Consultant: EAC Universal Health, HIV Resource Strategy & UH Sustainable Finance

    Background and context

Health Policy Plus (HP+) is a USAID and PEPFAR- funded organization whose mandate is to support the National and County governments to increase domestic resources for health. HP+ support is specifically intended to contribute to increased, sustainable, predictable, and adequate financing for health programs including HIV and AIDS in Kenya and the East African region. Within East African region, HP+ is providing the regional support through East African Community (EAC) by building the capacities of its Health Secretariat to spearhead the health financing agenda through EAC structures, which are suitable platforms to provide regional guidance for partner states adoption.

The East African Community (EAC) is an intergovernmental organization of the Republic of Burundi, Republic of Kenya, Republic of Rwanda, Republic of South Sudan, United Republic of Tanzania and Republic Uganda ( www.eac.int ). Article 118 of the Treaty for the establishment of the East African Community calls for regional cooperation in health among the Partner States.

The EAC Secretariat seeks to establish a common position among all EAC Partner States and its stakeholders on sustainable financing for Health, HIV& AIDS in the region. In this regard, the EAC Secretariat in collaboration with partners undertook a sustainable financing analysis for Universal Health and HIV coverage, in the region whose output was the “Report on Sustainable Financing Analysis for Universal Health Coverage for HIV and Health for the EAC region”. The report subsequently informed the Issue paper on sustainable financing that was used as the main document during the High-Level Ministerial Dialogue on Sustainable Financing between the Ministers of Finance and Ministers responsible for Health held in June 2016. The HLD adopted the EAC Framework of Action (EFoA) on Sustainable Financing for Universal Health and HIV coverage that is the key instrument guiding efforts to achieve UHC in the region. To operationalise the EFoA on sustainable financing, the Secretariat has since developed the “EAC Universal Health and HIV Coverage Resource Mobilization Strategy 2018 – 2023”, which was approved in October 2018 by the 17th Sectoral council on Health.

These regional documents i.e. “Report on Sustainable Financing Analysis for Universal Health Coverage for HIV and Health for the EAC and “EAC Universal Health and HIV Coverage Resource Mobilization Strategy 2018 – 2023” have never been disseminated at the regional and EAC Partner States’ levels. This is affecting the uptake and use of the key strategies recommended thus disadvantaging the region

With the foregoing, HP+ is seeking is seeking services of an independent consultant to support the EAC Secretariat develop two policy briefs for the “Report on Sustainable Financing Analysis for Universal Health Coverage for HIV and Health for the EAC and “EAC Universal Health and HIV Coverage Resource Mobilization Strategy 2018 – 2023”, as recommended by the experts in the just concluded 4th Experts Working Group on Sustainable Financing for Health. The policy briefs will be used for regional and in country disseminations and each accompanied by appropriate slide decks to be used for PowerPoint presentations.

    • Provide recommendations on how policy and decision makers as well as other stakeholders including CSOs, the private sectors and development partners EAC can facilitate the achievement of UHC goals in the region

For both documents the consultant will study and fully comprehend the purpose and contents of the two documents and conduct an online brief literature review to update facts with available information 2 days. The consultant will coordinate with EAC online and obtain all the relevant documents and any other additional information that will be required to carry out the assignment, using online facilities at the HP+ offices in Nairobi, producing the first draft of the two policy briefs and sketching out the slide decks over the next 4 days. These two outputs will be submitted to EAC health secretariat and HP+ who will share with members of the EWG for comments and any additional inputs.
