    Family Planning Monitoring and Evaluation, Research Specialist (Senior Technical Officer)

    POSITION SUMMARY:

    The Family Planning Monitoring and Evaluation Research Specialist will be responsible for coordinating the implementation of the Research on Scale-up of Hormonal IUD in New and Emerging Markets (SHINE) project in Kenya. SHINE, a 4-year implementation research project led by FHI 360 and funded by the Bill and Melinda Gates Foundation, is designed to inform the introduction and scale up of the hormonal IUD in sub-Saharan Africa.  

    ESSENTIAL JOB FUNCTIONS:  DUTIES AND RESPONSIBILITIES

    • Contribute to the design and implementation of the project’s research in Kenya, including the development of the study protocol; development of data collection instruments; oversight of data collection and analysis; synthesis of data and project outcomes; data quality assessments and auditing of data.
    • Collaborate with MOH, family planning implementing partners, donor-funded projects, and other stakeholders, as well as project leadership to identify appropriate priority areas for research.
    • Design and develop strategies to build capacity in key stakeholders and project staff to implement sound research.
    • Oversee the dissemination of information on successful and promising approaches, lessons learned and other project results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders.
    • Promote forums which facilitate collaboration, learning and action as a result of this information among these actors.
    • Ensure that data from the project is fed into county and national health management information systems and promote its use among stakeholders for learning and policy development and programming.
    • Ensure research implementation adheres to FHI 360 and international policies and standards and remains technically and ethically sound. Usher research protocols through national external review processes.
    • Monitor and maintain relevant protocols, instruments, data sets, manuals, training materials and reports.
    • Oversee a team of research staff or consultants for the project and ensure clear roles and responsibilities and lines of communication are maintained amongst the team members.
    • Contribute to work plans, bi-annual reports, financial reports, and other reports and papers summarizing project results and evidence.
    • Maintain routine communication with global research staff.

    MINIMUM REQUIREMENTS STANDARDS:

    • Master's Degree or higher in monitoring and evaluation, public health, demography, health management, epidemiology, biostatistics, statistics, or a related field required.
    • At least seven years’ experience in designing, implementing and managing research and/or monitoring and evaluation activities for family planning programs and/or interventions in developing countries.
    • Working knowledge of how family planning services are delivered in Kenya.
    • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
    • Experience providing direct leadership and supervision of technical staff, and oversight and evaluation of deliverables.
    • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
    • Strong skills using MS Excel Word, PowerPoint and Access and experience in statistical analysis software such as Stata, SPSS, R or SAS and/or qualitative software packages such as NVivo, Dedoose, or ATLAS.ti is desirable.
    • Excellent report writing, analytical, and communication skills, including oral presentation skills.
    • Ability to travel regionally, nationally, and internationally as needed.
    • Ability to work independently and manage a high-volume workflow.
