    Finance Manager-Budget & Reporting

    Job Purpose/Objective

    Under the mentorship of the Finance Coordinator, The Finance Manager-Budget & Reporting will handle the day-to-day budget and grants management function.

    The Finance Manager will always make sure that all issues relating to Budgets & Reporting are immediately attended to and that the donor budgets are prepared in accordance with IRC and the donor's requirements and are submitted on time.

    In addition, they will make sure that grants are fully implemented according to donor's regulations, IRC's requirements and donor reporting is timely. S/He will develop budget management tool(s) and conduct training(s) to improve efficiency and donor reporting and compliance for the budget holders and any other collaborator with Finance.

    Key Responsibilities

    Proposal Budget Development, Grant Management :

    • Supporting finance Coordinator with program staff to prepare grant budgets to support new proposals.
    • Supporting Finance Coordinator to conduct a detailed preparation of existing grant budget revisions ensuring that all costs are covered and are not under/over budgeted in addition to accurate use of the IRC's and the donor budget formats.
    • Provide monthly analysis for per grant and provide advice to the budget holders to any variance spending.
    • Review and consolidate spending plans provided by program team before submitting to donor.
    • Representing finance during project cycle meeting.
    • Provide support and feedback to Operations and Program Coordinators and Managers for all questions regarding the BVAs.
    • In compliance with donor requirements propose and prepare adjustments entries, attaching all supporting documents for finance records and posting into Integra system.
    • Review item forecast and ensure compliance with IRC & Donor regulations before signing.
    • Support Finance Coordinator on Budget setup per donor reporting format.
    • Track the spending on support costs and provide quarterly analysis for the purpose of any budget amendments or new budgets.

    Donor Reporting :

    • Preparing Donor Financial reports and submitting them to Finance Coordinator for review ensuring the reports follow donor reporting requirements and submit timely as per contractual requirements.
    • Perform project reconciliation alongside financial report ensuring all the transactions are reported and adjustment journal posted if any.
    • Review grant trial balance including and ensure the grant balance sheet account are cleaned.
    • Review the Grant inventory status and take necessary action during donor reporting.

    Staff Training :

    • Conduct regular training sessions for new staff and IRC field offices on Budget Management and donor regulations for Program, Operations and Finance staff in close coordination with Grants team.

    Other Tasks:

    • Support the Finance Manager/Coordinator during Internal and external audit. Ensuring that all documentation and required Schedules are made available for the Auditor in good time.
    • Support the procurement department in ensuring that tendering and bidding process is fair, compliant, competitive, and being the finance focal person in the procurement committee.
    • Performing any other duties assigned by the supervisor.

    Qualifications

    • A Bachelor’s degree in accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or ACCA.
    • Not less than 2 years’ Experience within the Finance Department of an international organization. Experience in the humanitarian sector will be an added advantage.
    • Extensive experience in working with computerized accounting systems, standard spreadsheet and database programs is an asset.

    Required Experience & Competencies:

    • Good written and verbal skills in the English language.
    • Working experience on budget preparation, budget management and financial reports is a requirement. This job requires strong analytical skills to be able to make logical and strategic budget decision.
    • Ability to carry out responsibilities independently with minimal technical support from within the program organization.
    • Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.

    Registered Nurse

    Scope of work:

    The Registered Nurse - Midwife is responsible for the day-to-day implementation of Maternal and Neonatal Care, in the labour unit within IRC supported Health facilities. S/he will work closely with other maternity staff including Doctors, Nurses, Clinical Officer, Auxiliary nurses and by proxy with the theatre staff, to ensure quality of care for patients and babies admitted in the unit and aim to promote quality of care for Gynae and or Emergency obstetric and Neonatal Care patients in the IRC supported health facilities.

    Responsibilities/Main Duties:

    Programming

    •  Implement Maternal and newborn care activities for mothers during antenatal, intrapartum, and postpartum periods in the obstetric unit.
    • Adhere to minimum National guidelines and standard admission procedures and protocols for all patients admitted to birthing room.
    • Practice Supportive maternity care for all patients and relatives admitted in the labour ward.
    • Perform basic and assisted delivery care in the labor ward while observing high level of Infection prevention and control measures.
    • Initiate required use of partograph for all mothers admitted and are in established labour for monitoring progress in active labour of the foetal and maternal condition and detect early the abnormal progress of labour.
    • Provide newborn care, handle complications: immediately after delivery and follow-up care of the critically ill Newborn babies.
    • Perform all signal functions of emergency obstetric and neonatal care (EMoNC)as per the national guidelines.
    • Participates in the daily Doctor’s ward rounds to familiarize with the patient care and clinical management for continuum of care.
    • Refer to the doctor in charge or to the doctor on call relevant information such as MEOWS, patient’s status and laboratory results, which would assist in proper decision make on clinical management.
    • Promote patients’ comfort by performing nursing duties in the ward to include but not limited to ensuring daily bedmaking, daily dump dusting, regular ward deep cleaning, etc
    • Ensure emergency preparedness trays and equipment inventory is in place in maternity and items monitored and are updated daily through a structured handover during every shift.
    • Stabilize emergency complications prior to referral, ensure timely supported referrals to the nearest Emergency Obstetric Care centre for a higher level of care.
    • Escort patients during referral when vital and facilitate acquisition of legal travel documents.
    • Do hospital coverage and on-call as the need arises.
    • Ensure adherence to IPC procedures in the clinical area: Proper handling and treatment of instrument after use, segregation and disposal of medical waste, use of appropriate PPEs by care providers and subordinate staff for infection prevention.

    Reporting/Communication:

    • Responsible for compiling daily Nursing care activity reports while handing over in shifts.
    • Responsible for accurate record keeping, ordering and accountability of equipment and supplies.
    • Attend ward meeting, monthly hospital meetings and or facilitate Continuous Medical Education
    • Ensure that all admissions, discharges, transfers and deaths are properly documented and recorded as they occur and participate in respective mortality audits.
    • Report any significant changes in clinical operations to the supervisor.
    • Any other duties assigned by supervisor.

    Operations:

    • Maintain departmental equipment, suction machines, resuscitators, various procedure sets are maintained and always in good condition and submit regular inventory reports of the same.
    • Report any significant changes in operations to the head nurse.

    Systems Compliance and Improvement:

    • Ensure IRC-Kenya program specific finance, logistics, IT, security, communications and human resource/administration policies and procedures are adhered to.
    • Follow any new procedures and guidelines designated in circulation from SMT and or Field team Management.

    Confidentiality:

    • Ensuring the nondisclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

    Note: The role of the Midwife cannot be limited to the specific duties and tasks detailed herein. The success of the IRC’s humanitarian mission is the highest priority and all issues which arise have got to be addressed accordingly. Therefore, the Midwife will be required to handle all unforeseen issues and circumstances and remain flexible to take up other duties, as and when required.

    Minimum Qualifications:

    • Kenya Registered Community Health Nurse (KRCHN) ) /Kenya Registered Midwife. (KRM) from a recognized Nursing Training Institution
    • Registered with the Nursing Council of Kenya with valid practicing licence.
    • More than 2 years of clinical maternity ward experience in a busy facility.

    Added advantage

    • Previous work experience in a limited resource setting is an added advantage.
    • Ability to speak local language will be an added advantage.

    Nurse

    Key Responsibilities

    The NO reports directly to the Nursing Officer In Charge and will carry out the following duties:

    Programming

    • The clinical nurse shall work in a Maternity/Medical Surgical ward/Peripheral Clinics assigned to him/her, and therefore may work both as a supervisor /a team leader of the national and refugee staff.
    • Prepare for and assist the doctors during clinical procedures whenever required.
    • Ensure that all required observations, prescribed treatment, and procedures are properly carried out and documented on patient’s charts.
    • Carry out minor surgical procedures, screening, admissions, consultation, resuscitation, and stabilization of clients in management of clinical emergencies.
    • Provide effective reproductive health services based on all pillars of safe motherhood to ensure best maternal child outcome.
    • Implement community health strategy in collaboration with key stakeholders.
    • Refer to the doctor any relevant information such as patient’s status and laboratory results, which would assist in proper clinical management.
    • Observe and maintain infection prevention policy daily and ensure safe work environment.
    • Arrange and submit weekly/monthly ward or unit work schedule, plan daily duties and responsibilities for both national and refugee staff and leave plans to ensure adequate coverage.
    • Convene ward/unit meetings and attend important hospital or department meetings.
    • Escort patients during referral when necessary and facilitate acquisition of legal travel documents.
    • Participate in camp health surveys/campaigns as required.

    Reporting and Communication

    • Compile and submit quarterly inventory return/requisition of all drugs and supplies.
    • Conduct regular training sessions for national and refugee staff on basic nursing care/management of various ward cases, documentation, and infection prevention.
    • Provide individualized health education and counseling related to health maintenance and disease prevention.
    • Attend and facilitate Continuous Medical Education.
    • Compile and submit weekly/monthly HIS reports.
    • Monitor and supervise proper usage of supplies as well as maintain adequate supplies and buffer stock.

    Operations

    • Perform managerial and administrative functions in assigned wards/unit by participating in recruitment, capacity building, and appraisal and disciplinary of supervisees.
    • Maintain equipments in good condition and submit regular inventory report of the same.
    • Maintain and update key registers in the assigned area and documentation of client assessment, nursing diagnosis and outcomes while ensuring confidential records.
    •  Ensure that all admissions, discharges, transfers, and deaths are properly recorded as they occur and participate in respective audits.
    • Report any significant changes in operations to the supervisor.
    • Carry out any other additional duties relevant to job description as may be assigned by the supervisor.

    Key Result Areas

    Assessment, Planning, Implementation, Monitoring and Evaluation of nursing care services and other related activities within the allocated ward/unit.

    Minimum Qualifications:

    • Kenya Registered Community Health Nurse from a recognized Nursing Training Institution. Higher Diploma in in Any field of nursing is an added advantage.
    • Registered with the Nursing Council of Kenya with valid practicing license.
    • At least 5 years of experience in a busy hospital setting post registration.
    • Experience in the refugee context is an added advantage.

    Emergency Health Coordinator

    Key responsibilities
     Program Management and Development

    •  Provide strategic direction, leadership, and overall technical and implementation management to the Health Program.
    •  Ensure program design is based on best practices, impact, local context, and operational capacity and adjust as necessary.
    •  Lead implementation of programs and ensure delivery of planned activities.
    •  Conduct monthly meetings with management to provide regular updates on spending (BVAs, burn rates), progress of achievements against targets and indicator tracking, program challenges and successes, and ways forward for ongoing implementation.
    •  Coordinate and manage all grant reporting, working in collaboration with field, grant and finance colleagues to meet all reporting requirements and deadlines in a timely manner.
    •  With support from the Supply chain department, maintain an operational drugs and medical supply chain system, and up to date inventory, drug stock recording, timely and rationally ordering for the relevant essential medical supplies while ensuring maintenance of a functional cold chain system. 
    •  Provide strong leadership and guidance for drug and supply management system to ensure best practices, donor compliance and accountability.
    •  Lead on drafting of technical narrative and budget aspects for new proposals and ensure proposals fit into overall strategy and take into account lessons learned.
    •  Provide technical support to the Program Coordinator for GAVI and SHF projects.

    Program Quality and Capacity Building

    •  Ensure that the program utilizes standard protocols, policies and guidelines for outpatient and inpatient care, and is guided by MISP for reproductive health including: facility deliveries, B-EmNOC, referrals, early neonatal care, family planning, post-abortion care, clinical management of rape, antenatal and postnatal care services
    •  Support the program and clinical staff in the implementation and monitoring of the work plans ensuring that activities reflect the commitments made to the donor and the community; support and facilitate the development with effective work, spending, procurement and training plans.
    •  Undertake health capacity-development activities/training for clinical health staff; and work closely with the health manager to build their capacity to oversee health activities in line with project’s best practices.
    •  Oversee the program’s monitoring and evaluation mechanisms in coordination with the M&E Coordinator, focused on strengthening data collection, information sharing and data management systems.
    •  Analyse health data collected from the field to obtain evidence-based trends in diseases and track program progress against set targets; lead and support health managers and SoH health officers to utilise data for informed decision-making on program direction.
    •  Support quarterly data analysis review meetings with the Field Coordinator, Program Director, Sector Coordinators and other key colleagues to direct the utilisation of evidence for program decisions.
    •  Liaise regularly with the relevant technical advisors for support, technical assistance and technical support visits.

    Representation and Coordination

    •  Actively develop and maintain effective working relationships with key health stakeholders including local authorities, NGOs and other relevant actors.
    •  Represent the health program with external stakeholders in relevant forums and coordination structures.
    •  Coordinate with field teams, supply chain and logistics colleagues on major procurement and pharmaceutical management.

    Staff Supervision

    •  Provide ongoing training, technical support and guidance to the program and clinical staff.
    •  Conduct annual performance reviews for staff.

    • Reports to: Emergency Project Director
    • Indirect reporting: Emergency Field Coordinator
    • Other relationships: WASH Coordinator, HR Coordinator, Program Coordinator, Logistics, Finance, Grants. 

    Job requirements:

    •  Master’s or post-graduate degree in Public Health or equivalent.
    •  Minimum 3-5 years’ work experience in health programming in a leadership capacity. 
    •  Effective leading and building programs and/or operations in fast-paced, multifaceted environments. Leadership and team management skills are important.
    •  Solid track record leading in an emergency environment and/or start-up environment as part of a multinational team, as well as resource mobilization for health emergencies.
    •  Excellent oral and written communication skills, including demonstrated ability to communicate technical information in a clear manner.
    •  Fluency in English required. 
    •  Digital literacy: MS Word, Excel & email applications required; MS Access, Project & GIS preferred.
    •  Excellent writing and editing skills, and can effectively write and edit grant proposals and reports.
    •  Effective people- and program-management skills in acute emergency contexts: can train and lead staff productively under stressful circumstances.
    •  Flexible, focused, and reliable in an environment of changing demands.
