    Urban Data/GIS Expert

    DUTIES AND RESPONSIBILITIES

    • The consultant will report directly to the Head of the Urban Lab in Nairobi and to the designated programme managers of the projects.
    • The consultant is expected to support the implementation of several urban planning projects for example in Mozambique, Somalia, Kenya and Kyrgyzstan.

    Under the overall supervision of the Chief of the Planning, Finance and Economy Section, the Urban Lab managers, in coordination with the UN-Habitat Regional and Country Offices and in close collaboration with UN-Habitat thematic Sections, the consultant is expected to fulfil the following duties and responsibilities:

    • Advise and work with the Urban Lab team to analyze, collect, compile and interpret data to guide and inform the territorial and urban projects, specifically on urban profiling;
    • Contribute to the development and application of methodologies and guidelines on evidence-based spatial analysis to be implemented in the Urban Lab projects;
    • Develop analytical and diagnostic maps, drawings/graphics and related reports to inform urban profiling and planning;
    • Contribute to the development of planning proposals, including drawings/graphics;
    • Develop critical analysis of existing planning documents and instruments with GIS support;
    • Undertake reviews and assessments of relevant policies and strategies related to urban data and document findings in short briefing notes;
    • Develop training materials for GIS, remote sensing, data analysis, and visualization and deliver workshops/training events;
    • Develop and organize participatory, multi-stakeholder processes tailor-made for the stakeholders within the projects;
    • Provide technical recommendations to Urban Lab documents and publications, and
    • Contribute to the development of papers and methodologies for open-source data platforms for UN-Habitat and Partners

    Qualifications/special skills

    Education:

    • Advanced university degree (master’s degree or equivalent) in Urban Development, geography, GIS, Urban Planning and Design, or a related field is required.

    Work Experience:

    • At least 2 years of relevant work experience in the field of sustainable development and GIS/spatial analysis (and/or related fields) with direct proven experience in drawing and preparing plan graphical material using computer-assisted design tools, with special attention to data management and processing with GIS software is required;
    • Direct proven experience of urban planning projects/processes, in combination with e.g. urban resilience, mobility, project finance, and/or data systems is required;
    • Proven experience in GIS software use, data analysis and maps production is required;
    • Understanding of and experience from managing urban data is an asset;
    • Experience working in the public sector, e.g. local governments is considered an asset;
    • Experience in crisis/post-conflict contexts is an asset;
    • Experience working on social change projects is an asset;
    • Leading, designing and managing capacity building processes is an asset;
    • Working knowledge and understanding of the Sustainable Development Goals (and their monitoring/evaluation) and of the New Urban Agenda is an asset;
    • Working experience with international development agencies and in particular the United Nations is an asset.

    Languages

    • Fluency in English, written and verbal, is required. Proficiency in French, Arabic, Russian, Portuguese, or other languages is an advantage.

    STDM Senior Developer Expert

    RESPONSIBILITIES

    • Under the overall leadership of the Section Chief of the Land, Shelter and Housing (LHS) Section, the consultant will have a double reporting line. Technically, the consultant will report to the LHS Officer leading the work on STDM. The consultant will also collaborate with other GLTN colleagues, GLTN partners and STDM technical team. 

    The consultants will perform the following tasks:

    Provide Technical Support in Migrating and Post-Migration of STDM 1.8 (1 month)

    • Work with partners (all) to migrate to STDM 1.8 and provide a timeline of end-of-support for STDM 1.7
    • Work with partners on issues that might arise in regards to STDM 1.8 migration
    • Organize awareness workshops with partners to share feedback on the new STDM upgrade

    Fix Defects and Regressions Identified in STDM Release 1.8 (1 month)

    • Fix the core view generator that fails to generate key entities fields (for both party and spatial unit) for the default profile views.
    • Fix a work-around implemented in the mobile import module for STDM 1.8.1 to allow importing of supporting documents correctly.
    • Fix regressions/issues identified during the release of STDM 1.8

    STDM Feature Development (1 month)

    • Improve UI/UX in the configuration wizard – extend the work done in STDM 1.8 of exposing properties of different data types in the configuration wizard
    • Enhance UX in the Entity Browser window by adding a shortcut to export data as CSV

    Improve Mobile Integration with STDM Profile Customization (1 month)

    • Provide a way of customizing the generated mobile ODK form from the configuration wizard
    • Build a comprehensive logging framework for mobile module data operations

    Develop a Build and Release Process Automation Framework and Version 1.9 Release (1 month)

    • Design the full automation process
    • Setup the automation process locally
    • Setup the automation process online
    • Use Devops framework to release STDM version 1.9

    Work on Capacity Development and Knowledge Management Initiatives (1 month)

    • Technical support for implementing partners
    • User training and awareness workshops
    • Upgrade existing training and user manuals/materials

    Work implies frequent interaction with the following:

    • UN-Habitat HQ
    • GLTN Secretariat and STDM technical team 
    • Country implementing partners

    Qualifications/special skills

    • A first level university degree in Geography, Computer Science, Geomatics, GIS Programming and Design, or Database Programming is required
    • Six years’ experience of Python, SQL or C++ development for desktop or web applications.t.
    • Two years’ experience customizing and using mobile data collection tools such as (Geo) ODK, KoBo, QField or Trimble Penmap is required
    • Two years’ experience using QGIS for spatial analysis and data management

    Languages

    • Fluency in English (both oral and written) is required. Knowledge of the other UN languages especially French and Arabic is desirable.

    Communications and Project Support Consultant

    Duties and Responsibilities

    • The consultant's main responsibility will be to deliver on specific activities related to UN-Habitat's SDG localization team projects.

    Specifically, the consultant will be responsible for the following tasks:

    Knowledge management, communication and graphic design:

    • Regularly update the communication strategy and calendar for each of the activities of the Team
    • Provide technical expertise on the promotion of major publications, events and other actives through communication materials (social media flyers; posts; online stories etc.) and coordinate its           dissemination through the Team's network and on UN-Habitat's communication channels 
    • Develop graphic materials for reports, presentations, knowledge products, and online content developed by the team
    • Update and maintain UN-Habitat's Voluntary Local Reviews (https://unhabitat.org/topics/voluntary-local- reviews), Multilevel Governance (https://www.multilevelgovernance.org/) and SDG Localization (www.sdglocalization.org) online platforms
    • Provide technical expertise on the planning, design, content development and operational logistics to develop three videos on SDG Localization to be used in events and published online.  
    • Ensure data collection on Voluntary Local Reviews and SDG localization, in coordination with the knowledge   management focal point
    • Develop and identify services for printing physical materials for office spaces, events, missions and distribution to partners. 
    • Update the Team's lists of partners, donors and contacts associated with different areas of work.
    • Act as the communication focal point for liaising with UN-Habitat teams and Regional offices and their communication focal points, other UN agencies, partner organizations including global, regional, national and local governments, the private sector, regional organizations and civil societies on all matters pertaining to communications of the team.
    • Support administrative operations concerning communication service provision.

    Project implementation on SDG Localization and Voluntary Local Reviews:

    • Prepare and participate in coordination meetings with donors, implementing partners and local stakeholders, including taking minutes for reporting purposes and background documents (PPTs; agendas ect)
    • Provide technical expertise in the preparation of the projects' activities such as events and trainings 
    • Update project implementation plans, specifically focused on Eastern European countries (Serbia( and African countries (Kenya)
    • Prepare agreements, ToRs, travel arrangements etc. in support of project implementation.
    • Provide technical expertise in review of knowledge documents and specifically Voluntary Local Reviews developed by local partners
    • Plan, conduct outreach, compile, and refine video testimonials from project partners, spanning local, national, youth, academia, and various stakeholders, to curate a comprehensive collection of testimonials from the diverse array of beneficiaries involved in the project.
    • Develop, in coordination with the team and implementing partners, capacity building and training   activities for local governments

    Project Monitoring and Reporting on SDG Localization and Voluntary Local Reviews

    • Work in coordination with the Team's project managers to collect data, monitor and report on ongoing projects and activities
    • Deliver a consolidation of the tracking of contacts and evolution of partnerships with project implementing partners and local contacts of pilot counties/cities.
    • Develop monitoring tools to support the project team's monitoring and reporting activities.
    • Provide technical expertise and coordinate the collection of data to produce financial and narrative reports to the donors of both projects.

    Reporting Line

    • This post is located the Urban Practices Branch of UN-Habitat and specifically within its SDG localization and local governments team. The incumbent will be supervised the Human Settlements Officer coordinating the work of the team, and under direct supervision of the Chief of the Urban Practices Branch. The expert will work in proximity to the other members of the team as well as other units, sections and offices across the Agency.

    Qualifications/special skills

    • University Degree in Political Science, Social Sciences, Urban Studies, Social Sciences, Communications, Development Studies or other relevant area. Required.
    • A minimum of two (2) years of relevant working experience on issues related to sustainable development, urban planning, local development and project management. Required.
    • Working experience on the Agenda 2030 and the local implementation of the SDGs will be highly valued. Desirable.

    Languages

    • Fluency in English is mandatory for this specific consultancy. Knowledge of another UN official language is an asset.

    Advocacy and Knowledge Management Consultant

    Duties and Responsibilities

    • The consultant’s main responsibility will be to support the activities of UN-Habitat’s SDG localization team, specifically in terms of (i) knowledge management, (ii) global advocacy and events, and (iii)  partnership and project support.

    The consultant will be responsible for the following tasks:
    Global advocacy and capacity building 
    Responsibilities include:

    • Monitor and identify strategic advocacy and capacity building opportunities to advance and position the Team’s work on SDG localization, local governments, and multilevel governance, in line with the Agency’s corporate priorities. 
    • Prepare the necessary documentation for the organization and planning of events and workshops, including for the mobilization of partners and participants (coordination; logistics etc).
    • Provide technical guidance to the preparation of concept notes, tailoring substance and innovating narrative.
    • Identify, propose and mobilize relevant speakers and participants to take part in the team’s advocacy and capacity building efforts
    • Monitor the UN-led intergovernmental process development and propose practical action plans for engagement
    • Prepare talking points, session scenarios and all necessary documentation to support Senior Management’s participation in events and workshops
    • Develop and continuously update the team’s events calendar
    • Maintain a repository of information (including documents; hyperlinks; quotes) to support and update the team’s narrative on SDG localization, in coordination with the knowledge management and communication focal points
    • Knowledge development 

    Responsibilities include:

    • Provide technical inputs to the review of knowledge material linked to SDG localization, VLRs and multilevel governance, prepared by the team and project teams.
    • Provide technical expertise to corporate documents, reports, and policies, specifically linked to SDG Localization and the implementation of the related resolution.
    • Provide substantial inputs to UN-Habitat corporate reports and official documents related to SDG localization and local governments such are UN-Habitat workplan, annual report of activities, etc.
    • Prepare informative material and communications related to the teams’ work, in coordination with the communications focal point.  
    • Provide technical inputs to the development of the team’s learning tools including the SDG Localization Module 2 and online products. 
    • Partnership and project support 

    Responsibilities include:

    • Provide technical inputs to the development of project related documents on SDG localization and VLRs, such as PPTs, concept notes, background material etc.
    • Update and maintain the list of partners of the team
    • Develop a partnership strategy in coordination with the partnership focal point of the team with the scope of expanding the network of the team and explore new opportunities for funding
    • In coordination with UPB office, develop a resources mobilization strategy for the team.

    IC - Urban Data for SDG Localization in Georgia

    RESPONSIBILITIES:

    REPORTING LINE:

    • Under the direct supervision by the Inter-Regional Advisor for Eastern Europe and Central Asia, the National Consultant collaborates closely with UN-Habitat’s Data and Analytics Unit at the Knowledge and Innovation Branch within the External Relations, Strategy, Knowledge & Innovation Division (ERSKI).
    • The alignment with the ongoing support by the SDG Localization and Local Governments Team from the Urban Practices Branch to the development of the Tbilisi VLR is vital.

    The main duties of this consultancy will therefore be the following:

    • Report examining the Urban Monitoring Framework (UMF) and the existing data for absent SDG indicators in Georgia's urban development sector, including analytical model to fill data gaps for specific Human Settlements Indicators.
    • Database comprising of selected Human Settlement Indicators at the city level in Georgia, contributing to data aligned with SDGs/NUA for the UN-Habitat Urban Indicators Database.
    • Supplementary report on review and analysis of urban development-related indicators that have been studied but are yet to be included in the national database.
    • Database comprising of selected Human Settlement Indicators at the city level in Georgia, contributing to data aligned with SDGs/NUA for the UN-Habitat Urban Indicators Database.

    Qualifications/special skills

    • An advanced university degree (Master’s degree or equivalent) in urban planning, urban development, development studies, statistics or a related field is required.
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Experience:

    • At least seven years of progressive experience working in urban development and research on urban, social, economic or development issues is required.
    • For this position, proven experience is required on the areas of indicators formulation/ identification; literature review; synthesis of evidence including data interpretation; clear writing and good knowledge of urban development and the sustainable development agenda issues.
    • Some level of knowledge of and experience working with the Sustainable Development Goals (SDGs) or urban-rural linkages / regional development is highly desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of another official UN language is an added advantage, in addition to Georgian language fluency.

    Evaluation Consultant for the Go Blue Project

    Duties and Responsibilities

    Under the supervision of the Chief, Evaluation Unit, UN-Habitat, the Evaluation Expert will: 

    • Assess the performance of the project in terms of its progress towards the achievement of results at the expected accomplishment and output levels. 
    • Assess the relevance, efficiency, effectiveness, coherence, outlook sustainability and impact of the project in applying integrated ecosystem approach to land-sea planning and management.
    • Assess the planning, adequacy of resources, working arrangements and how these may be impacting on the effectiveness of the project.

    • Assess how cross-cutting issues such as gender equality, persons with disability, youth and human rights have been integrated in the project. 
    • Assess how the effects of pandemics including COVID-19 and other internal factors such as changes in government and institutional reorganisation may have affected the performance of the project.
    • Identify and validate areas of improvement, lessons learnt and make recommendations actionable to improve performance of the project for the remaining period of the project.

    • 7 years of project management experience in results-based management working with development projects/ programmes is required
    • Extensive evaluation experience. The lead consultant should have the ability to present credible findings derived from evidence and prepare conclusions and recommendations supported by the findings is required.
    • Knowledge and understanding of UN-Habitat mandate, operations and experience of regional/ multi-country projects is desired.
    • Knowledge and experience of country programming is highly preferred
