    Horn of Africa Representative

    Location: Nairobi, Kenya (40%), Hargeisa, Somaliland (40%) or Addis-Ababa or Jigjiga, Ethiopia (20%)

    Responsible to: Regional/International Director

    Starting date: Late April or 2nd May August 2019

    Duration: One year with a possibility of extension.

    Working hours: Full time (40 hours per week)

    Global Peace and Prosperity Initiative (GLOPPI) is a right based international organization operating in the Horn and Eastern Africa specially Kenya, Somaliland and Somalia. GLOPPI envisions a peaceful and prosperous world where human/minority rights respected and fully enjoyed. In collaboration with others, GLOPPI strives to transform peoples’ lives by eliminating poverty, violent conflicts and poor governance to bring about a lasting peace and prosperity to the world’s most vulnerable, marginalized, excluded and the poorest communities especially women, children, youth, minority and endogenous groups through innovative, high impact and relevant programmes and projects in the areas of good governance, livelihoods, food security, entrepreneurship, value addition, resilience, access to social services, human rights, gender and social inclusion, emergencies and protection.     This is an exciting position for those individuals who are interested to make a difference and to demonstrate their leadership in organizational growth and development. Therefore, GLOPPI would like to receive applications for this interesting and exiting position from qualified and experienced candidates.

    MAIN DUTIES AND RESPONSIBILITIES

    • Strategic Direction, Leadership and Representation
      • Provide overall strategic direction and leadership by developing participatory country strategic papers (CSPs) for the coming 3-5 years.
      • Ensure the Country Strategic papers are in line regional and global aims and objectives.
      • Ensure that programmes and projects fit into the overall country strategy and thematic areas
      • Contribute to the development of policies and strategies on key issues to influence a range of stakeholders.
      • Represent GLOPPI in key forums and coordination meetings and ensure that GLOPPI joins the key forums and NGO consortium in all the target countries.
    • Program Development and Planning
      • Lead the development and expansion of the GLOPPI programmes especially livelihoods/ food security, protection, human rights, peace building projects and other projects etc .
      • Support the partners to develop assessment tools and to conduct periodic quality assessments and researches,
      • In coordination and consultation with the partners and the GLOPPI team, take the lead in the development of quality winning concept notes, letter of inquiries (LOI) and proposals and in the development of new projects and initiatives.
      • Support the partners in the process of development of annual, quarterly programme plans and establish communication channels with the field.
      • Conduct periodic desk reviews on literature of the programme sectors and compile the latest reports and publications on the same and use it in the improvement or development of programs.
      • Generate new creative and innovative project/program ideas and develop new programs.
      • Work with programme teams, partners and target communities to produce action plans as per the country strategy, within agreed time frames.
      • Contribute to regional and GLOPPI global policy/strategy development based on the experience of the country programme.
      • Maintain an overview and analysis of humanitarian situations in Somalia and the Horn of Africa and ensure appropriate response plans for the country.
      • Provide direction to ensure the effectiveness, quality and positive impact of the programmes on the communities.
      • Maintain effective communications within the programme and within the country teams and partners.
      • Initiate Ethiopia country programme
    • Program Management, implementation and monitoring (M&E)
      • Lead the development of M&E systems or frameworks and ensure its use.
      • Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis based on monitoring and evaluation activities and adapt program strategy and implementation accordingly.
      • Ensure effective and high quality reporting, monitoring and evaluation systems for both internal and external use capturing best practice to support program decision-making.
      • Support the partners and GLOPPI team to timely implement all projects and to achieve project/program objectives.
      • Pay periodic visits to the target areas to monitor the programme and provide managerial support to the team to make effective decisions.
      • Ensure adequate evaluation of the impact of the programmes and measurement of change as a result of the programmes
      • Ensure transparency and accountability in all programmes and follow humanitarian accountability principles and standards.
      • Ensure gender and protection are mainstreamed in all programmes.

    FUNDRAISING, AND NETWORKING

    • Ensure the collection of funding information and identification of potential donors and funding organizations.
    • Compile and maintain a database of local and international donors and ensure that the donor database is regularly updated
    • Ensure the fundraising focal point to consistently monitor donors’ websites and new calls for proposals
    • Inform the partners and the staff about suitable calls for proposals in relation to ongoing activities of the organization and its set goals and plan with the team and partner to submit applications.
    • In coordination with the partners, take the lead in the development of fundraising strategy
    • Build and cultivate donor relations in the designated countries. Build new working relationships with donors and other NGOs by attending relevant conferences and workshops
    • In collaboration with the senior staff and partner staff, develop winning concept notes, proposals and programmes in order to secure more funding
    • Effectively coordinate with other partners and stakeholders by attending relevant coordination meetings and cluster coordination meetings with the government and other agencies.
    • Maintain a database of successfully funded projects in the region and derive a list of potential partners that could be contacted for future collaborations (if opportunity arises),
    • Attend conferences, donor meetings, seminars and workshops and establish relationships with people and build long term working partnerships.
    • Take the lead in initiating new consortium with other NGOs to collectively raise funds.

    5. DONOR REPORTING AND COMPLIANCE

    • Oversee the operations of the country program and ensure that reporting and donor regulations and local laws as well as organizational policies are strictly complied.
    • Report regularly to regional director, providing timely updates of the country programme and new contextual development

    6. FINANCIAL SYSTEMS DEVELOPMENT AND MANAGEMENT

    In collaboration with the finance manager, ensure that financial policy is comprehensively developed, reviewed, updated and approved for the country programme.

    Ensure that the financial system is effectively functioning and authorization levels are appropriate to the structure of the country programme.

    Ensure financial, procurement and budgetary guidelines and controls are in place.

    Ensure that all supporting documents are in place before authorization.

    Oversee and approve the bank reconciliation reports

    Ensure financial reports are produced timely and in accordance with GLOPPI policy and procedures and donor requirements.

    Ensure effective grant management as per the GLOPPI policy and performance targets.

    Ensure that effective financial systems is in place in line with donor regulations/requirements

    Ensure timely request for transfer of funds from the donors through established procedures.

    Ensure that no expectations are raised in the field for which budget is unavailable.

    Assure that all assets are well registered, maintained, and filed in line with donor regulation.

    7. HUMAN RESOURCE MANAGEMENT

    Ensure that human resource policy is developed, updated and adapted to local contexts and labour laws in Kenya, Somaliland and Somalia.

    Ensure the full implementation of GLOPPI’s HR Policy and Code of Conduct

    Ensure the recruitment, selection and retention of qualified program field staff, and ensure that the staff are humanely and fairly treated.

    Ensure performance management policy in implemented and that all staff have annual performance objectives and that the performance is periodically reviewed and documented.

    Recommend promotions, disciplinary action and termination of staff contracts in consultation with line-managers

    Ensure that the capacity of staff is developed through appropriate means (training, coaching and mentoring etc)

    Maintain open lines of communications within the country programmes and ensure that staff issues are timely addressed.

    8. SECURITY MANAGEMENT

    Develop and review GLOPPI security plans and ensure that it is regularly updated. Develop evacuation plans and procedures are in place.

    Be the focal point for all security matters and ensure that staff operates in acceptable level of security in the field locations and offices.

    Maintain an overview of the security situations, and how these may impact the programme work.

    OTHER DUTIES

    Carry out other duties as directed by the Line Manager

    PERSON SPECIFICATION (QUALIFICATION, COMPETENCIES AND EXPERIENCE)

    • A degree in Leadership, Management, Social Science, or livelihoods/food security, law, international relations/studies, conflict management, poverty reduction, development studies, or a relevant degree. Masters degree is preferred.
    • Proven track record of working with INGOs in East and Horn of Africa countries in emergency and development contexts.
    • 5-10 years experience working in a senior position in international NGOs, UN-agencies and other relevant institutions, two of which as a Country Representative/ Director.
    • At least 5 years experience in managing national and international staff
    • Strong financial management skills required.
    • Strong analytical and should possess excellent communication skills, good ethics and be creative.
    • Excellent writing and research skills
    • Ability to develop concise concept notes, proposals and reports.
    • A proven track record of fundraising and at least three experience in successful fundraising.
    • Knowledge and experience of fundraising from and dealing with EC/EU, ECHO, USAID/OFDA, UN and DFID etc.
    • Excellent understanding of donor environments.
    • Experience in working with pastoralist communities and in participatory approaches and management as well as gender-mainstreaming.
    • Organizational and planning skills and ability to prioritize work to achieve results.
    • Proficient in Microsoft computer applications (Word, Excel, etc.).
    • Dedicated and committed to poverty reduction and conflict management as well as GLOPPI values.
    • Must be Kenyan or a citizen of Horn of Africa countries or a resident in Kenya having the work permit.
    • Fluency in English required. Knowledge of other East and Horn of Africa languages preferred
    • Should be passionate, committed, curious, honest and reliable.
    • Have a positive attitude and an optimistic approach to life.
    • Must possess highly developed social skills and/or outgoing personality and must have the ability to easily establish relationships with people from diverse backgrounds and cultures.
