    Consultancy to Develop a Strategy to Enhance 2019 Census Credibility

    Hiring Office: UNFPA Kenya Country Office

    Purpose of consultancy:

    To develop Strategy on how quality assurance mechanisms, pertaining to maps production, enumeration, and data processing will be achieved so as enhance the 2019 credibility.

    Scope of work

    Description of services, activities or outputs:

    • Familiarize and make adequate reference to the United Nations Principles and Recommendations for census undertaking, especially for the 2020 round of censuses.
    • Review the 2009 Census processes and identify all encountered loopholes that need to be sealed.
    • Consult widely with key 2019 KPHC stakeholders with a view to identify gaps in the census process and advice on how best to address the same.
    • Provide guidance on how to make leaders, whether political or administrative, accept and feel part of the census process.
    • Provide guidance on how to curb/ minimize falsification of data, either by enumerator or the respondent during and after enumeration
    • Work with KNBS ICT team and provide technical guidance on how to address technologically related issues, e.g. possibility, if any, of hacking into the data system, security of the collected data during transfer to the central server, security of the IT gadgets, security of data in the IT gadget in case of lost
    • Provide guidance on how to collect credible census data in light of the prevailing insecurity in various parts of the country
    • Provide guidance on how to assure Kenyans that data collected using mobile devices will be reliable and that the data collected will not be tempered with
    • Develop Q&A as reference short booklet

    Duration and working schedule:

    The assignment is for 25 working days, spread over a period of two months (July –August 2019). The consultants will be guided by the working schedule that is outlined below with tentative number of days allocated for each activity and the tentative delivery days.

    Develop inception report including tools - 3 days

    Conduct data collection and analysis - 9 days

    Develop draft strategy - 10 days

    Facilitate validation meeting of the draft strategy - 1 dat

    Incorporate inputs and finalize strategy - 2 days

    Place where services are to be delivered: Nairobi

    Delivery dates and how work will be delivered (eg electronic, hard copy etc)

    The following deliverables of the consultancy will be delivered to UNFPA in both electronic and hard copies:

    • An inception report
    • A strategy document detailing on how the census credibility will be achieved
    • Operationalization framework
    • Present and facilitate discussion during strategy validation meeting
    • The assignment will commence immediately upon the signing of the contract.
    • Monitoring and progress control, including reporting requirement, format and deadline.
    • Population Data Specialist, UNFPA will be responsible for coordination of activities under the consultancy. UNFPA staff will hold weekly discussions with the consultant to monitor and track progress on achieving the deliverables.

    Supervisory arrangements

    The consultant will work under the Population Data Specialist, UNFPA.

    Expected travels

    The consultant will not be expected to travel ouside Nairobi.

    Required expertise, qualifications and competence, including language requirements:

    • A minimum of master’s degree in demography, statistics or other related discipline.
    • At least 10 years’ experience in the area of demographic and statistical work.
    • Must have ICT Skills
    • Experience in report writing, documentation and dissemination.
    • Experience in working management of a large survey or census
    • Ability to work well in a team environment and under tight deadlines
    • Excellent communication skills.
    • Ability to take initiatives and work independently

    Inputs/ services to be provided by UNFPA or implementing partner (eg support services, office space, equipment), if applicable.

    Consultancy fees and procurement of venues for validation meeting.

    Other relevant information or special conditions, if any

    The payments will be phased out based on delivery of the agreed products as follows:

    After delivery of acceptable inception report: 30 %

    Delivery of acceptable final strategy: 70%
