  • The United Nations Office on Drugs and Crime (UNODC) "Regional Office for Eastern Africa" was established in 1988 in Nairobi, Kenya and currently covers thirteen countries, namely, Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, Tanzania and Uganda. The Office is located in the complex of the United Nations in Nairobi, Kenya and has around 70 staff members at the moment.

    Org. Setting and Reporting

    The post is located in the UNODC Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The incumbent will work under the general guidance of the UNODC Representative, ROEA and the direct supervision of the Programme Management Officer (Programme Management and Analysis) and in close cooperation with the Financial Resources Management Service (FRMS) based at UNODC headquarters Vienna.

    Responsibilities

    The Associate Finance and Budget Officer will perform tasks in the areas of administration, budget management and financial analysis. Within assigned authority, the incumbent will be responsible for the following duties:

    • Review, analyse and assist in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
    • Assist managers in the elaboration of resource requirements for budget submissions.
    • Provide support to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the programme budget and allotments issued.
    • Review, analyze and assist in the finalization of cost estimates and budget proposals related to the activities.
    • Monitor expenditures of the Programme(s) against approved costed work plans and keep track of project expenditure per activity and donor/pledge ID, status of implementation and ensure compliance with United Nations financial rules and regulations; initiate project and/or budget revisions as required.
    • Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    • Prepare budget performance submissions and assist in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
    • Prepare and submit for approval financial reports as per donor requirements and in cooperation with the Financial Resources Management Service in Vienna.
    • Assist managers in the elaboration of resource requirements for budget submissions.
    • Coordinate with other finance and budget staff on related issues during preparation of budget reports.
    • Draft or prepare correspondence to respond to enquiries in respect to relevant financial and budget matters;
    • Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with United Nations policies and procedures.
    • Provide guidance, training and daily supervision to other general service staff in the areas of budget and finance.
    • Perform other work-related duties, as assigned.

    Education

    An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, management, economics, international relations or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

    Work Experience

    • A minimum of two years of progressively responsible professional experience in administration, finance, accounting, human resources management or related area is required.
    • Work experience in grants, project and fund management applications, is required.
    • Experience in working with an ERP (Enterprise Resources Planning Software) system is required.
    • Experience in working with SAP/Umoja is desirable
    • Experience in handling EU operating processes is desirable.
    • Work experience in an international organization or within the United Nations system, including experience in applying financial rules/regulations as well as procurement rules, is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice

    • This temporary position is available for three months. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate
      is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
    • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
    • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
    • Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement”.     • Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
    • Nairobi is classified in the B category (family duty station).
