    Evaluation Expert Consultant (World Urban Forum 12)

    Duties and Responsibilities

    • Under the supervision of the Chief, Independent Evaluation Unit, the consultant will conduct the evaluation in phases as follows: Draft inception phase In this phase the evaluation consultant will review key relevant WUF documents, including WUF programme document 2024-2028,Programme logical framework, WUF 12 concept note, substantive and evaluation reports of previous WUFs, Host country agreement; consult with UN-Habitat Key stakeholders on WUF evaluation including WUF Taskforce and the Evaluation Unit; operationalize key evaluation questions building on those specified in the TOR; and participate in WUF12 session for observation.
    • The consultant will also define WUF outcomes and impact of WUF12 through reconstruction of the theory of change (TOC) for WUF 12, prepare and submit the inception report to be reviewed by the Evaluation Unit and the Evaluation Reference Group members for comments and approval.
    • Data collection phase. In this phase the evaluation consultant will gather evidence from various data sources, including secondary data from various documentation, participant survey, impact survey; map key informants and carry out interviews; analyse activities, partnerships, agreed actions and initiatives resulting from WUF12.
    • Data analysis phase In this phase the consultant will analyse dimensions of WUF12 evaluation, including relevance, efficiency and effectiveness, outcomes and impacts, coherence and sustainability, complexity of WUF and carry out contribution and attribution analysis of WUF12.
    • Report writing phase The consult will consolidate the findings and write a report focusing on WUF12’s contribution to: collective knowledge; awareness raising on substantiable urbanization; coordination and collaboration; inputs to NUA reporting achievements of urban related SDGs.

    Qualifications/special skills

    • Advanced academic degree in evaluation, economics, information technology, sociology, statistics, project management, or other related study areas is required.
    • Minimum of 10 years of proven evaluation experience with expertise in results-based management is required.
    • Knowledge and understanding of UN and UN-Habitat’s role in promoting sustainable urbanization and human settlements issues is desirable.

    Communications and Advocasy Specialist

    Duties:

    • Designing and executing comprehensive engagement and outreach strategies to enhance youth participation in urban initiatives and global forums.
    • Producing diverse communication materials, including dissemination materials, digital storytelling platforms, podcasts, and collaboration with influencers to showcase the initiatives' impacts and activities.
    • Establishing and maintaining a central knowledge sharing repository for communities of practice, focusing on collecting, curating, and disseminating resources, insights, and best practices.
    • Fostering collaborative relationships with participants, partners, and stakeholders to amplify the reach and impact of urban initiatives
    • Continuously monitoring the effectiveness of communication strategies and campaigns, evaluate the engagement levels, and report on the outcomes of various initiatives.

    Qualifications/special skills

    • Education Advanced University Degree preferably in communications; marketing, journalism and international affairs is required.
    • Experience At least four (2) years’ of progressively responsible work experience in media and strategic communications is required.

    Local Governance Expert

    SCOPE OF WORK

    • Under the overall guidance of the Head of Programme, and the direct supervision of the assigned Dowladkaab Programme Manager, the Consultant will perform the following main tasks in close collaboration with other assigned Dowlaadkab team members: Conduct a comprehensive desk review of related documentations to gain understanding and to conceptualize the local governance sector of Somalia.
    • Key documents included but are not limited to reports from the previous Mayors Forums, federal and state local government laws and the provisional constitution of Somalia including progress reports/proceedings on the constitutional review process, stabilization frameworks etc. The consultant shall also consider, and review reports and lessons learnt from ALGASL/ALGAPL.
    • Undertake a thorough review and analyse of all available options for Somalia to set up and institutions the Mayors Forum and provide a detailed account of the SWOT of each of the options.
    • Submit an option paper detailing all possible options with practical recommendations tailored to the local context for the effective establishment of a functioning and self-sustaining Mayors Forum with a clear, objective and self-explanatory methodology for assessing the applicability of each of the options under considerations, enabling the Federal Government of Somalia and its member states to select the option that aligns most effectively with its specific context.
    • Lead and facilitate a two-day consultation workshop with relevant stakeholders from various levels of government and gather their feedback for further consideration. The workshop will take place in Mogadishu.
    • Upon selection of the preferred option, produce a detailed roadmap for implementing the option and
    • Lead and facilitate a one-day validation workshop to present final option paper, the roadmap and detailed implementation plan for the chosen option.
    • Submission of final report

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in public administration, business administration, development studies, law, governance, leadership, political science, international relations, urban development business management, economics, communication or any other related field is required.
    • A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of five years of progressively responsible experience in human settlements, local governance, project or programme management or related field is required.
    • Regional experience particularly in fragile and post-conflict settings is highly desirable experience with a local government’s forums, associations and alliances and their operations is a requirement Familiarity with decentralization and local governance structure and systems in fragile and post-conflict settings is an added advantage.

    Partner Mobilization and Data Consultant

    • The consultant will be responsible for: Partner Mobilization:
    • Identify and engage potential partners, including governments, private sector, non-governmental organizations (NGOs), academia, and other stakeholders.
    • Facilitate partnerships that align with the goals and thematic areas of WUF12.
    • Develop communication strategies and materials to attract key partners.
    • Assist in organizing partner outreach events and briefings.
    • Event Allocation and Coordination: Support the allocation of event spaces and slots to partners, ensuring a balanced and diverse representation of topics.
    • Liaise with event organizers to ensure alignment with the WUF12 agenda and objectives.
    • Oversee the coordination of logistics for assigned events, including venue setup, technology needs, and speaker arrangements.
    • Participant Confirmation:
    • Manage the participant registration process, ensuring that all stakeholders are confirmed and properly briefed.
    • Maintain and update participant databases and contact lists.
    • Assist in sending invitations, managing RSVPs, and follow-up communications.
    • Coordinate with the UN-Habitat team to facilitate visa support, accommodation, and travel arrangements where needed.

    Qualifications/special skills

    • A minimum of a Bachelor’s degree in international relations, urban development, event management, or a related field is required.
    • A Master’s degree is an added advantage.
    • At least 2 years of experience in partner mobilization, event coordination, or project management in an international setting is required.
    • Strong communication and stakeholder engagement skills, particularly with high-level partners and international organizations is desirable
    • Proven ability to work under tight deadlines and manage multiple tasks simultaneously is desirable
