    Disaster Risk Reduction Policy & Governance Expert

    A. Introduction

    VSF Germany is an international Non-Governmental Organization (NGO), providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Southern Sudan, Sudan, Kenya, Somalia, and Ethiopia. We Focus on Livestock, food security and Livelihoods, Natural Resources Management, Peace and Conflict, Good governance, Disasters & Emergency, and Agriculture.

    VSF Germany through EU funding kitty of strengthening the Horn of Africa’s Resilience (SHARE KENYA) is implementing a project titled as ‘Community Action for Improved Drought Response and Resilience-CAIDRR’ with an Overarching objective ‘To contribute towards improving food security in ASAL livelihoods through enhanced response and resilience to drought’. As part of the project components, VSF Germany and its partners are implementing community managed Disaster Risk Reduction (CMDRR) approach in 12 communities covering SAKU and Laisamis sub-counties. Through PDRA exercise, the target communities have come up with their DRR plans to mitigate impact of drought on their livelihoods. In line with the objective of CMDRR to enhance disaster resilience through community level action planning, VSFG working with the National Drought Management Authority, partners, National Government through the office of the County Commissioner, and the County Government through ward administrators have supported communities to develop their community DRR Plans (Consisting of Development Plans and Drought Contingency Plans).

    Each of the 12 communities supported by VSFG and CIFA through a participatory process led by their Community Disaster Management Committees developed DRR Plans in 2015 which were again reviewed by the committees in April 2017. These activities contribute towards one of the key results of the CAIDRR project which is to ensure that ‘capacities and systems for local preparedness, response to asset protection and management actions are improved’. Under this result, one of the key expected outcomes is review, consolidation and inclusion of community contingency plans into Marsabit County disaster management plans.

    Mainstreaming of community drought contingency plans into the county drought management planning framework has been identified as a significant step towards strengthening CMDRR strategies and institutions in Marsabit County. The following targeted communities form part of the process;-

    1. Parkishon – Saku

    2. Songa – Saku

    3. Kituruni – Saku

    4. Badasa - Saku

    5. Dakabaricha - Saku

    6. Sagante – Saku

    7. Namarei – Laisamis

    8. Lengima – Laisamis

    9. Kamatonyi – Laisamis

    10. Arapal – Laisamis

    11. Ol Turot – Laisamis

    12. Losidan – Laisamis

    B. Scope of work:

    B.1: Review project documents

    The consultant is expected to review available documents on the project to get back ground information and deep understanding of the project.

    B2. Methodology of carrying out the task.

    The consultant will be required to develop clear methodology and tools that will be used to carry out the task. Such methodologies should clearly show how various stakeholders will be involved as well as the tools to be used in conducting review of the DRR Contingency plans, stakeholder workshop and consolidation of the CMDRR contingency plans and their inclusion into county DRM plans.

    B.1 Review of Community DRR Contingency Plans:

    The consultant will collaborate with VSFG field staff, CIFA, NDMA, Community Disaster Management Committees (CDMCs) and affiliated community committees to carry out review of CMDRR contingency plans in all the 12 communities listed above.

    · Assess overall effectiveness of the plans including feasibility and scale in relation to budget.

    · Identify key planned actions and gaps in the contingency plans.

    · Identify cross-cutting actions in the contingency plans that can be scaled up across the ward, sub-county and county.

    · Outline improvements needed to make the plans more effective both at community land at county levels.

    B.2 Consolidation of CMDRR Contingency Plans and presentation to the development partners

    The consultants through collaboration with VSFG field staff, CIFA, and NDMA Marsabit, will consolidate community actions contained in the contingency plans assessed in activity B.1.These should be developed into disaster contingency plan proposals to be implemented at sub-county level in Saku and Laisamis. Such proposed plans should give rationale for inclusion of key cross-cutting actions in county-level disaster management plans with clear recommendations on how to achieve this.

    · Develop consolidated contingency plans for Saku and Laisamis sub-counties putting into consideration socio-economic and socio-ecologic actions compliant with local contexts.

    · The consultant will through a workshop at the county-level organized with support from VSF-G, obtain views from stakeholders on consolidated contingency plans and their inclusion in the County disaster management plans.

    · Produce a report outlining the outcomes of the workshop; stakeholder contributions and key contingency actions relevant for disaster management planning at County level..

    B.3 Presentation of the consolidated contingency plans to the Drought Response County Steering Group.

    The consultant(s) will make a presentation of their findings on reviewed Community DRR contingency plans. The purpose will be to enable the partners have opportunity to validate the findings of the study and make any further inputs.

    · The work shop will be organized by VSFG and partners in the project area.

    · Present the outputs and documents produced from activity B.3 to VSF Germany, CIFA and NDMA

    · Facilitate finalization of the contingency plans to be submitted to VSF Germany.

    · With support from VSF Germany and CIFA, present the outputs and recommendations from the process to the Marsabit County CSG for adoption.

    C. Qualifications, Skills and experience:

    · At least Bachelors Degree in Natural Resources Management, Disaster Risk Management, Rural Development, Agriculture, Social Science, or Animal Science.

    · Deep experience in Community Managed Disaster Risk Reduction programmes.

    · At least FIVE years’ practical experience of working in Disaster Risk Reduction projects in ASAL

    · Analytical and planning skills with ability to translate the analysis into practical actions.

    · Good communication and interpersonal skills and ability to perform under minimum supervision.

    · Diplomacy to be able to liaise, negotiate and plan with state and non-state actors, private businesses and community representatives.

    · Good oral and written reporting skills are essential.

    · Ability to work in remote rural locations and travel extensively within project areas.

    · Experience of performing similar tasks under INGO engagement preferably in Northern Kenya.

    D. Deliverables

    i. A draft report of reviewed contingency DRR plans within 15 days of the assignment; ONE soft copy only.

    ii. A draft of consolidated contingency plans for Saku and Laisamis sub-counties in ONE soft copy only within 20 days of the assignment.

    iii. A report of or a working document from the workshop held at county level with stakeholders not later 25th day of the assignment.

    iv. Final documents of i, ii and iii within 35 days of the assignment in 3 hard and 3 soft copies of each.

    v. A folder of photos in printable resolution (Min of about 3MBs) taken during the field work in electronic form (CD).

    NOTE: The documents of i and ii should clearly outline recommendations on integration of key community and sub-county contingency actions in County disaster risk management planning processes.

    E. Working environment:

    · Within Marsabit county (Saku and Laisamis)

    · Travel required to activity Locations: 100% field based

    G. Time schedule:

    The task will be performed in 30 days and submission of final report submitted not later than 35 days from date of signing the contract.

    Any changes the proposed time frame should be mutually agreed between the contracting authority and consultant. However, any adjustments should ensure that the work is completed within the stipulated period of time and shall not give rise to increase in the fee to be paid for the agreed task as per this ToR.

    H. Assistance to the consultant by the contracting authority.

    VSF Germany, CIFA and WRF will make available the following information and facilities to the Consultants:

    i. Share any relevant reports, documents, maps, existing designs data that may be required by the consultants and is at their disposal;

    ii. Allow use of office space in the field and /or Nairobi as necessary;

    iii. Provide transport to the consultant to and from the field and while working in the field;

    iv. Arrange for various meetings in the field with stakeholders (Consultants to make advance request);

    v. Provide field staff to guide the consultant to the target communities and support community meetings.

    vi. Consortium partners will provide transport, meals and accommodation to the consultants based on individual partners’ policies and donor guidelines. Where possible, the consultants will be accommodated at partners’ field bases.

    vii. Consultant will be required to organize his/her own medical cover during this assignment; computer and soft wares, Camera that will enable him/her effectively and efficiently perform tasks..

    I. Payment to the consultant.

    · First: installment: the Consultant will be paid 40% of the quoted amount after submission of the interim report.

    · Final installment: 60% of the amount agreed in the contract shall be paid upon completion of work and the acceptance of the final report and any other documents pertaining to this assignment.

    · Consultant shall be required to provide original invoice to facilitate processing of payment.

    · The payments will be made in A/C payee in form of cheques/or direct bank transfer in the name of the consultant or firm named in the contract. VSF Germany will deduct with-holding tax at source as per the rules of taxation governing VSFG operations and it will be deposited directly to custodian of such tax.

    · No other benefits shall be admissible beyond what is stipulated in the contract, nor does it guarantee a regular position in VSF Germany.

    J. What the consultant will provide:

    ·Own staff to assist in the works.

    ·Consultant will be required to organize his/her own medical cover during this assignment; computer and soft wares, Camera that will enable him/her perform do the assignment.

    Method of Application
