    APDK Community-Based Rehabilitation Programme Nairobi

    Project start and end dates, Phase of project : January 2018-December 2020, 2nd year

    Evaluation Purpose : The evaluation shall enable CBM to explore the quality of the services provided by APDK learn from experiences of the project and to develop recommendations for future areas of collaboration with CBM for the most impact.

    Evaluation Type: Mid term

    Primary Methodology: A participatory, disability inclusive approach shall be adopted for the process of the evaluation, combining qualitative and quantitative methods.

    Proposed Evaluation Start and End Dates July 2019 – August 2019 (Max of 30 days)

    Purpose of the assignment

    The general objective of the assessment is to evaluate the quality of rehabilitation services provided by APDK through Western and Coast Hubs. The scope of the assessment will be on Acceptability, Accessibility, Appropriateness, Effectiveness, Efficiency, Sustainability and Safeguarding in rehabilitation service provision. Specific areas of exploration include but not limited to service variety, standards, user experience, personnel skills and adequacy, institutional capacity and systems, value addition of services provided, alignment with government plans, participation of people with disabilities, linkages and networking with other service providers, lessons learned, innovative approaches, and provide recommendations on strengthening APDK’s work in line with their organizational strategy.

    Target audience of the evaluation

    The target audience will comprise of APDK staff at the head office and the hubs through its workshops and rehabilitation facilities, as well as staff from Siaya County Referral Hospital, Busia County Referral Hospital, Kisii teaching and referral hospital and Kisumu Jaramogi Oginga teaching and referral hospital. Other target audience will include the local communities, beneficiaries and CBM staff and donors. The evaluation will involve a wide range of stakeholders through a participatory approach. The results of the evaluation will be shared with these stakeholders to contribute to organisational learning in the different organisations.

    Evaluation Design

    The successful consultant is expected to develop an appropriate methodology to collect information along the following criteria:

    • Appropriateness of APDK rehabilitation services
    • Accessibility of services provided
    • Acceptability of the services provided
    • Standards and systems established to guide provision of services
    • Sustainability of the interventions
    • Mechanisms put in place to ensure Safeguarding and other cross cutting issues like gender, age, environment.

    5. Deliverables

    The consultant will deliver the following items:

    • Inception plan. This shall include: understanding of the ToR, proposed methodology, detailed evaluation framework, Data collection instruments, draft field visit plan, implementation plan, report outline and summary budget.
    • Draft report. CBM’s evaluation report template will be used.
    • A presentation of the draft findings to be presented to APDK and CBM KCO for feedback prior to finalizing the report writing.
    • A final report.

    Duration

    The duration of the consultancy is 30 days from the date of signing the Agreement.

    Required Experience and Skills

    • Advanced degree in Public Health, Medicine, Development or other relevant field. At least 7 years work experience in similar assignments.
    • Working knowledge of health systems strengthening, sector policies, plans and guidelines.
    • Strong interpersonal, negotiation and communication skills.
    • Solid understanding of the inclusive development approach with knowledge in disability issues.
    • Excellent English skills.
    • Flexible and able to meet deadlines.

    N/B: Logistics of the consultancy: All travel, accommodation and translation should be included as part of the Consultancy fee.
