of county dashboards for promoting data demand and use
    • Provide technical leadership in reporting and analysis of the HIV PEPFAR indicators
    • Develop innovative approaches to visualize data in ways that meet the information needs of targeted data users within a health system as well as for other government ministries.
    • Design and implement training workshops, manage ongoing technical assistance, coaching and mentoring,
    • Support counties to develop and implement DQA protocols for improving data quality for all the data systems supported by the project.
    • Support the Senior Capacity building specialist to identify Informatics, Communication and Technology (ICT) training needs.
    • Support the data systems specialist to strengthen integration and interoperability of the various data systems supported by the project
    • Lead baseline assessment design and execution, dissemination of findings and development of county action plans
    • Support the project in the development of quarterly and annual progress reports.

    Requirement

    • Post graduate degree in public health, epidemiology, biostatistics, health research, health monitoring and evaluation, data science or related field
    • At least 10 years professional experience in monitoring, evaluation and research of USAID funded public health programs, especially in activities leading to effective management of health information systems at county and sub-county levels
    • Experience working with health information systems such as the District Health Information System-2 (DHIS-2), Design and Analysis Toolkit for Inventory and Monitoring (DATIM), Child Protection Management Information System (CPMIS) or other health sector software platforms
    • Experience strengthening HIS governance structures and using data for accountability
    • Experience strengthening the demand for data and facilitating the use of information in the decision-making process
    • Demonstrated skills in capacity building through technical assistance and coaching
    • Demonstrated skills in analysing, interpreting and communicating information to a variety of stakeholders.
    • Applicants should describe experience developing briefs to communicate different types of data to different groups of stakeholders
    • Willingness to travel locally across the nine counties.
