Senior Manager (Purchasing Services) at Safaricom Kenya

Brief Posting Description

Reporting to the Head of Department – Supply Chain Management, will be responsible for adding value to the organization by effectively managing the purchasing cycle, ensuring that procurement policies and procedures are complied with, negotiating and managing supplier contracts and end-to-end tendering process as well as ensuring that in all circumstances Safaricom secures the best service/product for the best economical price.

Job Responsibilities

• Provide support in sourcing strategy development, supply base rationalization and implementation
• Perform / support contract analysis and risk evaluation; cost reduction; pricing analysis; and target price evaluation/negotiation
• Negotiate and facilitate implementation long term agreements and / or partnerships
• Maintain knowledge database of supplier’s markets, sub-categories, capabilities, technology, cost analysis and key performance indicators
• Develop and fully implement long term supply agreements for key strategic high value items and services for the company
• Develop and fully implement supplier catalogues within the ERP system
• Drive category Management within supply chain with emphasis on category buying
• Ensure harmonization of prices of goods and services procured by the company from various suppliers at different times.
• Develop and implement cost reduction targets in liaison with budget holders and suppliers
• Monitor the performance of supplier to ensure they deliver quality goods & services as per contract/Purchase Order.
• Enforce supplier Payment Terms that are, cost favorable to the company
• Use category strategies to drive cost management
• Ensure adherence to policy and procedure
• Develop all Purchasing SLA with all Internal & External stakeholders/customers
• Evaluate suppliers to ensure consistently high performance and value-addition
• Contribute to the development of the company tendering policy, process and procedures by providing periodical reviews
• Manage all tender documentations.
• Ensure contract renewal/tendering processes is started at least 2 months before expiry of the current one.
• Manage the sections budget –monitor expenditure against approved budget
• Lead, develop and motivate staff to ensure that set objectives are met and exceeded in line with senior management and customer expectations on goals

Qualifications

• Degree in Technology, Engineering, Business or similar qualification
• At least a Graduate Diploma Qualification in Supply chain management
• At least 5 years’ experience in procurement all with responsibility for purchasing processes incorporating category sourcing strategy development, tender documentation and tendering
• process, tender analysis and procurement performance management in an environment leveraging ERP capabilities for procurement-related functions and processes.
• Excellent understanding of category sourcing strategies
• Excellent skills in development of tender documentation and tendering processes
• Excellent understanding of procurement performance management tools
