    Deputy Chief of Party, USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI), Kenya

    Proposal Objective

    SI is pursuing a bid for an upcoming USAID/KEA single holder award under an indefinite delivery/indefinite quantity (IDIQ) contract for the provision of Monitoring, Verification, and Reporting (MV&R), as well as evaluation and learning activities through the seven-year USAID/Somalia ELMI project. The project aims to verify and report on activities carried out by Implementing Partners (IPs) across Somalia, through the delivery of timely, analytical, qualitative, and quantitative information through visits to USAID/Somalia supported activity sites. The findings derived from monitoring and verification information must be backed with evidence and reported to USAID in a manner that allows activity managers to understand the successes and challenges on the ground quickly, and to take prompt action if needed.

    Position Objective

    SI seeks a full time Deputy Chief of Party (DCOP) based in Nairobi to serve as the project’s technical lead. The DCOP will ensure quality control of the MV&R process, including the work plan, tool development, and report writing and submission. The DCOP will also oversee the full review, revision, and maintenance of the Mission PMP, Project M&E Plans, IP M&E Plans, and IP quarterly and annual data analysis. The DCOP will facilitate the development and management of Mission-wide learning questions and a plan to respond to these questions in consultation with USAID that will utilize existing data collected through routine program data, MV&R findings, and DQAs and/or identify learning activities to fill knowledge gaps. The DCOP serves as the lead on the annual DQA. This is a full time position for the duration of the contract.

    Responsibilities

    Oversee production, ensure the quality, and provide strategic input for all technical deliverables to USAID.

    • Oversees the entire MV&R process including work plan development, tools development, report development and submission, and presentation to USAID.
    • Oversee the annual DQA process, as described in section C.3.3.
    • Oversee the update of the PMP and contribute to the development of project logframes and M&E Plans for the USAID, in compliance with ADS 203.
    • Design and oversee training of USAID staff and IPs in performance management concepts and processes; standardization of partner M&E Plans, work plans, and quarterly reports; and verification of partner data quality.
    • Advise IPs and USAID staff on the creation of aligned log frames and M&E Plans for their activities.
    • Overall management and oversight of the Indicator Performance Tracking Table (IPTT), including periodic reviews with USAID and implementing partners
    • Facilitate development and management of Mission-wide learning questions and a plan to respond to these questions that triangulates existing data (routine programmatic data, MV&R findings, evaluation findings, etc.) and identifies learning activities around knowledge gaps to provide further insight into program effectiveness and ensure learning is integrated into the Mission’s strategy, projects and activities.

    Qualifications

    • A bachelor’s degree in the field of evaluation, international development, or a related field.
    • At least five years of experience in the management, monitoring, and evaluation of development programs.
    • Prior experience in a high threat environment; and in supervising long-term field staff and short-term experts of diverse backgrounds in the area of monitoring and evaluation.
    • Strong background and expertise in monitoring, verification and reporting (MV&R) processes.
    • At least three years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
    • Demonstrated experience in strategic planning, project design, institutional learning and/or knowledge management.
    • Experience planning and implementing training courses on topics related to international development assistance, preferably on performance management topics.
    • Experience building organizational capacity in monitoring, evaluation, and strategic learning preferred.
    • Proven supervisory and team building experience, and excellent project management experience.
    • Prior senior-level management experience on USAID-funded contracts.
    • Excellent English writing, speaking, and presentation skills.
    • Willingness and ability to travel to Somalia as needed.
