    Finance and Grants Officer

    Job Purpose

    • The Finance & Grants Officer will provide timely, accurate, and efficient accounting, budgeting, preparation of donor reports, and financial support to SEMA projects and ensure effective utilization of donor funds allocated to the projects. The job holder will also ensure compliance with the various donor rules and regulations, thus mitigating risks arising from non-compliance to donor requirements.

    Main Responsibilities
    Budget preparation, monitoring, and growth.

    •  Fully participate in the proposal development process and ensure that Proposal Budgets for new proposals for and to SEMA are prepared in line with the Donor budgeting guidelines.
    •  Support the finance manager in presenting both the board and flexed budgets for approval by the SEMA board.
    •  Periodically monitor the Programme Budgets Performance through BVA Analysis and ensure that performance is within the expected ranges. Advise SEMA project teams on key areas.
    •  Ensure that expenditure approval for the various cost centres is done timely and in line with the donorapproved budgets and organizational policies.
    •  Assist in preparation and submission of board-approved and funded budgets in the ERP in line with donor budgets for approval and posting.

    Cash management

    •  Monitor cash balances per project and per donor
    •  Prepare cash call down on projects as appropriate
    •  Prepare monthly cash reports on the current cash position for SEMA to provide advice on cash management decisions.
    •  Ensure that all SEMA payments are processed per policies, e.g., supplier payments, staff advances, SG call-down, payroll deductions, and partner disbursements.
    •  Prepare monthly reconciliations to determine SEMA – AMREF cash movement to facilitate refunds (Intercompany reconciliations)

    Programme Performance Review

    •  Provide reports and review progress on a month-by-month basis of the performance of all allocated
    • Cost Centres to improve performance and resolve issues
    •  Review staff debtors’ reports and do reminders to respective staff to submit their surrender reports in time
    •  Participate in review of monthly income and expenditure statements with the SEMA project team to ensure expenditure aligns with donor budgets.
    •  In consultation with the SEMA program team and Finance Manager, determine if NCEs are required and inform the donor. Ensuring that funds are adequate to cover the extension.

    Audits

    •  Participate in project-specific audits and coordinate with the Finance Manager.
    •  Participate in entry and exit meetings, including dealing with queries during the audit where necessary and responses to management letters.
    •  Ensuring that the recommendations by the auditors are implemented immediately so that they do not appear again in subsequent audits.

    Day to Day Financial Operations

    •  Follow up with SEMA suppliers, consultants for timely submission of invoices
    •  Preparing SEMA consultancy contracts, addendums and ensuring they are fully signed and copies filed
    •  Raising of SEMA PRs/LPOs and LPO alterations and following up on approvals
    •  Maintaining a tracker to monitor agreements timelines and budget draw downs.
    •  Handle any emerging complaints and compliments from internal and external stakeholders and address them appropriately
    •  Ensure all reports are timely and that the finance and program accounting function provide top-quality service to SEMA staff.
    •  Review and Approval of claims.
    •  Review of bank reconciliations for all SEMA bank accounts.
    •  Assisting in the strengthening of internal controls in the department
    •  Ensuring proper e-filing of all SEMA finance documents
    •  Coordinate SEMA team travels in coordination with the project teams.

    Required Qualifications
    Education, Knowledge and Experience

    •  Bachelor’s Degree in Accounting, Administration, Finance, Commerce, or a relevant field
    •  A certified Accountant or Finance professional (e.g., CPA, ACCA, etc.)
    •  Proficient in Microsoft Excel
    •  Four (4) years of relevant experience
    •  Experience with accounting and ERP software

    Skills and Abilities

    •  Excellent oral and written communication skills.
    •  Strong analytical and attention to detail skills.
    •  Excellent organizational, planning, and coordination skills.
    •  Strong problem-solving and quantitative skills.

    Technical Advisor – Governance

    Job Purpose

    • The Technical Advisor, Governance will provide technical leadership and project oversight for governance programming which includes Strengthening health sector regulatory and oversight institutions and improved governance structures to ensure inclusive and wider engagements of state and non-state actors in decision making.
    • H/she will also be responsible for leading influence, advocacy, research and internal initiatives at the discretion of their supervisors. H/she will build the capacity of key actors to take strategic action across the health governance spectrum including; accountability, policy, strategic planning change, and health financing to deliver measurable results.

    PRINCIPAL RESPONSIBILITIES

    • Provide direct technical expertise on governance and accountability approaches.
    •  Lead the strategic oversight and technical delivery of Governance and Accountability to ensure quality delivery and synergies with the other components of the programme.
    •  Strengthen county health management boards and health facility management boards
    •  Address gaps in coordination and harmonization of health sector regulatory functions
    •  Address non-adherence to legislation, policies, standards, and guidelines by public and private health services providers
    •  To assess the state of compliance for legislation, policy and effective practice in terms of composition, capacity, skills and knowledge
    •  To ensure optimum engagement of individual citizens, beneficiary groups and community advocacy forums
    •  To spearhead bottom-up accountability and empower citizens to demand transparent and accessible information for the provision of health services
    •  To strengthen participation and influence in the MTEF process by non-state actors such as the private sector, CSOs and citizens
    •  Work closely with the accountability, policy and partnerships advisors to develop coordinated approaches to sustainably improving public sector investments in health and Reproductive Maternal Newborn Child and Adolescent (RMNCAH) health in particular.
    •  Provide targeted technical support to the County teams to ensure the results framework for the county is achieved.

    Guiding program design:

    •  Support county program staff to design programs and projects.
    •  Help define the approach to teaming/partnering with other organizations.
    •  Support selection of indicators for country programs

    Engaging in business development:

    •  Review technical quality of proposals, including review of technical activities and ensuring alignment to Amref’s outcomes.
    •  Input into go / no-go decisions on proposals.
    •  When necessary, write technical narratives of proposals.
    •  Provide input on budgets required for project delivery.
    •  Engage with Partners and the Ministry of Health Officials and do outreach in support of the program.

    Building the technical capacity of county program staff to ensure ongoing program quality and innovation:

    •  Work with county program colleagues to help analyze data that inform periodic review and course correction as needed.

    •  Conduct technical training and ongoing technical coaching for country program staff, including on Amrefoutcomes, theories of change, evidence and indicators.

    Technical Advisor – Partnerships

    Job Purpose

    • The Technical Advisor, Partnerships will be responsible for strengthened capacity of national, county and intergovernmental coordination structures to manage health systems including strengthened engagement and coordination of donors, research and policy think tanks in health systems development and management. H/she will also be responsible for building the capacity of key state and non-state actors to form meaningful partnerships to strengthen national and county health systems for quality service delivery.

    PRINCIPAL RESPONSIBILITIES

    Provide direct technical expertise on;

    •  Strengthening existing coordination structures between the national and county levels.
    •  Ensuring the rationalized engagement and establishment of intergovernmental committees and structures for effective and results-oriented engagements.
    •  Establishing health systems-based outcome performance monitoring and evaluation framework on strategic partnerships at two levels of government.
    •  Improving coordination of interventions and approaches between donors and multilateral agencies that will support national and county outcomes.
    •  Strengthening donor coordination platforms for the operationalization of the Kenya Health Sector
    • Partnership Coordination Framework and create efficiencies between different structures.
    •  Strengthening approaches and knowledge management forums for enhanced learning and application of research among health actors at the national and county levels.
    •  Strengthening strategic partnerships and coordination between research organizations, universities and think tanks.
