    Funded under the US President’s Emergency Plan for AIDS Relief (PEPFAR) through a cooperative agreement with the US Centres for Disease Control and Prevention (CDC), Palladium Development and Consultancy Kenya Ltd (Palladium Kenya) anticipates 5-year funding to support the Kenya Ministry of Health, county governments and healthcare service delivery partners to implement technological innovations in health information systems.

    These innovations include the scale up of electronic medical records systems (EMRs) for clinical decision support and improved patient care,  the enhancement of the Kenya National Data Warehouse (NDWH), a centralized data repository of data from EMRs for analysis and reporting, the development of an interoperability layer to support the exchange of data across systems, the enhancement of mHealth solutions and numerous other innovations including  patient identification and informatics solutions to support health surveillance.

     Primary Duties and Responsibilities: 

    • Responsible for developing and maintaining the data infrastructure for analytics and reporting 
    • Creation of ad-hoc datasets used in modeling, mining, acquisition, and verification.
    • Developing data extraction routines for EMR platforms and for data in the data warehouse
    • Ensuring formulas and indicator definitions in the DWH are in concordance with the EMR guidelines definitions (PEPFAR & MoH)
    • Work closely with the Data Analysis and Use Team in developing information products for the various stakeholder groups.
    • Assembling large, complex sets of data that meet non-functional and functional business requirements
    • Be part of discussions with product manager and data analyst to guide them in their understanding of the data in the data repository, shape the product solutions and to better grasp the context of requirements coming your way 
    • Capture business requirements for analytics and translate complex ones into technical requirements. Collaborate with data engineers to design & implement end-to-end solutions 
    • Use SQL queries to transform data in our data repository to move it from raw nuggets into reliable business entities and then into reporting aggregates. Identify dependencies for these transformations. Schedule these transformations on our platform. Investigate discrepancies in data. 
    • Document analytics datasets and any business logic 
    • Lead some refactoring of data warehouse where needed, to make data more consistent, better documented and the pipelines more resource-efficient 

    Required Qualifications:

    •  BSc degree in Computer Science/Computer Engineering. Masters is a plus.
    • A minimum of 5 years’ experience in the same or similar position.
    • Strong competencies in algorithms and software architecture.
    • Excellent SQL knowledge with the ability to understand, manage and handle complex data and create efficient data models (applied to data warehousing in particular) 
    • 3+ years of experience with Data Warehousing, DBT or SSIS or Opensource ETL Tools
    • 5+ years of Software engineering experience with hands-on experience automating tasks with scripting.
    • Ability to work with multiple parts of the business (product, ads) and multiple stakeholders (engineers, analysts, product managers…) 
    • Have basic knowledge of machine learning to understand data scientist’s needs better (and, by extension, the organization’s needs), get models into production and build more accurate data pipelines.
    • Experience in creating project plans to identify tasks, milestones, and deliverables.
    • Proven experience with project management tools (Jira / Microsoft Project) is a plus
    • Passionate about data visualization. Experience with any of the mainstream visualization tools such as Power BI, Tableau, Qlik.
    • Demonstrated experience modelling data in analytics and the ability to develop data models that cater to specific domains—both conceptual and physical models.

    Director, Finance and Operations (DFO) / Grants Manager

    Project Overview & Position  

    The Director of Finance & Operations/Grants Manger is a full-time position for an upcoming award being solicited through USAID/Kenya & East Africa to redesign its health systems strengthening project. USAID/Kenya & East Africa’s Health, Population, and Nutrition (HPN) Office has realized the need to realign its HSS programming and resources to achieve equity, quality, and resource optimization. The redesign will identify and address underlying health system barriers to achieving desired and sustainable health impact, and contribute to the overall reduction in morbidity and mortality particularly for children under 5 and women of reproductive age. As part of this overall objective, there will be emphasis to ensure strengthened governance and accountability structures, policy development and implementation for responsive health systems which promote equity, quality, and resource optimization. The DFO/Grants Manager will oversee financial operations and tasks, including management of grants and sub-grants, in addition to accounting, procurement, etc. according to USAID and USG procedures, rules, and regulations, and will supervise the accounting team to coordinate reporting activities. 

    Required Qualifications:

    • Extensive senior-level experience managing finance, administration, grants management, and operations activities for complex and large-scale donor funded programs, particularly with subcontractors. Significant experience in the management of programs of the same complexity and size. 
    • In-depth knowledge of USAID financial management rules and regulations, and reporting requirements 
    • Demonstrated experience with supervision and oversight of subgrants and subcontracts  
    • Demonstrated experience in management, supervision, and coordination of a team of senior finance, HR, and operations professionals 
    • Excellent knowledge of local labor laws and policy interpretation 
    • Advanced skills in budgeting and financial reporting with USAID programs and projects

    Responsibilities

    • Provides overall management of administrative operations, including logistics, procurement, budgeting, finances, human resources, information technology, property, and security.
    • Oversees sound and effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance. 
    • Support COP to maintain effective working relationships with donors and key government officials related to finance and operations. 
    • Support the annual workplan process and other strategic planning processes. 
    • Coordinate budgeting processes for program activities and conduct continual analysis and planning of operating, staff, and external project expenditures. 
    • Manage the procurement process, including negotiating competitive prices and documenting decision-making processes in accordance with USAID and Palladium’s regulations. 
    • Monitor salaries and benefits to ensure they are in line with agreed budget plans and competitive compensation structure benchmarking studies. 
    • Ensure contractual obligations are sound and appropriate for project. 
    • Supervises financial operations and monitoring of obligations, budgets, and expenditures. 
    • Prepares budgets for annual work plans and financial reports for USAID. 
    • Coordinates and manages the mobilization of short-term and long-term technical assistance and administrative staff. 
    • Develops internal control measures to ensure accurate and timely financial reporting at the headquarters and field levels. 
    • Conducts internal and coordinates external financial audits. 
    • Fluent writing, reporting, and presentational skills in English.

    • Apply advanced data analytical skills to develop high quality information products from patient level data for epidemic control and disseminate through bulletins, abstracts, and manuscripts.
    • Support the MoH and other partners in deeper interrogation, analysis and triangulation of existing evaluation, research, and program data to better inform epidemic control efforts.
    • Coordinate the development of protocols and evaluation of the HIV/TB response in Kenya using individual level data from electronic platforms.
    • Work with Implementing Partners and United States Government (USG) staff to implement HIS and HIV/TB program evaluation activities.
    • Implement activities related to health care evaluation and public health research studies.
    • Analyze data from existing electronic platforms and produce epidemiologically sound information products including abstracts, manuscripts, presentations, etc.
    • Provide Technical Assistance (TA) to inform automation of information products from individual level data systems. The TA will cover the entire continuum of individual level data management: collection, transmission, collation, analysis, and interpretation.
    • Capacity build internal and external stakeholders in statistical analysis and use, public health evaluation and operational research.

    Required Qualifications:

    • Medical related Degree (Medicine, Nursing, Pharmacy) is required. A Master’s or a higher degree in Public Health, Epidemiology, Field Epidemiology, Medical Statistics, or related field is also required.
    • At least 5 years progressive public health experience and/or research experience within the HIV/TB program.
    • Must demonstrate experience in analyzing large datasets from program/survey/surveillance data and developing sound epidemiological outputs.
    • Must have demonstrable experience using statistical analysis software such as R, SAS, STATA, or SPSS and working knowledge of GIS software.
    • Must have a high level of detailed understanding of the structure and functions of Kenya’s HIV epidemic response.
    • Must have technical knowledge of epidemiology, statistical analysis, and public health relevant to the HIV and TB epidemic.
    • Must have published widely with at least 3 first-author publications in reputable journals.
    • Must have technical experience and knowledge in managing research/evaluation projects and resources.
    • Must be able to mentor project teams and workgroups on program evaluation and manuscript and abstract writing.
    • Must be able to devise innovative methods to manage both aggregate and individual level data to inform epidemic response.

    Required Qualifications:

    •  University education in computing, statistics, or science would be highly regarded.

    • Programming Languages (R/STATA/Python) – Proficient and working knowledge in one or more of these programming languages (R, Python or STATA) for data gathering, data cleaning, statistical analysis, and data visualization.
    • Creative and Analytical Thinking – Excellent problem-solving skills including the ability to analyze and resolve complex problems
    • Excellent communication and comprehension skills: confident communicating with people of differing levels of seniority, analytical understanding and from a wide variety of backgrounds

    Position Summary

    Position Summary

    Reporting to the Senior Architect Data Warehousing and Infrastructure, the Senior ETL Engineer is responsible for the development and management of ETL data pipelines in line with work plan and team objectives and develops specific products assigned in adherence to the business and functional requirements, quality objectives and timelines set, and works with a team of individuals from development, quality assurance, business analyst, and Data Engineers on Kenya National Data Warehouse.

    Primary Duties and Responsibilities:

    • Design, implement, and continuously expand DWH data pipelines by performing extraction, transformation, and loading activities.
    • Performance Tuning and optimization of the DWH databases, Queries and Views.
    • Serve as the Data warehouse Database Administrator.
    • Support data modelling and data mart development.
    • Synthesis of requirements, identification, and analysis of data sources for mapping and performing data quality tests to support source system mapping exercise.
    • Defining and arbitrating the transformation rules per source system and develop ETLs to populate respective data marts.
    • Perform data profiling functions and interrogation queries against source systems and verifying data marts after ETL processes.
    • Work closely with the Epidemiologist in developing data products for the larger stakeholder groups.
    • Work with QA to resolve data quality, inconsistency, and integrity issues.
    • Perform data administration for the Data Warehouse
    • Perform duties and tasks as assigned by Infrastructure and Sustainability lead

    Required Qualifications:

    • BSc. in Computer Science, Engineering, Mathematics, or a related field (such as Telecommunications or IT).
    • Minimum of 5 years of experience with system databases (SQL and NoSQL) at Enterprise level.
    • Extensive experience with ETL and Data Transformation tools such as Talend, Pentaho Data Integration and SSIS.
    • In-depth understanding of database management systems and scripting (SQL, NoSQL, and distributed databases).
    • Extensive knowledge of data warehouse design and data modeling principles.
    • Extensive experience in system and data migration for mission critical technologies.
    • Industry experience in Linux and Windows administration for mission critical systems.
    • Experience in engaging closely with Software developers and Data Use teams to deliver highly available and scalable
    • Business intelligence (BI) services with minimal/zero downtime.
    • Demonstrable experience with Application Development, Infrastructure Delivery Automation, Orchestration, Configuration
