    Team Leader - WASH & Infrastructure

    Overall purpose of the role: 

    To offer DRC WASH and building projects in Garissa County with expert quality control and quantity oversight. In close collaboration with the technical teams of the County Government, the Engineer will periodically assist in the preparation of tender documents for the water and construction works, including technical drawings, work specifications, bill of quantities, and contract terms, and ensure that the project activities are completed on time. He or she will take part in all coordination meetings with UNHCR, WASH partners, and County Government departments in addition to being in charge of quarterly, monthly, and weekly planning, implementation, monitoring, accountability, evaluation, and reporting on the projects' operations

    Responsibilities:

    R1: Program Management, Development, Monitoring and Evaluation

    • Design, revise, and develop Shelter and WASH standard operational procedures
    • Planning, Designing, Implementation, supervision, monitoring and evaluation, compiling technical progress & situational reports; weekly, monthly, quarterly, and final.
    • Ensuring adherence to the approved work, budget and procurement plans.
    • Work closely with relevant authorities to ensure all WASH interventions deployed in the communities, facilities and schools.
    • Support preparation and conducting of trainings for water Users Associations (WUAs) to empower them to run their own water supply systems in a sustainable way.
    • Support preparation and conducting of hygiene promotion training sessions.
    • Support in the distribution of WASH NFIs and prepare reports and distribution lists for accountability.
    • Assist in collection of data pertaining to rapid WASH needs assessments in the project counties and determining most technically appropriate water supply options.
    • Review the Contractors’ work plan and request for revision to ensure timely completion of the works.
    • Propose to DRC/WATER FUND measures to be taken if the work progress is behind schedule.
    • Supervise infrastructure and WASH activities in the area to ensure all designs, material, and activities are of acceptable quality and standards are in line with DRC recommendations (templates and Construction Good Practice Standards – CGPS)

    • Check measurements and recommend payment with relevant documentary evidence within the time frame to be agreed.
    • Organize monthly construction site management meetings, write the minutes of the meeting and send the minutes of the meeting to the contractor and to DRC on last day of the month.

    R2: Training & Capacity development

    • Attend Construction Good Practice Standards (CGPS) training in order to replicate tools & guidance know-how to team in the field and to provide adequate quality in construction. 
    • Provide continuous technical support and mentorship for Assistants/Officers to develop professional and technical competencies.
    • Support field teams to participate in and provide leadership within Camp-level WASH and Livelihoods and Education Working Group meetings.
    • Provide technical feedback on monthly, and quarterly narrative reports received from the Livelihoods Team, ensuring that established project objectives and targets are met.

    R3: Coordination & Partnership

    • Represent DRC at coordination, sector and bilateral meetings, WASH & Shelter working groups (Water, environment and sanitation coordination WESCOORD, CSG, NDMA), with National or county government departments and any other relevant meetings or events, facilitating supportive synergies and overall progress in the sector and avoiding duplication with the work of other agencies (e.g. NGOs, Government &UN, etc)
    • Take lead & coordinate project special events including donor field visit ensuring proper visibility and providing feedback.
    • Integrate multi-sectoral considerations into livelihoods programming, with a particular focus on linkages with shelter, health, education, WASH and legal protection concerns.
    • Ensure coordination with Regional Technical Sector Lead (if in place) or in her / his absence with the Global Sector Lead. 

    R4: Budget Management

    • Manage Wash project budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
    • Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
    • Working closely with the Supply-chain Team to ensure all livelihood department procurements are sourced in a timely manner.
    • Work closely with the Area Manager and the Finance Team in budget drafting and revision processes as per identified/prioritized needs for each grant.
    • Ensure budgetary utilization is within acceptable limits/range.

    R5: Staff Management

    • Ensure timely recruitment of highly competent sector staff (including WASH, infrastructure and Livelihoods sector staff).
    • Hold regular meetings with staff to plan & address any concerns and share feedback.
    • Monitor and provide objective feedback related to staff performance, including objective-setting, probation & performance evaluations to promote growth and development.

    Experience and technical competencies 

    • Good understanding of SPHERE and other international WASH / Shelter in emergency standards.
    • Ability to conduct community WASH needs assessment, program planning, implementation, monitoring, and evaluation of project activities
    • WASH in schools background is highly desirable
    • Minimum of 8 years of relevant experience in WASH and construction, emergency response and related sectors, Project management, supervising construction sites, and community work in rural areas.
    • Registered with Professional Body (ERB/IEK).
    • Experience with other computer programs such as Proficiency in MS Office software (especially Word and Excel) and AutoCAD/ArchiCAD is essential, SAP 2000 and Microsoft Project would be an advantage.
    • Previous work experience in field operations and implementing donor-funded projects is an added advantage.
    • Ability to work independently in a result-oriented multi-tasking and multi-cultural environment
    • Ability to develop good working relationships/partnerships with all stakeholders (GoK, INGOs, UNHCR)
    • Excellent communication (spoken and written) skill.

    Education: 

    • Degree in Civil Engineering, Water Engineering, or a related field from a recognized institution.Language: Spoken and written English & Swahili. Ability to speak the Somali language is an added advantage
