Oversee all project staff and sub-partners for results-oriented planning, leadership, and coordination of project activities.
Serve as project’s key point of contact with USAID, the Somali government, and other stakeholders.
Coordinate technical assistance activities with field staff, short-term consultants, and OEFs home office personnel.
Oversee project operations including project management, administration, oversight, reporting, financial and contractual obligations, contractor progress, and performance monitoring and evaluation.
Responsible for the technical leadership and the overall management and operations of the project. Supervise high-quality project implementation, with a focus on achieving the project goals and USAID/Somalia development objectives.
Provide leadership in coordination of all activities across all relevant parties, including USAID, the Government of Somalia, civil society organizations, key stakeholders, and implementing partners. They will also oversee all project staff and sub-partners for results-oriented planning, leadership, and coordination of project activities.
Supervise program staff and ensure accountability to OEF policies and donor rules and regulations. They will be the primary program representative to USAID, relevant government entities, partners, other implementers and stakeholders.
Qualifications and Experience
Master’s degrees or higher in economics, social sciences, international development, management, policy, public administration, political science, law, international relations, or a related discipline. Or Bachelors degree in related field and 15 years equivalent experience accepted in lieu of Masters.
Minimum 10 years of experience managing programs of a similar focus and complexity, on topics such as community building, decentralization, conflict mitigation, local governance, public engagement, and/or institutional capacity-building programs;
Proven ability to work effectively with USAID mission staff, host country counterparts, and international donors; with strong emphasis placed on experience developing and maintaining working relationships across a multi-stakeholder environment;
Solid understanding of USAID rules and regulations governing project compliance, procurement, and financial management preferred;
Experience working in Somalia and/or the Eastern Africa region preferred;
English proficiency is required. Knowledge of Somali language is desired;
