ROLE PURPOSE:
Kenya’s ASAL counties are facing food insecurity following three failed rain seasons that caused household food insecurity as a result of poor crop harvest, poor regeneration of pasture resulting in poor livestock body conditions, and outbreak of livestock diseases such as Foot and Mouth diseases and drying of water points leading to water scarcity. An estimated 3.5 million people require immediate humanitarian assistance while almost 700,000 children require urgent treatment for malnutrition. Save the Children and its local partners is responding to the drought in four counties namely; Wajir, Mandera, Turkana and Garissa. SCI aims is responding by providing life-saving assistance through a range of interventions in health, nutrition, children protection, livelihoods and education.
The ICCM Coordinator will coordinate the ICCM Project in Wajir. The post holder is responsible for identifying needs and resources and elaborating recommendations for the project in line with Save the Children national and global priorities

Budget responsibility: Yes (as per the country SOD)
KEY AREAS OF ACCOUNTABILITY:
- Coordinate ICCM project implementation, assess the progress of implementation of activities against plans on monthly basis, and document the progress and action corrective measures as and when required.
- Ensure that the iCCM program is utilizing standard protocols, policies and guidelines as prescribed by MoH and WHO
- Oversee the technical aspects of the implementation and coordination of the iCCM project, providing support to the health officer to develop work plans to guide implementation of approved grants.
- Support staff in the implementation and monitoring of the work plans
- Develop and/or improve monitoring and evaluation mechanisms for the iCCM project, ensuring that iCCM teams in the field actively monitor set indicators and evolving concerns of the target communities.
- Work collaboratively to integrate iCCM with other SCI project interventions where appropriate,
- particularly with the nutrition and health programs.
- participate in inter-agency nutrition forums at the county and national level, along with the Nutrition Coordinator.
- Take the lead in demonstrating practices for quality program implementation.
- Ensure that ICCM project have clear indicators aligned with Save the Children humanitarian and donor standards, useful and accurate baseline data and staff friendly reporting formats.
- Track budget spending and support the preparation of financial reports and the award review process
- Contribute donor reports and among other important reports.
- In close coordination with Programme Manager, Technical Advisors and Project Development & Quality (PDQ) Director improve the quality of programming that shows impact on the situation of children.
- Ensure that project objectives and activities are agreed within the context of Save the Children values, aims and objectives.
- Evaluate, monitor and review to ensure strict compliance of project activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
- When requested act as representative for Save the Children to local authorities, donors and members of the humanitarian community.
- Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.

Person specification
Essential:
- Substantial experience working with an international non-governmental organisation within an emergency environment.
- Skills and experience in project/project implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards.
- Substantial people and project management experience with good interpersonal skills and ability to communicate at all levels.
- Solid experience in grant management, including budget holding and donor reporting.
- Substantial previous experience in security management.
- Ability to produce high quality reports.
- Representational, political awareness and advocacy skills.
- Ability to work with limited support from line manager.
- Fluency in written and spoken English, Swahili languages and computer literate.
- Commitment to and understanding of Save the Children’s aims, values and principles.
Desirable:
- Experience in ICCM work in humanitarian context
- Experience working in Northern Kenya/Horn of Africa

EXPERIENCE AND SKILLS
Essential
- Degree in Public Health or any other health sciences and significant experience in iCCM in emergencies
- Required to have practice license with relevant health professional body.
- Minimum of 5-6 years coordinating/implementing ICCM work or health and nutrition in emergencies.
- Strong computer skills and ability to work perfectly on Word, Excell, PDF and Outlook.
- Ability to handle work pressure and flexibility to handle demands that are requested urgently and immediately.
- Strong coordination skills and ability to coordinate with various departments in Save the Children
- (logistics, HR, Finance.)
- Communication skills and ability to represent SC in stakeholder meetings and with INGO/Partners when needed.
- Good writing skills and ability to write clear coherent emails in English to SC staff and partners.
- Demonstrated experience in capacity building, project design and budget management
