Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.
The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The World Bank is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.
The World Bank Board of Directors has recently endorsed a new strategy for engagement in Somalia under a Country Partnership Framework 2019-2022. Under this strategy, the World Bank will be expanding its engagement in Somalia. Currently funded in most part through the Multi-Partner Fund, the World Bank program in Somalia is supporting the Government in achieving the reforms necessary under the IMF Staff Monitor Program (SMP), potentially leading to full re-engagement with IDA. The World Bank will be supporting the client to take on an increasing role in service delivery and institution building. However, it is expected that this role will build on existing systems and networks that have been built by humanitarian and development partners over two decades of protracted conflict, during which time the state was largely absent. Therefore, in supporting the government, the Bank will need to be fully cognizant and familiar with the existing networks and systems that could be of relevance to the government’s evolving role in rebuilding the country.
The Somalia Country Management Unit (CMU) is seeking a Knowledge Management and Strategy expert under a one-year Extended Term Contract. The consultant will serve as an interface with other partners in Somalia identifying and providing strategic advice on opportunities for collaboration and partnership. The consultant will also seek opportunities to implement corporate priorities related to partnership, such as Human-Development Peace Initiative (HDPI), Famine Action Mechanism (FAM) and New Ways of Working. This will include supporting the Bank to adapt to the current evolving drought crisis, identifying and supporting early action opportunities within the Bank’s portfolio.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
