    Livestock Insurance Officer

    Job Description

    Reporting To: Project Manager

    Base Location: Project site (Field) 100%- Marsabit County (Moyale Sub-County)

    GENERAL

    Sustainable Community empowerment is one of the thematic focus areas adopted by Islamic Relief Kenya in its Country strategy. The programme focuses on poor, vulnerable communities with the aim of economic strengthening to enable them generate food and income through diverse livelihood opportunities available in their communities. The programme includes a strong focus in building community resilience and disaster risk reduction to reduce the vulnerability of rural livelihoods to external shocks and the effects of climate change, as well as the strengthening of organization advocacy capacities to influence public rural development.

    Job Summary:

    This post requires someone with experience working in or with community based Disaster Risk reduction and resilience building interventions and the ability to implement livestock insurance among pastoralist communities affected by disasters. We are looking for someone who has insurance background, strong written communication skills and financial analysis expertise, with the ability to engage stakeholders in the implementation of the project and generate quality regular internal reports. The successful candidate will need to understand Islamic Relief’s values and commitment to poor communities’ economic empowerment. Lastly they will need to show strong self-awareness, inter-personal skills, and self-motivation, with the ability to deliver results and work well under pressure and to be flexible in demanding situations.

    The Livestock Insurance Officer will be responsible for the day to day engagement with the project implementation stakeholders and communities in Dabel-Moyale to ensure project results are realized in an effective manner as per the project documents and donor guidelines and expectations.

    Key Responsibilities:

    • Carry out awareness raising activities to ensure that the community is well aware of the project’s objectives and of its potential benefits to their long-term livelihood sustainability and resilience.
    • The Insurance officer will work closely with GIS officer to interpret the NDVI data on forage and pasture and ensure that community members’ livestock are insured and premium collected based on the animal TLU.
    • Prepare a payment methods for the indemnity as a result of livestock death
    • Carry out continuous risk identification, estimation and evaluation during the project period.
    • Organize and carry out continuous engagement and dialogue with the beneficiaries, government and other stakeholders to sensitize them on the project.
    • Carry out orientation training to community members on the insurance operations and benefits based on a detailed training needs analysis.
    • Create awareness on the importance and appropriateness of the insurance in reducing impact of drought on household.
    • Through clear agreements, work with service providers including insurance companies, telecommunication providers, county and national government and other agencies working in the insurance areas.
    • Participate in the development of emergency preparedness plan and involve organizations like Kenya Meteorological department, National Drought Management Authority among others.
    • Ensure that insurance policy is clearly communicated, understood by the beneficiaries including the premium and compensation criteria and adhered.
    • Ensure that insurance policies offered to the target communities are in line with principles of Islamic sharia law for compliance.
    • Maintain an up to data a beneficiary database using in MIS template.
    • Update all client information and recoveries in the Management Information System (MIS)
    • Document and gather learning from the project for experience sharing to enlighten stakeholders for replication and scale-up purposes.
    • Work with other sector project staff to ensure insurance component is integrated into other sectors especially income generation activities for sustainability.
    • Represent IRK in the county and sub-county sector forums as may be necessary
    • Participate in the development of appropriate tools for monitoring and reporting including detailed implementation plans (DIPs) and M&E Plans.
    • Prepare and submit timely monthly, quarterly, annually narrative and financial reports.
    • Work closely in team sprit with other sector officers and contribute to the maximum of his/her knowledge in his/her areas of profession as deemed necessary.
    • Perform any other function/task as and when assigned by the line manager and area manager.

    Qualifications/Experience/Skills:

    • Graduate Degree in Insurance, Economics, and Agribusiness, Livestock Production or any other related fields.
      Minimum of at least three years’ Experience in micro credit programme/project.
    • Experience in Livestock Insurance programme design and management
    • Ability to work on your own initiative as well as a part of a team.
    • Proven analytical skills and ability to think strategically.
    • Excellent communication skills, both verbally and in writing (both in English and Kiswahili, Somali language will be an added advantage)
    • Experience/understanding of Takaful insurance is desirable.
    • Good operational and working knowledge of ASALs.
    • Effective IT Skills (Microsoft Office) and understanding of MIS.
    • Planning, narrative and financial reporting skills.
    • Conceptual understanding of participatory approach and sustainable development
    • Problem solving, flexible and patient
