Reports To; Regional Director - Africa
The Regional Director Economic Opportunity & Market Systems is responsible for design, implementation, and evaluation of all agriculture, food security, livelihoods and Market systems (FSLMS), programs in Africa. He/she will be responsible for providing technical support, advice and coaching to the FSLMS teams in the region, fundraising and budgetary input for new FSL & Market Systems program design, and overseeing spending across all FSL&MS grants in Africa. The EO&MS Director will supervise country technical leads and oversee the management of multiple grants in the region. Finally, he/she will leading program development, identifying new business opportunities, and engaging with current and new donors regarding FSL&MS activities besides building capacity of local staff across country offices.
Specific Duties & Responsibilities:
- Program Development and Management (50%)
- Oversee FSLMS program start-up and ongoing program management and administration of teams across various field locations.
- Lead the development of FSLMS detailed implementation plans, flowing from annual strategic work-plans, and ensure the delivery of the same.
- Lead the socialization of the program with all stakeholders, ensuring necessary approvals and collaboration as required across country offices
- Ensure that beneficiaries are effectively targeted according to established vulnerability criteria
- Integrate community approaches, gender & youth sensitivity and capacity building into all activities as appropriate
- Document processes and achievements to ensure best practices are captured and disseminated. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights
- Oversee efforts to design effective M&E systems for the program, and linkages with internal M&E systems
- Create and follow effective stakeholder management plans, ensuring sound and proactive communications with partner organizations, RI headquarters, USAID, country governments and colleague agencies
- Provide technical and budgetary input throughout the program development and design phase
- Representing RI externally in both the Humanitarian Community and with Government officials as well as developing strong links with FSL & Market Systems NGO actors in the region. Actively participate in regional and country meetings and other Government/UN forums.
- Participate in the regional FSL & Market Systems Cluster coordination activities through active reporting and communication with field and national level focal points
- Lead scoping missions, engage with new donors on FSL& Market Systems opportunities, identify potential new business opportunities for new programs
- Team Management (20%)

- Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
- Supervise and manage all program partnerships to ensure sound coordination in the context of an overall program strategic and resilience-building framework.
- Support with the recruitment, orientation, professional development and ongoing training of program staff to ensure they are of the quality and technical capacity necessary to ensure the successful implementation of activities.
- Quality Assurance (30%)
- Build the capacity of national FSLMS staff through proper coaching and training
- Improve the quality of FSL & Market system services delivered in the region by priority setting, on-job training, and continuous monitoring
- Oversee the FSL & Market Systems management capacities/structure, evaluating team organogram and program management abilities on a routine basis
- Ensure the quality of program through development of data capture tools and ongoing evaluation for decision making
- Develop recommendations and guidelines for ensuring FSL & market systems program quality across field locations and program sites
- Routinely review existing data collection capacities and help the team improve country level data collection and reporting, particularly for outcome data
- Prepare weekly, monthly and annual work plans for grants
- Graduate degree in Development Studies, International Relations, Public Health, or related field preferred.
- At least 10-year experience in implementing multi-sector humanitarian relief or development projects in RI’s countries/regions of operations.
- At least 7-year experience developing and implementing operations and administrative management activities for an INGO.
- Excellent spoken and written English is required.
- Strong leadership and teambuilding skills, staff management and capacity building experience.
- Highly organized and systems-oriented.
- Knowledge of donor guideline requirements (e.g. USAID, UN, DFID, ECHO EuropeAid)
- Experience in proposal writing and programme development activities.
- Experience of external relation, networking and representation in particular with donors.
- Field experience with an INGO working on program implementation.
