    Emergency Response Coordinator

    Role Purpose:

    The Emergency Response Coordinator will lead the emergency response team in Lodwar while they undertake a comprehensive assessment and will be responsible for the development of the emergency response programme. The post holder is responsible for identifying needs and resources and elaborating programme recommendations for the humanitarian response in line with Save the Children national and global priorities.

    Key Areas of Accountability

    • Assume the overall management of the humanitarian response in the field office.
    • Ensure rapid emergency assessments are undertaken and draw up a strategy for emergency intervention.
    • To recommend on the content and staffing for part of the emergency response, and for defining and requesting the support needed from the regional office/ Emergencies
    • Section in London/ Save the Children Alliance.
    • Ensure that programme objectives and activities are agreed within the context of Save the Children values, aims and objectives.
    • Evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    • When requested act as representative for Save the Children’s emergency response to local authorities, donors and members of the humanitarian community.
    • Produce high quality, analytical reports and supply regular situation reports (sitreps).
    • Monitor the implementation of grant budgets, ensuring any corrective actions are taken.
    • Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.
    • Ensure optimal security management procedures and practices are in place for the emergency response programme for which they are responsible and continually monitor the security situation, adapting staff safety procedures accordingly.
    • Comply with all relevant Save the Children policies and procedures with respect to child rights and protection, health and safety, equal opportunities and other relevant policies.
    • Make clear recommendations regarding proposed programme content, staffing, management and administration arrangements and budget with clear indications of funding and technical support sources.
    • Prepare preliminary recommendations regarding programme intervention.

    QUALIFICATIONS AND EXPERIENCE

    Essential

    • Substantial experience working with an international non-governmental organization within an emergency environment.
    • First degree in Social Sciences or related field.
    • At least five years’ experience working with INGOs in humanitarian emergency context, experience working in remote insecure environments is a plus.
    • Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
    • Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
    • Solid experience in grant management, including budget holding and donor reporting.
    • Substantial previous experience in security management.
    • Ability to produce high quality reports.
    • Representational, political awareness and advocacy skills.
    • Ability to work with limited support from line manager.
    • Fluency in written and spoken English, Swahili languages and computer literate.
    • Commitment to and understanding of Save the Children’s aims, values and principles.

    Desirable

    • Experience of first phase emergency response operations
    • Experience working in Northern Kenya/Horn of Africa
