ACCOUNTABILITIES
Leadership and Strategic Alignment
- Contribute to the development process of the strategic business plan (SBP), ensuring that change objectives are developed to achieve change in the lives of people that we work with.
- Provide data that supports routine quarterly and annual reporting of the SBP including reporting on the global indicators.
- Provide data on the global indicators and show progress against targets.
Strengthening Profile, Generating Funding and Managing Relationships
- Ensure that MEL, gender assessments and learning and reflection is built into proposals (log frames and budgets)
- Ensure learning from the Project delivery feeds into organizational profile strengthening through stories of change and impact reporting.
Delivering Quality
- Support the Senior MEL officer to develop project level MEL plans that ensure tracking the project results at different levels (outputs, outcomes and impact)
- Lead on delivering the Project learning agenda
- Work with communication teams to develop and share knowledge to both internal and external stakeholders/audiences, including print and electronic information
- Maintain the online project database and ensure regular data updates and data integrity for the Project.
- Effectively formulate, implement, and enforce proper data collection tools, processes and procedures for the Project.
- Monitor and evaluate overall progress on achievement of results including the sustainability of the project results.
- Aggregate and analyse data from across the Project interventions to contribute to management decision-making and donor reporting.
- Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites and ensure timely compilation and reporting of data
- Work closely with Project team and partners to ensure appropriate feedback mechanisms are incorporated into project
- Conduct project level review, learning and reflection sessions, as specified in the MEL framework as a key accountability mechanism
- Collate project learning along with ensuring effective knowledge management between departments and affiliates to ensure the whole organisation benefits from and applies programmatic learning.
- Support quality project baseline, mid and end evaluations (using PLA tools) and ensure findings are reflected on and evaluation management responses prepared.
- Ensure timely reporting: monthly, quarterly, annual and end of projects reports in accordance with donor requirements.

Experience & Knowledge

ACCOUNTABILITIES
Key Responsibilities
- Promote and facilitate gender and social inclusion mainstreaming and gender transformative approaches in the day-to-day activities of the Project.
- Ensure that the different inclusive perspectives, capacities, needs and resources of the stake holders are reflected in the project strategies and implementation plans.
- Build the capacity of staff on Engendering the County Energy plans through training and technical assistance on gender and social inclusion and ensure they embrace gender mainstreaming in all their operations.
- Lead in conducting gender technical studies and assessments.
- Represent the Project in coordination meetings and other related forums to ensure gender and inclusion issues in are captured and acted upon.
- Take lead in establishing dialogue, sensitizing, lobbying and supporting gender mainstreaming and social inclusion among community organizations and partners at local, sub-national and national level to mobilize their support and participation in the project’s advocacy and influencing agenda.
- Contribute to the development of technical guidance tools and approaches and coordinate the operational roll out of the same.
- Network and maintain dialogue with relevant Government Institutions in the five project counties, National and International Development Organizations to ensure collaboration, synergy and sharing of experiences on GEDSI.
- In collaboration with the communications and impact and influence team, contribute to the production of GEDSI related content i.e. knowledge products, success stories, etc.
- Represent Practical Action in the project area to County governments, local communities, NGOs and other actors when requested to do so.
- Contribute to visibility/positioning of Practical Action as a thought leader in gender, clean energy management, including representation at sub/national, regional and international forums.
- Collaborate efficiently and effectively with partners for learning and adoption of innovative interventions to improve project delivery.
- Support the timely and accurate preparation and utilization of project activity budgets.
- Support the preparation of donor project reports and other internal reports as required.

ACCOUNTABILITIES
Proposal Development & Budgeting
- Support the preparation of budgets for concept notes and proposals under the guidance of the Finance & Systems Manager
- Assist in compiling budget narratives and ensuring all necessary costs are included.
- Help prepare budget templates for upload into the accounting system.
Award and Financial Management
- Track budget versus actual expenditure and flag variances for discussion with project teams.
- Assist in the monitoring of donor expenditure and co-financing requirements.
- Ensure accurate cost allocations and assist in correcting any mischarges.
Donor Reporting & Compliance
- Assist in the preparation of timely and accurate donor financial reports.
- Support in aligning expenditure with donor and internal compliance requirements.
- Support the preparation for donor and project audits.
- Help coordinate timely donor claims and payment follow-ups.
Partnership Support
- Assist in the preparation of sub-award agreements and tracking of partner disbursements.
- Support partner liquidations and reconciliation of advances.

Monitoring & Documentation
- Ensure financial documents are properly filed and readily accessible for audits and reporting.

Purpose of the assignment
The assignment seeks to engage a competent consultant or a team of consultants to support in the development of two deliverables.
- To carry out a comprehensive analysis of the e-mobility sector in developing the two deliverables. This will involve conducting a deep dive on a selected e- mobility company, documenting the growth of the company, impact to the e-mobility sector and a review of the policy and regulatory environment, documenting the enablers and barrier to the growth of e-mobility companies in Kenya.
- The White Paper will focus on the review of the e-mobility landscape in three selected Counties, with travel to Nairobi, Mombasa and Kisumu for stakeholder engagement. The Consultant will be expected to facilitate focus group discussions in the two Counties as part of data collection.
Specific Objectives of the of the Assignment
- Conduct desk research, site visits and interviews with key e-mobility stakeholders.
- Review relevant policies, market reports, and sector data.
- Develop a well-structured case study highlighting business strategy, enabling environment, challenges, and results.
- Draft an informative policy brief with key findings and policy recommendations.
- Integrate gender, climate, and inclusive development lenses throughout.
Expected Deliverables
- Inception report with methodology and work plan.
- Draft White Paper and Case Study for comments.
- Final approved Case Study report and White Paper.
- Slide deck summarizing findings of the White paper and case study.
Qualifications of the Consultant(s)
- Proven experience in case study development, policy analysis, sectoral analysis and reporting and clean mobility
- Strong understanding of Kenya’s transport and energy policy landscape
- Excellent communication and analytical skills
- Familiarity with gender and social inclusion frameworks is an advantage
