    Project Officer- Sanitation and Hygiene

    Key Responsibilities:

    Technical Support

    • Facilitate timely and quality implementation of Sanitation and Hygiene project.
    • Ensure that business processes, standards and guidelines related to Sanitation and Hygiene initiatives are effectively applied in project implementation.
    • Facilitate field visit for all respective line ministries to inspect progress of works and validate all the inspection reports (this includes quantified work done)
    • Facilitate communities to identify viable Sanitation projects and ensure their participation in the implementation of the same
    • Ensure cross cutting themes are integrated into the S&H project
    • Conduct CLTS interventions and facilitation of declarations of ODF Villages
    • Develop timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with Cluster Manager, Japan Grant Supervisor, and other sector specialists when necessary
    • Mobilize the community for community contribution for project interventions

    Quality Assurance

    • Supervise and monitor Sanitation and Hygiene interventions in strict adherence to WV Kenya, Kenya government regulations, the donor’s guideline WHO and the SPHERE standards.
    • Development of Project Designs and Annual Operation Plans. (Project Proposal, 4D matrices, DIPs, Annual Budgets).
    • Facilitate S&H project surveys (Assessments & Baselines) and evaluations.
    • Develop quality monthly, quarterly, semi-annual, annual and end of projects reports in accordance with donors and WV Kenya requirements.
    • Ensure budgetary utilization is within acceptable limits/range.
    • Ensures participatory monthly data collection are conducted (involving communities and partners) using the standardized tools
    • Contextualization and utilization of reporting guidelines

    Advocacy, Engagement with strategic partners, Linkages and networks & partnership development

    • Representation of WV Kenya in key S&H stakeholder forums/meetings at the Ward, Sub-County levels.
    • Facilitate community education on Laws, Policies and Standards on S&H Service delivery
    • Provide support to community led processes of monitoring public service delivery.
    • Ensure communities are  mobilized and participate in their S&H projects
    • Minimum of 4 years’ experience with regard to designing, planning, implementation, supervising and reporting on integrated development, sanitation and hygiene projects, both at community level and also at facilities such as schools and health facilities
    • Knowledge and experience of conducting behaviour change models such as Community Led Total Sanitation (CLTS), Sanitation Marketing, Nurturing Care Groups and Design for Behaviour Change models

    Education & Qualifications

    • Minimum of 4 years’ experience with regard to designing, planning, implementation, supervising and reporting on integrated development, sanitation and hygiene projects, both at community level and also at facilities such as schools and health facilities
    • Knowledge and experience of conducting behaviour change models such as Community Led Total Sanitation (CLTS), Sanitation Marketing, Nurturing Care Groups and Design for Behaviour Change models
    • Wide experience in development work in sanitation and hygiene in the NGO sector
    • Minimum of a Bachelor’s degree in Public Health/Environmental Health or any other relevant qualification from a recognized and accredited university.
    • Must be a results-oriented person who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands;
    • Excellent communication skills, used to speak in public and work dynamically with adults and children. Knowledge of community capacity building.
    • Expertise in partnership and collaborations with community, county governments and other S&H related institutions.
    • Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
    • Strong negotiation skills.
    • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
    • Emotional and spiritual maturity and ability to lead a team of professionals.
    • Knowledge of the Sustainable Development Goals and especially Goal No. 6 on Water and Sanitation
    • Knowledge of implementation of sanitation and hygiene interventions in disaster/emergency situations
    • Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
    • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

    Project Officer - WASH and Construction

    Key Responsibilities:

    Technical support

    • Capacity Building of CBOs and Water Users Committees to be able to effectively manage WASH facilities in scenario where there is no regulated water service provider to take over.
    • Capacity building of WASH staff (WASH officers, Sanitation and hygiene officers) and communities in programming and implementation of WASH and construction projects.
    • Support preparation and conducting training for water Users Associations to empower them to run their own water supply systems in line with the approved rural water management models for improved governance and sustainability.
    • Support preparation and conducting hygiene and sanitation promotion training sessions.
    • Facilitate timely and quality implementation of Water, sanitation and Hygiene projects, other construction infrastructures and multiple use of water initiatives.
    • Give guidance in environmental protection and conservation (water shed management and reforestation).
    • Take lead in development and implementation of water safety plans and disaster risk management plans for the water supply projects.
    • Ensure that WASH business processes, standards and guidelines related to WASH and Construction initiatives are effectively applied in project implementation.
    • Carry out feasibility studies, water resource mapping, EIA support, Technical Design of WASH and Construction projects as need arises.
    • Support development of technically sound funding proposals through provision of information & data and review in collaboration with the Cluster manager, Grant Compliance advirsor, and other sector specialists. Preparation of the tender documents (Technical Specifications, Drawings, Bills of quantities and Terms of Reference).
    • Facilitates Topographical Surveys and GIS activities.
    • Facilitate communities to identify viable WASH and construction projects and negotiate for way leaves and easement and ensure their participation in the implementation of the same.

    EDUCATION & QUALIFICATIONS

    • Bachelor’s Degree in Civil Engineering/Water Engineering.
    • Registration with EBK/KETREB as graduate Engineer as minimum.
    • Good experience in construction project design and management – FIDIC understanding as an added advantage.
    • Excellent English communication skills (both oral and written).
    • Knowledge and application of auto/arch CAD and GIS
    • Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
    • A team player, capable of building staff and community capacity in Water, Sanitation and hygiene projects through training.
    • Ability to take initiative, a team leader able to work with minimum supervision
    • Cross-cultural sensitivity and emotional maturity
    • Ability to maintain performance expectations in diverse cultural contexts
    • Minimum 4 years’ experience in Engineering project design, proposal writing, needs assessments, surveys, and information management
    • Proven experience in working/programming in either relief or development including managing a large scale Community based water project with evidence of successful implementation of similar projects

    Grant Accountant

    Key Responsibilities:

    Financial Management and Budget Monitoring

    • Offer financial advice and facilitation of project team to undertake activities
    • Ensure strict adherence to the approved budgets and the grant guideline by the donor
    • Deepen the understanding about the donor’s regulation on financial management based on the advice by Japan Grant Supervisor
    • Ensure vendors are paid within the stipulated time
    • Ensure staff advances are properly managed
    • Analyse grant financial performance and advice management
    • Review grants procurement requests for budget availability and coding
    • Ensure assets purchased through donor funds are properly utilized and safe guarded

    Monitoring and Compliance

    • Monitor Project expenses against the approved budget.
    • Reconcile timesheets with payroll for the project staff under grants. 
    • Ensure donor regulations are adhered to for the assigned projects. 
    • Support and coordinate grants end closure processes

    Financial Reporting:

    • Preparation monthly site financial reports to the grant finance manager for consolidation
    • Prepare management reports for decision making purposes
    • Review receipts, vouchers and journal listings to ensure proper use of the fund
    • Prepare and implement the Agreed Upon Procedure (AUP) in line with the Grant guideline and the donor’s regulations.
    • Ensure monthly accrual of completed activities
    • Support and participate in year- end processes

    Risk Management

    • Identify finance risks facing the grant and share with management
    • Support with implementing mitigation measures for the identified risks.
    • Support with internal and external audits done on the grant
    • Provide relevant information for audit responses
    • Follow up on implementation of audit recommendations
    • Provide and maintain grants financial information for safe custody and access

    Administration

    • Ensure smooth and efficient running of the office facilities
    • Attend program technical meetings and give feedback and updates on financial aspect of the assigned grants. 
    • Ensure good storage of financial reports and records in line with the WVK and donor requirements
    • Ensure all copies of final signed Grant agreements documents between donors and WVK is available on file

    Other

    • Perform any other duties as requested by the supervisor

    KNOWLEDGE, SKILLS AND ABILITIES

    • Bachelor of Commerce, Economics, Accounting or Finance or related field
    • CPA Section 4
    • Minimum 2 years of relevant experience
    • Practical experience of using SUN system accounting Software is preferred
    • Advanced excel and analytical skills
    • Compatibility with WV's Mission, ethos, policies and core values.
