  • Since October 2016, Helen Keller International (HKI) and Effect: Hope are supporting Vitamin A Supplementation and deworming programs in 3 counties: Kilifi, Kwale and Siaya. The program focuses on supporting the County Health Management teams to plan, implement and monitor routine delivery of VAS and deworming (VAS+D) and Malezi Bora events. The project also entails a strong support to gender equity.

Consultancy to support the final evaluation of the HKI every Child Thrives project in Kenya

The project is organized in 4 streams:

    • Stream 1: Strengthening the local health care system by increasing the capacity of local community health workers (CHWs) and volunteers to implement an integrated NTD-MDA and Vitamin A supplementation program for boys and girls under 5. This will be accomplished through cascade training for these CHWs and volunteers using a comprehensive toolkit.
    • Stream 2: Increasing the coverage of vitamin A and de-worming for boys and girls under 5 using an existing community based Neglected Tropical Disease (NTD) Mass Drug Administration platform combined with micronutrient supplementation. This will include implementing community preparedness protocols to ensure all eligible children are included and all gender or disability related barriers are addressed.
    • Stream 3: Increasing knowledge and demand for vitamin A and de-worming through community engagement around vitamin A deficiency and the need for supplementation as well as de-worming in children ineligible for school-based programs. This will be accomplished through a participatory approach.
    • Stream 4: Ensuring equitable access to vitamin A and de-worming for all eligible boys and girls under 5 (6-59 months). This will be done by ensuring that all gender and disability based barriers to the program delivery are identified and addressed to maximize equitable program access.

As the project ends in March 2020, a final evaluation of the project is required. HKI is therefore recruiting a consultant to support the design, implementation and reporting of this final evaluation.

    Specific Responsibilities of the consultant

    • To update tools and protocols used for baseline and prepare the sampling of the surveys
    • To support coordination with national and county forum and ethical review process
    • To support the development of training packages and train surveyors
    • To support the conduction of the final evaluation
    • To analyze the data collected
    • To write a final evaluation report

    Qualifications required

    • Hold at least a MSc in a relevant field (e.g., public health, nutrition, economics, sociology, etc.)
    • Demonstrated experience in final evaluations
    • Demonstrated experience in cross sectional surveys
    • Demonstrated experience in qualitative and quantitative surveys
    • Demonstrated experience of working with public health programs, with a preference for nutrition programs

Expected level of effort: 60 days

    Method of Application

Interested candidates should submit their application to kenya.recruitment@hki.org by latest 13 September, 2019, indicating as a subject “Consultancy to conduct the final evaluation of the HKI every Child Thrives project in Kenya” with a recent resume and a cover letter where daily fee expected and period of availability are clearly mentioned.
