    MEL Specialist, USAID's Afya Uwazi

    Responsibilities

    The MEL Specialist is a key personnel position and a core member of the Afya Uwazi senior management team. Working with other senior staff, the MEL Specialist is responsible for providing a strategic vision for design, refinement, development and implementation of all monitoring, evaluation and learning activities in the project. In this role, s/he provides technical oversight and related consultative services of broad scope and complexity across all aspects of monitoring, evaluation and learning (MEL) and collaborating, learning and adapting (CLA) for third-party monitoring in the health sector.

    The MEL Specialist will take on the following areas of work:

    • Plan and coordinate implementation under the oversight of COP and in coordination with other senior managers.
    • Ensure that project KPIs are relevant to overall goals, and update data regularly.
    • Design and develop data collection tools and work with the software team to integrate tools into a KoBo-based electronic data collection platform.
    • Prepare data presentations and advise on data visualizations for the online dashboard.
    • Contribute strongly to analysis and writing of reports and other presentations, based on data and findings.
    • Train part-time data collection consultants and other relevant stakeholders on M&E data collection and reporting protocols, data quality and ethical treatment of respondents.
    • Coordinate and facilitate periodic learning activities, including Pause and Reflect sessions, with internal staff, partners, USAID personnel and other stakeholders.
    • Contribute to reports on findings, conclusions and recommendations on a regular basis, including monthly and annual reports, technical reports and other.
    • Provide other MEL technical advice and leadership as needed.

    Qualifications

    • Bachelor’s degree in M&E, public health, statistics, informatics, mathematics, international development or another relevant field (advanced degree preferred);
    • Prior M&E experience on USAID projects;
    • USAID CLA experience is preferred and will be given priority;
    • At least seven (7) years of senior M&E experience on health projects in Kenya with a similar scope and complexity;
    • Prior experience assessing in third-party monitoring, supply chain metrics, and/or KoBo-based coding is strongly preferred.

    Health Supply Chain Expert, USAID's Afya Uwazi

    Responsibilities

    Health Supply Chain Expert will provide expert guidance and technical contributions related to the following tasks:

    • Support Afya Uwazi in its risk assessment, and refine the existing risk and control framework.
    • Contribute strongly to analysis and writing of reports and other presentations, based on data and findings.
    • Engage with USAID, county health leadership and other implementing partners on verifying the distribution of US Government-donated health commodities.
    • Advise senior management on best practices in supply chain risk monitoring and accountability, with specific focus on health products and technologies.
    • Apply best practices and current knowledge of Kenya’s Health Products and Technologies Supply Chain policy to enhance performance assessment and risk estimation.
    • Conduct training and oversight of data collection teams.

    Qualifications

    • Advanced degree in public health, international development, pharmacy, public management or related.
    • Demonstrated high-quality analysis and report-writing skills (writing sample to be provided on request).
    • Minimum seven years’ experience working in Kenya’s health system, with strong preference for experience in strengthening health supply chains.
    • Prior experience working on USAID project(s) preferred.
